Mayor Decker called the meeting to order and led in salute to the flag. Invocation, was given by Reverend R. E. Royer of St. Francis of Rome Church Present at Roll Call: Councilmen: Rubio, Solem, Cruz, Arkison, Decker Also Present: City Attorney Wakefl-ld, City Adminis- trator Dangleis, Director of Public Works Wells, Superintendent of Light & Power Gerharz, Police Chief Elkins, Fire Chief Torrance, Director of Parks & Recreation Guarrera, Personnel Clerk Forsythe , Planning Director Fitzsimmons, Finance Officer Cooney, City Clerk Solis Call to Order Invocation Roll Call At the request of the Mayor, City Administrator introduced Introduction of the Department Heads who were present, for benefit of the Dept. Heads audience. Minutes of the 3/17/75 regular meeting were submitted for Appvl.Minutes Council approval. 3/17/75 mtg. Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried to approve minutes as submitted. Councilman Cruz presented a plaque to Al Plummer, Water Pres.plaque to Utility Man, upon his retirement from the City. Present zoning for subject property is Rlb, Rla & RA -20,000 (City) and RA -20,000 & RA -25,000 (County). The following land uses were considered by Planning Commission: agricul- tural use, open space and residential use. It would appear that the best and most desirable use of study area would be a lower density residential that would provide for agri- cultural uses. Such a designation would permit existing agricultural uses to continue, awhile assuring that any development that takes place within this area would be in conformance with City's goals and policies and General Plan. It is the recommendation of Planning Commission that City Council find that change of zone to RA -20,000, will have no adverse environmental effects, and that entire area be rezoned and prezoned to RA -20,000. Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried to close hearing. Moved by Councilman Rubio, seconded by Councilman Arkison and unanimously carried to have City Attorney prepare the necessary Ordinance to effect zone change. Mr. Sal Arrigo, 353 E. Canyon City Civitan Club has requested waiver of portion of Fireworks Ordinance which regulates requirements for length of time an organization has to be established, before it can obtain a permit to sell fireworks. Mrs. Barbara Ash , 424 W. 11th Street, Azusa, addressed Council. She stated they are a newly organized club, and they want to use the money received from sale of fireworks to get their youth program started. Moved by Councilman Cruz, seconded by Councilman Rubio and unanimously carried to grant request. A proposed Resolution was presented accepting Grant Deed for purchase of Texaco property, at corner of Alameda Avenue and Foothill Blvd. Councilman Solem offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A GRANT DEED AND DIRECTING THE RECORDATION THEREOF. Moved by Councilman Solem, seconded by Councilman Cruz and unanimously carried that further reading be waived. Moved by Councilman Solem, seconded by Councilman Cruz that the Resolution be adopted. The City Clerk presented a claim against the City by Mrs. Claim vs.City Isabel Rubio, 427 S. Orange Street, Azusa, for alleged for alleged injuries suffered in a fall, caused by uneven sidewalk, injuries at 435 South Orange Avenue, Azusa. Amount of claim was less than water damage $100. deductible. Julie Wilson, 146 N. Viceroy Avenue, Azusa, addressed Council. She was requesting use of gym at Memorial Park, for volleyball practice, for 2 hours a week for her group called the Aztecs. Mayor Decker suggested this matter be .referred to City Administrator, and Director of Parks & Recreation for action and report back to Council. Councilman Solem brought to Council's attention the Situation on situation that exists on the corner of Paramount and the corner of Jackson Avenues. When it rains rocks are washed from Paramount & Azusa. Western and cause a hazardous condition. He feels Jackson Aves. that Azusa Western should do something to alleviate this condition. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried that Director of Public Works contact Azusa Western to have them correct this condition. City Administrator indicated that the change in the new agreement, would in effect allow City to review any activities that may be proposed for fiscal year 1975. It was his recommendation that City Council approve the agreement and authorize Mayor to sign, City Attorney to attest and City Clerk to execute. Request from Police Chief that Officer Joe Rivas be Appvl.Off.Joe authorized to attend a Seminar on Burglary Prevention, Rivas to attend to be held at California State University, Long Beach Seminar on on 5/14-16, 1975. McMahon as Intermediate Utility Clerk, Range 112.0, Step 1, effective 3/26/75. Moved by Councilman Arkison, seconded by Councilman Rubio and unanimously carried to approve request. 'Director of Parks and Recreation requested permission to have members of the Police Department assist with a 4 -mile Marathon Run on Saturday, 5/10, 1975. Members of the Civitan Club will provide necessary man power for the event. It may be necessary to have police assist with traffic control, and perhaps they could also run the route with participants, in an effort to cement better relations with youth of the community. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to approve request with stipulation that police assist only with traffic control. Page 6 Confirmation of tealA.appt. Req.Police assistance with 4 -Mile Marathon Run Azusa Youth Program, and the Azusa Parks and Recreation AYP fund Department, extended a challenge to Council to participate raising soft - in a softball game (on donkeys) to be held 6/21/75. This ball game is the AYP annual fund raising drive to support youth. (on donkeys) baseball program. Moved by Councilman Solem, seconded by Mayor Decker to accept the challenge. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried to approve appointment. Councilman Rubio requeafted a report on RTD meeting that was held last week. Mayor Decker was in attendance at this meeting and he gave a brief report of what took place. They are now scheduling routes that will go to a specific place or area. They also have a presentation they will make showing the new routes, etc. After discussion, it was Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to invite the RTD representative to make a presentation to Council. City Administrator gave a report on Tri -City Fire Merger. The 3 cities are in full accord for the fire merger study. The next step is a costing out of finances. The prelimi- nary task force report was not accurate and was misleading. Councilman Cruz suggested a study with our Fire Depart- ment and the County Fire Department. Perhaps the City of Azusa should join with others in urging a change in laws re- garding the incarceration and release of juveniles charged with felonies. Councilman Arkison offered the Resolution entitled: 'A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA URGING A CHANGE IN LAWS REGARDING THE INCARCERATION AND RELEASE OF JUVENILES CHARGED WITH FELONIES. Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried that further reading be waived. City Clerk read in full a Resolution authorizing payment of warrants by the City. Councilman Solem offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. ' Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried by roll call that the Resolution be adopted.
