The City Council of the City of Azusa met in regular session at the above time and place. Mayor Decker called the meeting to order and led in the Call to Order salute to the flag. Invocation was given by Reverend B. J. Paroulek of the Invocation First Presbyterian Church. Present at Roll Call: Councilmen: Rubio, Solem, Cruz, Roll Call Arkison, Decker Also Present: City Attorney Wakefield, City Administrator Dangleis, Director of Public Works Wells, Superintendent of Light & Power Gerharz, Police Chief Elkins, Fire Chief Torrance, Planning Director Fitzsimmons, Director of Parks & Recreation Guarrera, Finance Officer Cooney, City Clerk Solise Personnel Clk. Forsythe At the request of the Mayor, City Administrator introduced Intro, of Department Heads who were present for benefit of the Dept. Heads audience. The Mayor declared a short recess. At this time, Mr. Intro.,of• Leo Nasser., Chairman of Chamber of Commerce Committee for Miss -Azusa and Miss Azusa Pageant, introduced Miss Azusa and her court, Court Miss Joyce Wilcox, Miss Lorrie Fosberg, Chaperone to Santa t. Cruz, Mrs. Sharon Lewis, and Mr. and Mrs. Harmon, parents" of Miss Azusa, to all Council members and audience. Pictures were taken of the Mayor and Councilmen and Miss Azusa and her court. Minutes of regular meeting of 6/2/75, adjourned meetings of 6/3/75, 6/9/75 and 6/10/75 were submitted for Council approval. City Clerk noted that adjourned meeting of 6/9/75 Budget Account #7000 should be Light instead of Water, and Budget Account #7500 should be Light & Power instead of Light & Water. Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried to approve minutes as corrected. Proposed Resolution transferring $150,000 from Revenue Sharing Fund to General Fund, which had been tabled from 6/2/75 meeting, was again brought before Council. Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried to raise from table. City Administrator noted this matter is tied directly to budget; but will submit information to Council members to look over before next budget session. AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, JUNE 16, 1975 Page 2 Planning Director Fitzsimmons addressed Council and gave a brief history of subject property. Planning Commission, after several public hearings determined that proper use for subject property would be residential with the zone change of Rla for all property. Rufus L. Turner, Architect, for developers of subject property, addressed Council requesting a zone change to R-3 condi- tional. Mr. Turner explained to Council the type of develop- ment that was being planned for this property. It is basically 'a Townhouse development with 58 dwelling units, which will sell for approximately $55,000. per unit. They plan to restore the lake, have two tennis courts, swimming pool, and generally create a park like setting. He presented drawings and slides showing the general area that is proposed to be developed in relation to surrounding territory. He also presented a site plan. The following people addressed Council in opposition to requested zone change of R-3 conditional. Most of the objections were to the density which would be created from this type of development. Moved by Councilman Rubio, seconded by Councilman Cruz and carried by roll call to approve recommendation of Planning Commission, property presently zoned C-2 be rezoned To Rla and property zoned Rla to remain Rla. Motion carried by the following vote of Council: AYES: Councilmen: Rubio, Cruz, Decker NOES: Councilmen: Solem, Arkison ABSENT: Councilmen: None The hour of 7:30 p.m. being the time set for public hearing on proposed zone change from C-3 to Ria on property located at SW corner of Alosta and Calera Avenues, Case Z-188 Godwin Bevers & Kathryn Soelberg, the Mayor declared the hearing open. City Clerk presented affidavit of proof of publication of Notice of this hearing on 6/5/75 and affidavit of proof of posting on 6/6/75. Planning Commission recommended to City Council that granting of R3a zone on front portion of property in question will have no detrimental environmental effects. It also recommended that requested change of zone from 'C-3 and R3a to R3b be denied. It further recommended that northerly portion of subject property, except for the 160 ft. immediately adjacent to dedicated street along the west, be rezoned from C-3 to R3a. Upon completion of this action by Planning Commission it was made clear to applicant that dedicated street remain and be fully improved; and Plannirg Commission is to review and approve all Precise Plans for all development on subject property. Bob Farrell, representing Godwin Bevers and Kathryn Soelberg, addressed Council, requesting that hearing be continued. George Typaldos, 10051 Petit Avenue, Sepulveda, CA Appeal re: addressed Council and appealed the amount and procedure for Bus.-Lic. license tax re: coin operated television sets located Tax in Sparks Drive -In, 357 E. Foothill Blvd. It was the consensus of Council that existing Ordinance 'was adequate and fair and there was no need to amend it. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to receive and file, and City Clerk to inform Mr. Typaldos of Council's reasons for denying appeal. Frank Noriega, 1358 N. Alameda Ave., addressed Council on Appv11, for behalf of Helping Hand of Azusa. They are requesting Boxing permission to sponsor a boxing exhibition to be held exhibition 6/28/75, at Cruiser Club House on 3rd Street, between 3:30 PM.and 5:30 PM. Mr. Noriega advised Council that the organiz&tion will provid�'Meequate security. Police Chief addressed Council and stated that Police Department could close the block between Dalton and Soldano Avenues, on 3rd Street, as they expect many spectators and participants from clubs in other cities. Moved by Councilman Cruz, seconded by Councilman Solem and unanimously carried that request be granted for Boxing Exhibition to be held Saturday, June 28, 1975. City Clerk presented claim against City by Olpiano Taguiped, Claim vs. 543 N. Louise Avenue, Azusa, for alleged damage to vehicle City by traffic collision with police unit on 5/26/75. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to deny and refer to City's insurance carrier. There is a community of interest among the Union, etc. classes of fireman and engineer in the City Fire Department. AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, JUNE 163 1975 Page 8 b. The employees in the classes of fireman and engineer in the City Fire Department have common skills, interests, and working conditions and are entitled to the fullest freedom in the exercise of the employee rights set forth in the Meyers-Milias-Brown Act. c. The inclusion of the classes of fireman and engineer in a single representation unit will make it possible for those employees to be represented ' by a single employee organization and will contribute to sound employer-employee relations. On the basis of the foregoing findings, I move that the City Council determine that a single representation unit be established consisting of the employees employed in the classes of fireman and engineer in the Fire Department. Mr. Mayor, I also move that the Covina -Azusa Firefighters Union, Local 2415, IAFF, AFL-CIO be recognized as the majority representative of the employees included in the representation unit consisting of the classes of fireman and engineer in the Fire Department for the calendar year 1975.
