Mayor Decker called the meeting to order. The flag Call to Order salute was led by members of the Active Citizens Group of Cadette Troop 662. Invocation was given by Reverend Gaylen Larsen of Four- Invocation square Gospel Church. Minutes of 4/21/75 regular meeting were submitted for Appvl.Min. Council approval. 4/21/75 mtg. as corrected Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried to approve minutes as corrected, by adding Director of Public Works to list of "Change in Job Descriptions in Water Division". ' Mayor Decker welcomed the members of Soccer team from Introd.of Zacatecas. Paul Mendoza, Member of the Planning Commis- Zacatecas cion, translated the Mayor's greeting to Spanish and Soccer Team further expressed his gratitude to the members of the Sister City Committee who had opened their homes to the Soccer team. Rick Sorenson, West Covina, addressed Council and gave Req. re: his reasons for wanting a bicycle lane for Highway 39, Bicycle and requested City's support. He has been soliciting Lane for help from State level also. Planning Director Fitzsimmons Hwy. 39 advised him that the City has also been working on a City Bikeways System, however, it has not been formalized as yet. Moved by Co wncilman Arkison, seconded by Councilman Solem and unanimously carried to refer his suggestions to Plan- ning Director to be included in the City's Bikeway System. Mary Lou Echternach and Bill Schekert, Rapid Transit Rpt.from District representatives, addressed Council re: RTD tenta- RTD rep.re: tive plans for bus routes which will encompass 420 sq. proposed miles throughout the San Gabriel Valley. transit lines in San Gab. They asked for input from the City concerning any modifi- Valley ' cations or additions to their tentative bus lines. No action taken by Council. Boy Scout Troop 415 of Azusa requested Council approval to Req.from paint house numbers on curbs. Monies received from this Boy Scout project will help buy camping equipment for troop. Ray Jarecki representing Transit Mixed Concrete Co., and Jack Smith representing Owl Rock Products Co. addressed Co:ancil expressing their concern over the increased taxa- tion which would be provided by this Ordinance. However, at the suggestion. of Mayor, City Attorney and City Admin- istrator they held further remarks in abeyance, pending 2nd reading of Ordinance. AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, MAY 5, 1975 Page 4 City Attorney Wakefield presented for Council acceptance the amount of $1,600. in full settlement of City's claim for damage to Police car. City Attorney stated that since personal injury settlements were so large, the amount left over for property damage was extremely limited. It was his recommendation that the City settle for $1500., instead of $3,800., as originally claimed. Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried to approve the recommendation. Director of Public Works submitted for Council approval plans and specifications for construction of bus stop shelter to be located at intersection of Alameda Avenue and Foothill Blvd. It is his recommendation that City Council approve plans and specifications for bus stop shelter, allocate $1,000. for roofing contract and materials, and authorize Director of Public Works to proceed with construction. Los Angeles County Road Department is planning reconstruc- tion and improvement of Arrow Highway between Vincent Avenue and Armel Drive (Project C.C. 2939). In order for County to proceed with project, it is necessary that City Council approve finding that there is no significant effect on the environment. After .reviewing Exemption Declaration on Environmental Impact from Los Angeles County Road Department it is recommendation. of Director of Public Works that Council approve Exemption Declaration, and that City Clerk trans- mit the Minute Order to Los Angeles County Road Department. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to approve recommendation of Director of Public Works. Project #500, street improvements in Loren Avenue, Foot- hill Blvd. & Todd Avenue, was presented for Council approval and acceptance. Mr. Leo status of Nasser, owner of subject building has obtained a structural bldg. @708 N. engineer, Mr. Chan, from Glendora, to do a rehabilitation Azusa Ave. design for the building. Councilman Arkison asked Director of Public Works to obtain a confirmation from the structural engineer, con- cerning status of building, and report back to Council at next meeting. No action taken by Council. ' Police Department has been extended an invitation to have its SARGE team participate in crowd control and barricaded suspect training sessions at Camp Pendleton. There is no cost to City for this training. Lodging, meals, and materials will be provided by the Marine Corps. Training sessions to be held 5/28-29, 1975. Following will attend: Lt. Molloy, Sgt. Training Session @ Camp Pendleton 5/2d-29� 1975 for 9 Police Officers Personnel Board submitted its findings concerning hearing Larry Hodge conducted on May 5, 1975, by that body. It was recommended dismissed as and ordered that the accused, Larry R. Hodge, be dismissed Pol.Dept.emp. as an employee of the Police Department of the City of eff. 4/7/75 Azusa. City Administrator informed Council that new City Hall is completed. Staff will be in new quarters 5/12/75..
