SUBJECT: AUTHORIZATION TO MODIFY ORDER FOR POLICE PATROL VEHICLES
BACKGROUND:
Historically, the Azusa Police Department (Department) has ordered Ford police vehicles for field use.
Our current patrol fleet is made of entirely of Ford Police Interceptors. In November 2022, the
Department ordered three 2023 Ford Police Interceptors from National Auto Fleet Group as
replacement vehicles for three vehicles that are reaching the end of their service period. The total cost
for the three Ford Interceptors was $172,289.27, which had been approved in the budget. To date, the
vehicles have not been manufactured. This month the Department was notified by the National Auto
Fleet Group that they could not guarantee the Ford’s would be built due to supply chain issues. As a
result, the Department inquired with National Auto Fleet Group as to the feasibility of changing the
order to 2024 Dodge Durango Pursuit vehicles. National Auto Fleet Group confirmed that the
Durangos would be available and provided a revised quote of $152,430.49, representing a cost savings
of $19,858.78.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1) Approve the Department’s request to modify the order to National Auto Fleet Group to purchase
three Dodge Durango Vehicles in lieu of three Ford Interceptors.
ANALYSIS:
The City replaces vehicles that have reached the end of their cost-effective useful life based on age,
mileage and repair history to maintain a current fleet of vehicles safe for police operations. The Police
Department considered police-package sport utility vehicles (SUV’s) offered by Ford, Dodge and
Chevrolet. All three have SUV models that have been tested and certified for patrol operations to
include high-speed driving and other performance standards consistent with the law enforcement
mission. In past years, the Police Department has purchased and utilized Ford Interceptors as the
primary patrol vehicle. However, due to reduced production by the Ford Motor Company, the vehicles

are on back order. The primary vendor used to purchase the vehicles was not able to deliver the 2023
models ordered in 2022 and had indicated that they cannot guarantee production of the 2024 model,
which they agreed to upgrade based on the delay. The vendor has indicated that the 2024 Dodge
Durango Police vehicles are available with an anticipated delivery date in the middle of 2024. The
Dodge Durangos meet all requirements for a police duty vehicle and serve as a suitable replacement for
the Ford Interceptor. As such, the Police Department is requesting that the order for three Ford
Interceptors be modified to three Dodge Durangos. This change would result in a cost savings to the
City of $19,858.78.
FISCAL IMPACT:
This request results in a cost savings of $19,858.78, to the City.
