Mayor Decker called the meeting to order and led in Call to Order salute to the flag. Invocation was given by Reverend B. J. Paroulek of the Invocation First Presbyterian Church. At the request of Councilman Arkison names of the 6 Captains in the Fire Department, who requested representation by the middle management class, to be added to the original minutes. Dave Miranda, 326 North Dalton Street, Azusa, addressed Remarks.by Council. He expressed his concern about inadequate City Dave services for the southern section of the City. Notice was given that the Planning Commission, by Resolu- tion No. 1192 conditionally granted a CUP to allow operation of a utility trailer and truck rental yard in a C-3 zone, on property located at 531 E. Arrow Highway. (Case No. C-154- Austin J. Abdelnour). No action taken by Council. Notice was also given that the Planning Commission, by Resolution No. 1193 conditionally granted a Variance to permit reduced lot areas of 10,000 sq. ft., 1=',200 sq. ft. and 13,800 sq. ft., instead of required 20,000 sq. ft. and reduced lot width at building line of 52 ft., instead of required 80 ft., on property located at NE corner of Hill- top Drive and Sierra Madre Avenue. Notice was further given that the Planning Commission, by Resolution No. 1194 recommended to City Council a change of zone from RA to Rla on property located at the NE corner of Hilltop Drive and Sierra Madre Avenue. Franchise would not become effective until certain provisions of the Ordinance are provided. Certificates of insurance, and interim letters of credit in lieu of bonds which will in September, 1975, have been filed with City Clerk. Also filed at the same time was a copy of Articles of Incorporation of Cable Service of Azusa, Inc., and financial statement of Appvl.req.for attend Pnsl. City Attorney Wakefield recommended that City Council approve the financing arrangements submitted by Cable Service of Azusa, Inc. and declare that the franchise granted to that Company by Ordinance No. 1092 is in full force and effect as of this date. Paul Allen 1218 N. Dalton, Azusa, addressed Council. He gave a summary of possible time schedules, with the approximate time:=: of beginning construction. The northern half of the City would take approximately 9 months, and the rest one and a half years. AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, MARCH 17, 1975 Page 6 Mr. Albert Plummer, Water Utility Man, in Water Division of Public Works Department has submitted his resignation to retire, effective 3/31/75• Moved by Councilman Solem, seconded by Councilman Cruz and unanimously carried to accept resignation with regret, and that a Resolution and a plaque be given to Mr. Plummer. City Engineer Stimson addressed Council re: Community Transit Service System. He recommended that City enter 'into a joint power agreement with surrounding cities in order to establish such a system. City Engineer introduced Mr. John Jontig of Transit System Consultants, who would do the study if cities enter into such an agreement. Bus service would provide transportation from 4 corners of the city, which would then connect with Intercity and SCRTD lines. He pointed out that the major advantage to joint powers agreement with other cities, is that it cuts down on administration and operation costs. After discussion, it was Moved by Councilman Rubio, seconded by Councilman Arkison and unanimously carried by roll call that'we enter into an agreement to retain Transit System Consultants, -.with Covina, and San Dimas, provided we have one other city, making a total of 4 cities. Resig.Albert Plummer,effec. 3/31/75 Rpt.re: Community Transit Service City Administrator stated he had received a copy of detailed Rpt.re: report from the Task Force Committee, concerning the Fire. Fire Merger Study, and would see that Council received copies. Merger 'Mayor Decker expressed concern regarding the City Hall City Hall fountain gift from our Sister City Zacatecas. He felt Fountain that a representative from the City Engineering Department should be permitted to travel to Zacatecas before con- struction of fountain. He could provide assistance and advice as needed by builder of -fountain,, and also assist in keeping the design of fountain to conform with new City Hall. Moved by Mayor Decker, seconded by Councilman Solem and unanimously carried to authorize Engineering Depart- ment employee to go to Zacatecas as representative from City. Discussion was held concerning CRA. There are two bills Ltr.to before State Legislature which oppose.Tax Increment Financ- Senate Com. ing. Los Angeles County feels that it is losing approximately on local $10,000,000. a year to redevelopment projects from the Tax govt.re: Increment program. Tax Increments provide base for CRA. CRA funding. Moved by Councilman Rubio, seconded by Councilman Solem and carried by roll call to send a letter to the Senate Committee on local government, stating that the City of Azusa does not want CRA taken out of existence. Councilman ' Cruz voted no.because he felt that loss of revenue generated would cause hardship for tax payers in the future', until such times as loans are recovered. Councilman Rubio expressed his desire to see City give Rep:to attnd. help to Azusa Explorer Scout Post and specifically to Explorer representative who is to attend National Explorer Scout Scout Cong. Congress in Washington. Police Chief gave his approval of in Wash. this, and feels the program is a.great incentive to the youth of Azusa. Claims & Demands Councilman Solem offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried that the Resolution be adopted. Supervisor Schabarum relating to action taken by SCAG on a vote of at the last general assembly meeting. Supervisor less than z Schabarum feels that to statutorily create a regional. membership agency with mandatory membership, should require a vote of of SCAG not less than 1/2 of the membership of SCAG. 'Moved by Councilman Arkison, seconded by Mayor Decker and carried to notify SCAG Executive Committee,.and Supervisor Schabarum that we protest decision on a vote of less than 1/2 of the membership of SCAG.
