The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Decker called meeting to order and led in salute Call to Order
to the flag.
Invocation was given by Reverend Albert Duggan of St. Invocation
Frances of Rome Church.

Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried to approve Minutes as submitted.
Abatement of substandard building at 666 W. 2nd Street, Abatement of
which had been tabled from 1/20/75 meeting was again sub -standard
brought before Council. bldg.@666 W.
2nd St.
Moved by Councilmar. Solem, seconded by Councilman Rubio
and unanimously carried to lift from table.
Director of Public Works addressed Council and stated
that the building has been abated at this time. No
action taken by Council.
City Clerk presented a Summons re: Gilbert Morales and Summons re:
Daniel Morales for alleged personal damages. Gilbert &
Daniel Morales
Moved by Councilman Arkison, seconded by Councilman Solem
and unanimously carried to refer to City Attorney.
City Clerk presented three claims, -.,against the City: Claims vs
City
1. Francisco Naranjo for alleged fire damage to dwelling
due to electrical wires across claimants property at
314 E. 5th St., Azusa.
2. Kamco Plastics, 802 E. Gage Ave., Los Angeles, for
alleged wrongful conversion of certain goods.
3. Alfred Torres, 16346 Benwood Ave., Covina for
alleged damage to truck due to asphalt roller in
' middle of Gladstone & Orange Streets.
Moved by Councilman Rubio, seconded by Councilman Cruz and
unanimously carried to refer these claims to City's insurance
carrier.
Request from Eugene F. Moses for Fire Zone III classification Req. for Fire
on property located at 1755 N. San Gabriel Canyon Road, Zone III,
Azusa, (Canyon. City Ghost Town). (Canyon City
Ghost Town)
Director of Public Works addressed Council. There is a
provision in County Building Code that this type of con-
struction should be classed as Fire Zone IV. However,

if Mr. Moses were to follow all code provisions, he could
not, constructurally, make it look like a "Ghost Town".
Council does have the right to relax any portion of .
County Code if it wishes. Fire Chief stated he saw no rea-
son not to grant requested Fire Zone III classification.
Mr. Moses, 239 E. Brisbane, Monrovia, addressed Council.
County had approved this type of Fire Zone when he started
construction. When his property was annexed to City the
Fire Zone was changed.
Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried to approve request for Fire Zone
III by relaxing County Building Code.
Request by First Church of Christ, Scientist, for permi- Req. to place
ssion to place a banner over Foothill Blvd., announcing banner over
lecture on 3-23-75• Foothill Blvd.

Moved by Councilman Solem, seconded by Councilman Arkison of Christ
and unanimously carried to grant request and instruct Scientisii
Director of Public Works to install the banner.
A proposed Resolution was presented urging City's support Res. #6282
of SB 312. Existing PERS Law requires employees of state supporting
and contracting agencies to be members of the system. SB 312
This bill would exclude any person employed in a work
experience program pursuant to Federal Emergency Jobs and
Employment Assistance Act of 1974, with respect to such
service.
Councilman Cruz offered the Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
REQUESTING SUPPORT OF SB 312.
Moved by Councilman Cruz, seconded by Councilman Arkison
and unanimously carried that further reading be waived.

that Resolution be adopted. Resolution passed and adopted

Request from Azusa High School for City to purchase an ad Appvl. purch.
in the Azusa High School annual "Pops Concert Program". full page ad
Money will be used to help finance the high school band in As.Hi."Pods

Moved by Councilman Colem, seconded by Councilman Cruz
and unanimously carried for City to purchase a full page
ad in "Pops Concert Program", cost 25.
City Treasurer's Financial Statement was submitted, City Treas.
showing a balance of $2,543,081.80 as of January 315 1975. Fin.Stment

Moved by Councilman Arkison, seconded by Councilman Solem
and unanimously carried to receive and file.
A communication was received from Personnel Board, Step Raise
recommending approval of a step raise for the following
employee:

Notice was given that Planning Commission, by Resolution P.C.Res. #1187
No. 1187 disapproved a change of zone classification disapproved
(Z-185 - Orlando J. Conforti), on property located at zone chng(Z-185
941 N. Azusa Ave. (Hearing set for 03-03-75)• No action O.J.Conforti)
taken by Council.
Planning Commission recommended an amendment to Community Amend.to CRA
Redevelopment Project Area B. At the time CRA Project Project Area
Area was adopted, subject property was still located in the
unincorporated area of Los Angeles County.
Since property has been annexed, it is the recommendation
of Planning Commission that "Project Area B" be amended
to include this development .(Stater Brothers Market development).
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried by roll call to approve the recommenda-
tion of Planning Commission.
An Ordinance was presented for second reading and adoption Ord -#1095 re:
relating to the office of Mayor and City Council. office of Mayor

Councilman Rubio offered for adoption the Ordinance
entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
ADDING SECTIONS 2.04.001, 2.04.002, 2.o4.003, AND 2.04.040
TO THE AZUSA MUNICIPAL CODE, RELATING TO THE OFFICE OF
MAYOR AND CITY COUNCIL.
Moved by Councilman Rubio, seconded by Councilman Solem
and carried by roll call that further reading be waived.

REPEALING SECTION 8.04.060 OF THE AZUSA MUNICIPAL CODE
AND AMENDING SECTION 8.04.070 THEREOF, RELATING TO GAMES
OF SKILL.

Monthly reports from the various departments were submitted Monthly Reports
by City Administrator.

A proposed Resolution was presented, accepting Grant of Res. #6283
Easement from Charles Turner for roadway purposes (6j accptg.Gr.
foot strip of land on west side of Vernon Avenue, between Ease.(Charles
Tenth Street and northerly line of the Southern Pacific Turner)
Railroad right-of-way).
Councilman Solem offered the Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ACCEPTING A CERTAIN GRANT OF EASEMENT AND DIRECTING
'THE RECORDING THEREOF.

City Administrator advised Council of result of vote Results of
conducted by those City employees effected by Social employees vote
Security on whether or not to retain Social Security. re: Soc.Sec. yr
PERS
Results of the vote were as follows:
21 votes to retain Social Security
108 votes to abandon Social Security System
and accept new program offered by City Council.
A proposed Resolution of Intention was presented to amend Res. #6284 re:
contract with the Public Employees' Retirement System. amend contract
with PERS
Councilman Arkison offered the Resolution entitled:
A RESOLUTION OF INTENTION TO APPROVE AN AMENDMENT TO
CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THE
PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND THE CITY
COUNCIL OF THE CITY OF AZUSA.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried that further reading be waived.

Proposed Agreement between City of Azusa and Spanish Agreement
Trails Girl Scout Council. This is a 10 year lease and the btwn.City
Girl Scout Council will pay $1.00 per year to the City. & Spanish
Trails Girl
Moved by Councilman Solem, seconded by Councilman Cruz Scouts
'and unanimously carried to approve Agreement and autho-
rize Mayor and City Clerk to execute Agreement.
City Clerk read in full a Resolution authorizing payment Res.#6285
of warrants by the City. Claims &
Demands
Councilman Solem offered the Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
