Mayor Decker called the meeting to order and led in Call to Order the salute to the flag. Invocation was given by Reverend Richard C. Addison Invocation of the First Baptist Church. At the request of the Mayor, the City Administrator Intro. of introduced the Department Heads who were present, for Dept. Heads the benefit of the audience. The Minutes of the regular meeting of December 16, 1974 Appvl. Min. were submitted for Council consideration. 12/16/74 Moved by Councilman Cruz, seconded by Councilman Arkison and unanimously carried to approve the Minutes as amended. The report from the Director of Parks & Recreation Countywide regarding the Countywide Master Plan of Bikeways, which Master Plan had been tabled from the 12/16/74 meeting, was again of Bikeways brought before Council. Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried to raise from the table. Councilman Arkison indicated that after further study he found no reason to wait any longer and requested Council to take action. This report has been approved by both the Planning Department and Recreation Department. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to forward the Bikeways Report to Supervisor Schabarum. Councilman Arkison has requested that all departments of Departmental the City put into writing all operative departmental policies as policies which are regarded as standing, but "unwritten" 'unwritten" policies and submit same to the City Council for review. be submitted and possible action. There have been times when these "unwritten" policies have proven to be an embarrassment both to the Depart- ment Heads and the employee. Councilmen Solem and Rubio dissented for the reason that Department Heads should be permitted latitude to administer their departments. In the event that a conflict arises the City Council can act to resolve any difference. The Light & Power Department use the Municipal Code for most of their transactions. The department heads should do some researching to determine what the "unwritten" policies are in their particular area and then have these written down. Moved by Councilman Arkison, seconded by Councilman Cruz and carried by roll call to have the departmental policies submitted to Council for review and possible action. Motion carried by the following vote of Council: AYES: Councilmen: Arkison, Cruz, Decker NOES: Councilmen: Rubio, Solem ABSENT: Councilmen: None Councilman Rubio submitted an Agreement from the County for the Housing and Community Development Act of 1974, for Council consideration. There are two options for funding under this Act. The Housing & first is a "go it alone" situation in which the City must Community develop its own Housing Assistance Plan and apply for Development funds that might be available as discretionary funds. The Act Agmt. second is to enter into an agreement with Los Angeles County and become a part of the Countywide program and file a joint application with the County. Since the joint venture with the County appears to have the most to offer for the first year it is recommended that the City take this option. James Graham , 201 Circle Lell Drive, Azusa, addressed Council, stating his negative feelings regarding the ® Agreement. Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carried to enter into the Agreement and have the Mayor to sign and the City Clerk to execute same. David Co., Garden Grove 14,376.00 Beecher Construction Co., West Covina 12,419.75 Councilman Cruz suggested that perhaps some of the Public Works Projects could be done by City forces, and we could cut down expenses. The City Attorney explained that there is a limit of $3,500. any amount over this has to, by law, be done through the bidding procedure. It was the recommendation of the Director of Public Works that the City Council award the contract for Project No. 539 to the Beecher Construction Company in the amount of $12,419.75• AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, JANUARY 6, 1975 Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried by roll call to approve the recom- mendation of the Director of Public Works and award the bid to the low bidder, Beecher Construction Company, and to return bid securities to the unsuccessful bidders upon the execution of the contract. Councilman Cruz abstaining. A request was received from the residents of the Caravan Mobile Home Park, 600 W. Gladstone Street, Azusa, for permission to have Mr. Ed Peterson and Mr. E. Bennett address Council re: overcharge of trash pick-up by mobilepark owner. Mr. Ed Peterson, Vice President of Chapter 933, of the Golden State Mobile Owners League, Inc., addressed Council. The residents feel that they are unjustly being charged too much for their trash pick-up. The charge of $2.00 for trash pick-up was included in their rent. There was an increase in rates, by the City (Resolution 6215), to $2.50, however, they are now being charged $3.25. The only thing they ask is to allow the City Attorney to give them his legal opinion on this overcharge. Mr. E. V. Bennett, 600 W. Gladstone Street, Azusa addressed Council. They want to go through the proper procedures and would like Council to refer this to the City Attorney to see if this overcharge is in violation of the law. Their opinion;is, the park owner should not buy public services and then sell them at a profit. Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried to refer this matter to the City Attorney for study and report back to Council; and have the City Clerk notify the park owner of the City Attorney's finding. The City Clerk presented a request from the Merritt Products Company, 900 W. 8th Street, Azusa, to hold an auction on January 20, 1975, for machinery and equipment. A copy of the inventory is on file in the Office of the City Clerk. Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried to grant the request. The City Clerk presented a proposed Resolution requesting an estimate, by the County Assessor of Los Angeles County, of the assessed valuation of property within the City. Councilman Arkison offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REQUESTING AN ESTIMATE OF THE ASSESSED VALUATION OF PROPERTY WITHIN THE CITY. Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried that further reading be waived. The City Administrator submitted for Council action the resignation of Mrs. Mary Urso, Police Clerk under the C.E.T.A. program, effective 1/2/75. The Police Chief requested authorization to purchase a used 1974 model American Motors Ambassador 4 -door sedan from Savage American Motors of Monrovia, this unit has 16,000 miles of use and can be purchased for $3,600. Council had authorized purchase of a new 1975 unit, however, after discussion about the 1975 model vehicles. use of unleaded gas and the lack of a City facility to store this gasoline, it was determined that the alternative of purchasing a low mileage 1974 model might be in order. Moved by Councilman Arkison, seconded by Councilman Rubio and unanimously carried to authorize the purchase of the used 1974 American Motors Ambassador. A letter was received from the Executive Committee of the Azusa Chamber of Commerce requesting to meet with Council to discuss a proposal regarding development in the downtown area and other potential project areas as designated by the Community Redevelopment Agency. Moved by Councilman Solem, seconded by Councilman Cruz and unanimously carried to meet with the Executive Com- mittee at the next regularly scheduled Council meeting on 1/20/75, with a request that a copy of the proposal be sent to members of Council before the scheduled meeting. The matter concerning the purchase of Texaco property at Foothill and Alameda Avenues was again brought before Council. The Texaco Corporation felt an appraisal was needed. The appraisal has been completed, and Texaco now requests a firm written offer. Moved by Councilman Cruz, seconded by Councilman Rubio and unanimously carried to have the City Administrator present, to Texaco, a firm written offer. Councilman Cruz suggested that Council have cards printed which people may use when they; want to address.Council. Moved by Councilman Cruz, second ed by Councilman Arkison and unanimously carried to have the City Clerk prepare the above cards. Councilman Rubio proposed that the City consider having afloat, in next years New Years Rose Parade, honoring Jack Benny. It was suggested that the City Administrator write to Anaheim and Cucamonga to see if they are interested and if the cost could be split between the three Cities; also write to the Rose Parade Chairman to find out the possibility of entering a float. Meeting recessed to executive session at 9:08 p.m. Council re -convened and the Mayor called the meeting to order at 10:00 p.m. Councilman Rubio requested information on the Dial -A -Ride Program. He suggested that perhaps revenue sharing funds could be used for this program. After discussion, it was Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carried to refer this matter to budget study. Counc. recessed to exec.session Council re -convened Dial -A -Ride Program (referred to budget study) Councilman Cruz asked if the City Attorney could research Hiring the prospects of hiring citizens of Azusa for Public citizens for Works Projects; perhaps the maximum of $3,500., now Pub.Wks. allowed by law, could be increased. Projects Arthur Morales, 337 Soldano Avenue, Azusa, addressed Council regarding the Dial -A -Ride Program.
