The City Council of the City of Azusa met in regular
session at above time and place.
Mayor Decker called the meeting to order and led in Call to Order
salute to the flag.
Invocation was given by Reverend B. J. Paroulek of the Invocation
First Presbyterian Church.

Notice was given that the Planning Commission, by Resolu-
tion No. 1192 conditionally granted a CUP to allow operation
of a utility trailer and truck rental yard in a C-3 zone,
on property located at 531 E. Arrow Highway. (Case No. C-154-
Austin J. Abdelnour). No action taken by Council.
Notice was also given that the Planning Commission, by
Resolution No. 1193 conditionally granted a Variance to
permit reduced lot areas of 10,000 sq. ft., 1=',200 sq. ft.
and 13,800 sq. ft., instead of required 20,000 sq. ft. and
reduced lot width at building line of 52 ft., instead of
required 80 ft., on property located at NE corner of Hill-
top Drive and Sierra Madre Avenue. (Case No. V-414 Leo

Notice was further given that the Planning Commission, by
Resolution No. 1194 recommended to City Council a change
of zone from RA to Rla on property located at the NE
corner of Hilltop Drive and Sierra Madre Avenue. (Cftse

On December 2, 1974 the City of Azusa passed an,Ordinance
granting a franchise to construct, operate and maintain a
community antenna television system within City of Azusa
to Cable Service of Azusa, Inc. Franchise would not become
effective until certain provisions of the Ordinance are
provided. Certificates of insurance, and interim letters
of credit in lieu of bonds which will in September, 1975,
have been filed with City Clerk. Also filed at the same
time was a copy of Articles of Incorporation of Cable
Service of Azusa, Inc., and financial statement of

guarantor in which guarantor undertakes to guarantee bank
loans to Cable Service of Azusa, Inc., in the amount of
$1,500,000.
City Attorney Wakefield recommended that City Council
approve the financing arrangements submitted by Cable
Service of Azusa, Inc. and declare that the franchise
granted to that Company by Ordinance No. 1092 is in full
force and effect as of this date.
Paul Allen 1218 N. Dalton, Azusa, addressed Council.
He gave a summary of possible time schedules, with the
approximate time:=: of beginning construction. The
northern half of the City would take approximately 9
months, and the rest one and a half years.

for construction of Gladstone Street Storm Drain and direct

Mr. Albert Plummer, Water Utility Man, in Water Division
of Public Works Department has submitted his resignation
to retire, effective 3/31/75•
Moved by Councilman Solem, seconded by Councilman Cruz
and unanimously carried to accept resignation with regret,
and that a Resolution and a plaque be given to Mr. Plummer.
City Engineer Stimson addressed Council re: Community
Transit Service System. He recommended that City enter
'into a joint power agreement with surrounding cities in
order to establish such a system.
City Engineer introduced Mr. John Jontig of Transit
System Consultants, who would do the study if cities
enter into such an agreement. Bus service would provide
transportation from 4 corners of the city, which would
then connect with Intercity and SCRTD lines. He pointed
out that the major advantage to joint powers agreement
with other cities, is that it cuts down on administration
and operation costs.

City Administrator stated he had received a copy of detailed Rpt.re:
report from the Task Force Committee, concerning the Fire. Fire
Merger Study, and would see that Council received copies. Merger
'Mayor Decker expressed concern regarding the City Hall City Hall

that a representative from the City Engineering Department
should be permitted to travel to Zacatecas before con-
struction of fountain. He could provide assistance and

and carried by roll call to send a letter to the Senate
Committee on local government, stating that the City of
Azusa does not want CRA taken out of existence. Councilman

would cause hardship for tax payers in the future', until
such times as loans are recovered.
