The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Decker called the meeting to order and led in the Call to Order
salute to the flag.
Invocation was given by Reverend Gaylen Larson of the Invocation
Foursquare Gospel Church.

The City Clerk presented a claim against the City of Claim vs.

and unanimously carried to approve the recommendation of
the Personnel Board.
Personnel Clerk Forsythe submitted for Council considera- Appointment

of Transportation that the City appoint a Civil Rights Rights
Coordinator, who would have contact with State personnel Coordinator

designated as Civil Rights Coordinator for the City.
Notice was given that the Planning Commission, by Resolu-
tion No. 1173, conditionally granted a Variance to permit
waiver of the two -car garage requirement on property
located at 710 W. Second Street (Case V-406 Shirley Davis).
No action taken by Council.
The City Attorney stated that Planning Commission Resolu-
tions No. 1174 and 11.75 re: change of zone and the Con-
ditional Use Permit on property located at 515 N. Azusa
Avenue (Case No. Z-182 Lyle Moritz), should be considered
together. The Conditional Use Permit is not effective
until the change of zone is approved. It was his recom-
mendation that these two items should be considered at the
time of the Public Hearing on 12/16/74.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to appeal Resolution No. 1175.
Notice was also given that Planning Commission by Resolu-
tion No. 1176 initiated a study of certain property
located on the south side of Sierra Madre Avenue east of
Pioneer Park for possible rezoning or pre -zoning upon annex-
ation. No action taken by Council.
Notice was also given that the Planning Commission by
Resolution No. 1177 conditionally approved Tentative
Parcel Map No. 5363 (S.W. corner Tenth & Vernon,
Charles Turner).
Mr. Dyer 1548 E. Vine Street, West Covina and his son
Robert Dyer 1345 N. San Gabriel Avenue, Azusa, spoke
before Council. They have a trucking company on said
property which they have been leasing. Now they wish
to purchase the property from Charles Turner. At the
time they leased the property they were required to
erect a 3 ft. fence as a sound barrier. They are will-
ing to dedicate the 6f' ft. strip for a sidewalk, how-
ever, they feel that the City should remove the
existing fence and relocate it when the sidewalk is
completed.

and unanimously carried to accept the resignation with
regret.

Arkison and unanimously carried to prepare a Resolu-
tion and plaque for Mr. Miranda.
' The City Administrator presented the letter from the
Director of Public Works in which he gave the history
of the private street easterly from Cerritos Avenue
between Fourth Street and Rodecker Drive. The City
does not own the property. In order for the City to
reconstruct it to meet City standards which would not
be feasible because:
1. Street Sweeping - There is no adequate room at the
rminus�he street to construct a cul de sac,
therefore, the street sweeper will not be able to
clean it and that will require frequent hand
cleaning or flushing.
2. Set Backs - Because it was originally a driveway,
building set backs did not have to be adhered to
and the buildings are built very close to the
probable right-of-way line. This would make the
entire apartment complex a non -conforming structure
according to the City's Planning Ordinances.
The estimated cost to reconstruct would be $10,000.
The subject property is presently up for tax sale.

of the apartment buildings explaining the City's situ-
ation on this matter.
The City Administrator presented the memo from the
Director of Public Works concerning the sidewalk on
Third Street at the northeast corner of Third Street and
Virginia Avenue (304 Virginia Avenue). He stated that
sidewalk in the City of Azusa is the responsibility of
the property owner.

The City Administrator submitted for Council approval Appvl.plans
the Plans and Specifications for the construction of & specs for
a sewer line in Alosta Avenue from Calera Avenue to the west sewer line
boundary of Easterly Annexation No. 76. in Alosta
Ave.
The sewer line is being constructed to provide sewer
service to the City's most recent annexation (the
northwesterly corner of Barranca Avenue and Alosta
Avenue). The budgeted amount for this project is
$12,000.
Moved by Councilman Arkison, seconded by Councilman
Solem and unanimously carried to approve the Plans
and Specifications, and authorize the City Clerk to
advertise for bids.
The Finance Director brought to Council's attention
AB898, Chapter 1437, which authorizes employees under
the Public Employees' Retirement System, receipt of up
to four years of service credit for any active military
or Merchant Marine service. The City may face either
ai, increase or decrease in their contribution rate
depending on the outcome of an actuarial valuation to
determine the effects of "depooling" of the City's account,
from the other jurisdictions in the pool.

Moved by Councilman Solem, seconded by Councilman Cruz
and unanimously carried to approve the request from
the Finance Officer for an actuarial evaluation.
The City Administrator gave an oral report on the claim
against the City of Azusa from David N. Kelsey, 132 S.
Country Club Road, Glendora. The alleged damage, a
broken door, occurred during a narcotics arrest. Since
this claim was under $100 it was referred to the insurance
committee. Subsequent to discussion with the Police Chief
it was determined that the City is not liable for this
particular damage. It was the recommendation of the com-
mittee to deny this claim.

Director of Parks & Recreation Guarrera informed Council
that the Harry D. Jumper Memorial has been located.
This plaque had originally been on the fountain at
Memorial Park. The Park & Recreation Commission indi-
cated that they would like to turn it over to the
Historical Society. It was the concensus of Council
that the plaque should be returned to its original
place.

and carried that the plaque should be re -installed on
the fountain in Memorial Park. Councilman Arkison

The City received a letter from Supervisor Pete
Schabarum's office with information regarding County-
wide Master Plan of Bikeways. It is intended that this
regional system of bicycle routes provide a backbone
system that will serve both recreational and transporta-
tion needs of the County, and which each city can use as

Finance Officer Cooney submitted a letter requesting a Req. for
security alarm system to be installed in the Central security
Stores and Central Garage building. There has been alarm system
numerous burglaries at the City Yard, most of them for
copper wire.

It was his recommendation that the proposal of Teletronic
Alarm Systems of Arcadia be accepted. Revenue Sharing
funds are available for installation and maintenance
through June 30, 1975•

and unanimously carried to approve the recommendation of
the Finance Director.
' A letter was received from the City Librarian asking pro-
ration of utility costs between the Library and the City
Hall personnel, that now occupy the Library Auditorium.
It was the consensus of Council to have the Mayor, City
Administrator, and City Librarian make some arrangement
on these utility costs.
The City Clerk read in full a Resolution authorizing the
payment of warrants by the City.
Councilman Solem offered the Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
