Present zoning for subject property is Rlb, Fla & RA -201000 (City) and RA -20,000 & RA -25,000 (County). The following land uses were considered by Planning Commission: agricul- tural use, open space and residential use. It would appear that the best and most desirable use of study area would be a lower density residential that would provide for agri- cultural uses. Such a designation would permit existing agricultural uses to continue, while assuring that any development that takes place within this area would be in conformance with City's goals and policies and General Plan. It is the recommendation of Planning Commission that City Council find that change of zone to RA -20,000, will have no adverse environmental effects, and that entire area be rezoned and prezoned to RA -20,000. Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried to close hearing. Moved by Councilman Rubio, seconded by Councilman Arkison and unanimously carried to have City Attorney prepare the necessary Ordinance to effect zone change. Canyon City Civitan Club has requested waiver of portion of Fireworks Ordinance which regulates requirements for length of time an organization has to be established, before it can obtain a permit to sell fireworks. Mrs. Barbara Ash , 424 W. 11th Street, Azusa, addressed Council. She stated they are a newly organized club, and they want to use the money received from sale of fireworks to get their youth program started. Moved by Councilman Cruz, seconded by Councilman Rubio and unanimously carried to grant request. A proposed Resolution was presented accepting Grant Deed for purchase of Texaco property, at corner of Alameda Avenue and Foothill Blvd. Councilman Solem offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A GRANT DEED AND DIRECTING THE RECORDATION THEREOF. Councilman Solem brought to Council's attention the situation that exists on the corner of Paramount and Jackson Avenues. When it rains rocks are washed from Azusa Western and cause a hazardous condition. He feels that Azusa Western should do something to alleviate this condition. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried that Director of Public Works contact Azusa Western to have them correct this condition. 'City Attorney requests authorization to attend City Attorney's Department Spring Meeting of League of California Cities, to be held at South Lake Tahoe from April 30 through May 2, 1975. 'City Administrator presented to Council a request from SCAG for elected offidals to volunteer for membership on various SCAG committees for 1975-76. No action taken by Council. Request from Department of Urban Affairs for Council approval and authorization for execution of the revised Cooperation Agreement, approved by HUD and County Counsel. City Administrator indicated that the change in the new agreement, would in effect allow City to review any activities that may be proposed for fiscal year 1975. It was his recommendation that City Council approve the agreement and authorize Mayor to sign, City Attorney to attest and City Clerk to execute. Los Angeles County Road Department is planning reconstruc- tion of Vincent Avenue from Newburgh Street to San Ber- nardino Road. A very small portion of this construction will be done inside the City of Azusa. In order for County 'to proceed with this project, it is necessary that City Council approve the finding that there is no significant effect on environment. After reviewing Exemption Declaration on Environmental Impact from the Los Angeles County Road Department it is recommendation of Director of Public Works that City Council approve Exemption Declaration, and that City Clerk transmit the Minute Order to Los Angeles County Road Department. Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carried that the Exemption Declaration be approved. Request from Director of Public Works that Daniel Ryan be authorized to attend a short training course for Certification of Testers for Backflow Devices at the University of Southern California, from 7/28 to 8/1, 1975• It is the recommendation of Director of Public Works that Council approve attendance, with accountable expenses not to exceed $200. Request from Police Chief that Officer Joe Rivas be authorized to attend a Seminar on Burglary Prevention, to be held at California State University, Long Beach on 5/14-16, 1975. Mayor Decker was in attendance at this meeting and he gave a brief report of what took place. They are now scheduling routes that will go to a specific place or area. Perhaps the City of Azusa should join with others in urging a change in laws re- garding the incarceration and release of juveniles charged with felonies. Councilman Arkison offered the Resolution entitled: 'A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA URGING A CHANGE IN LAWS REGARDING THE INCARCERATION AND RELEASE OF JUVENILES CHARGED WITH FELONIES. Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried that further reading be waived. Moved by Councilman Arkison, seconded by Councilman Solem that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Rubio, Solem, Cruz, Arkison, Decker NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution 6292. City Clerk read in full a Resolution authorizing payment of warrants by the City.
