ROOM TUESDAY, APRIL 29, 1975 The City Council of the City of Azusa met in adjourned regular session at the above time and place. Mayor Decker called the meeting to order. Present at Roll Call: Councilmen: Rubio, Solem, Cruz, Arkison, Decker Notice was presented of the annual Band Review to be held at National City, 5/3-41 1975. 1 Moved by Councilman Rubio, seconded by Councilman Cruz and unanimously carried by roll call to authorize atten- dance by Council Members. It was noted that Mayors' and City Councils' Legislative Conference to be held in Sacramento on May 19-21, 1975 is in conflict with regular Council Meeting on 5/19/75. Action will be taken on this at regular Council Meeting scheduled for 5/5/75. Chaffey College has requested cooperation from City of Azusa to help with their "Agricultural Bicentennial Kick - Off", to be held 5/18/75. The covered wagon caravan will be held Sunday, May 11th. The caravans final destination will be Chaffey College, 5885 Haven Avenue, Alta Loma, California. Boy Scout Troop 415 of Azusa requested Council approval to Req.from paint house numbers on curbs. Monies received from this Boy Scout project will help buy camping equipment for troop. ' Mayor Decker welcomed the members of Soccer team from Zacatecas. Paul Mendoza, Member of the Planning Commis- Introd.of Zacatecas si.on, translated the Mayor's greeting to Spanish and Soccer Team further expressed his gratitude to the members of the Sister City Committee who had opened their homes to the Soccer team. Rick Sorenson, West Covina, addressed Council and gave Req. re: his reasons for wanting a bicycle lane for Highway 399 Bicycle and requested City's support. He has been soliciting Lane for help from State level also. Planning Director Fitzsimmons Hwy. 39 advised him that the City has also been working on a City Bikeways System, however, it has not been formalized as yet. Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried to refer his suggestions to Plan- ning Director to be included in the City's Bikeway System. Mary Lou Echternach and Bill Schekert, Rapid Transit Rpt.from District representatives, addressed Council re: RTD tenta- RTD rep.re: tive plans for bus routes which will encompass 420 sq. proposed miles throughout the San Gabriel Valley. transit lines in San Gab. They asked for input from the City concerning any modifi- Valley ' cations or additions to their tentative bus lines. No action taken by Council. (Mineral Extraction) City Attorney asked if anyone in the audience wished to be heard. ' Ray Jareeki representing Transit Mixed Concrete Co., and Co. addressed Jack Smith representing Owl Rock Products Council expressing their concern over the increased taxa- tion which would be provided by this Ordinance. However, at the suggestion of Mayor, City Attorney and City Admin- istrator they held further remarks in abeyance, pending 2nd reading of Ordinance. Moved by Councilman Solem, seconded by Councilman Cruz and unanimously carried by roll call that further reading be waived. AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, MAY 5, 1975 Page 4 City Attorney Wakefield presented for Council acceptance the amount of $1,600. in full settlement of City's claim for damage to Police car. City Attorney stated that since personal injury settlements were so large, the amount left over for property damage was extremely limited. It was his recommendation that the City settle for $1600., instead of $3,800., as originally claimed. Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried to approve the recommendation. ' City Administrator Dangleis,submitted request from Local Req.from 2415, IAFF, AFL-CIO for recognition as the representative Local 2415, of firs safety employees as follows: Fire Captains, Engineers;AFF, AFL - and Firemen. Cio'for recognition It was the recommendation of City Administrator that union send a notice to Council with signatures of all persons who want union to represent them. Council will make determina- tion if a, majority is represented. Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carried to approve recommendation of City Administrator. Director of Public Works submitted for Council approval plans and specifications for construction of bus stop shelter to be located at intersection of Alameda Avenue and Foothill Blvd. It is his recommendation that City Council approve plans and specifications for bus stop shelter, allocate $13000. for .roofing contract and materials, and authorize Director of Public Works to proceed with construction. Los Angeles County Road Department is planning reconstruc- tion and improvement of Arrow Highway between Vincent Avenue and Armel Drive (Project C.C. 2939)• In order for County to proceed with project, it is necessary that City Council approve finding that there is no significant effect on the environment. After reviewing Exemption Declaration on Environmental Impact from. Los Angeles County Road Department it is recommendation of Director of Public Works that Council approve Exemption Declaration, and that City Clerk trans- mit the Minute Order to Los Angeles County Road Department. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to approve recommendation of Director of Public Works. Project #500, street improvements in Loren Avenue, Foot- hill Blvd. & Todd Avenue, was presented for Council approval and acceptance. Approve plans & specs for bus stop shelter Req.Cncl. appvl. Exemption Declaration ' It is recommendation of City Engineer for that Council accept $3,408.20, authorize Accpt.of Proj.#500 Project #5003 approve change order payment to Norlund Construction, Inc. for 90% of contract Street and authorize Mayor to execute Notice of Completion and Improvements direct City Clerk to record same. Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carried to approve recommendation of City Engineer. AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, MAY 5, 1975 Purchasing Department requested Council approval to declare various items as surplus and to accept informal bids on same. Moved by Councilman Arkison, seconded by Councilman Rubio and unanimously carried to approve request of Purchasing Department. Office of Emergency Services has requested that, in the 'event of disaster, the City appoint 2 individuals, one to handle the private sector, and one to handle public sector, this is necessary to meet requirements for assistance under Public law 93-288, Federal Disaster Relief Act, City Administrator recommended that he be made responsible for private sector, axed that Director of Public Works be responsible for public sector. Request Council approval for Fire Chief to attend 7th Annual Fire Administration Institute in Sacramento, 5/20-23, 1975. (Budgeted funds available). Hodge, be dismissed Po1.Dept.emp. as an employee of the Police Department of the City of eff. 4/7/75 Azusa. Such dismissal to be effective as of 4/7/75.
