Planning Commission, after several public hearings determined that proper use for subject property would be residential with the zone change of Rla for all property. Rufus L. Turner, Architect, for developers of subject property, addressed Council requesting a zone change to R-3 condi- tional. Mr. Turner explained to Council the type of develop- ment that was being planned for this property. It is basically 'a Townhouse development with 58 dwelling units, which will sell for approximately $55,000. per unit. They plan to restore the lake, have two tennis courts, swimming pool, and generally create a park like setting. He presented drawings and slides showing the general area that is proposed to be developed in relation to surrounding territory. He also presented a site plan. The following people addressed Council in opposition to requested zone change of R-3 conditional. Most of the objections were to the density which would be created from this type of development. Z-188 Godwin Bevers & Kathryn Soelberg, the Mayor declared Alosta & the hearing open. Calera Aves.) City Clerk presented affidavit of proof of publication of Notice of this hearing on 6/5/75 and affidavit of proof of posting on 6/6/75. Planning Commission recommended to City Council that granting of Ria zone on front portion of property in question will have no detrimental environmental effects. It also recommended that requested change of zone from 'C-3 and Ria to Rab be denied. It further recommended that northerly portion of subject property, except for the 160 ft. immediately adjacent to dedicated street along the west, be rezoned from C-3 to R3a. Upon completion of this action by Planning Commission it was made clear to applicant that dedicated street remain and be fully improved; and Planning Commission is to review and approve all Precise Plans for all development on subject property. Bob Farrell, representing Godwin Bevers and Kathryn Soelberg, addressed Council, requesting that hearing be continued. He could not consult with clients as Mr. Soelberg was out of the country until the middle of July. George Typaldos, 10051 Petit Avenue, Sepulveda, CA Appeal re: addressed Council and appealed the amount and procedure for Bus. Lic. license tax re: coin operated television sets located Tax in Sparks Drive -In, 357 E. Foothill Blvd. It was the consensus of Council that existing Ordinance was adequate and fair and there was no need to amend it. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to receive and file, and City Clerk to inform Mr. Typaldos of Council's reasons for denying appeal. Frank Noriega, 1358 N. Alameda Ave., addressed Council on behalf of Helping Hand of Azusa. They are requesting permission to sponsor a boxing exhibition to be held 6/28/75, at Cruiser Club House on 3rd Street, between 3:30 PM and 5:30 PM. Mr. Noriega advised Council that the organization will provid"aequate security. Police Chief addressed Council and stated that Police Department could close the block between Dalton and Soldano Avenues, on 3rd Street, as they expect many spectators and participants from clubs in other cities. Moved by Councilman Cruz, seconded by Councilman Solem and unanimously carried that request be granted for Boxing Exhibition to be held Saturday, June 28, 1975. Appv1l. for Boxing exhibition City Clerk presented claim against City by Olpiano Tagu_ped, Claim vs. 543 N. Louise Avenue, Azusa, for alleged damage to vehicle City by traffic collision with police unit on 5/26/75. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to deny and refer to City's insurance carrier. City Clerk presented for execution Agreement between City Agmt. btwn. of Azusa and owner of Azusa Greens Golf Course, for City & Az. maintenance of landscaping. Planning Director.FitAimmons addressed Council re: County County Bike - Bikeway Report and its application to City's bikeway, way report Planning Department has been working with other cities throughout East San Gabriel Valley to develop a bikeway corridor. As a result, certain changes have already been made to the report and man presented. Planning Department and Parks & Recreation ham approved the Regional Bikeway System concept, and presented it to Council for its approval. The employees in the classes of fireman and engineer in the City Fire Department have common skills, interests, and working conditions and are entitled to the fullest freedom in the exercise of the employee rights set forth in the Meyers-Milias-Brown Act. c. The inclusion of the classes of fireman and engineer in a single representation unit will make it possible for those employees to be represented ' by a single employee organization and will contribute to sound employer-employee relations. On the basis of the foregoing findings, I move that the City Council determine that a single representation unit be established consisting of the employees employed in the classes of fireman and engineer in the Fire Department. Mr. Mayor, I also move that the Covina -Azusa Firefighters Union, Local 2415, IAFF, AFL -C-70 be recognized as the majority representative of the employees included in the representation unit consisting of the classes of fireman and engineer in the Fire Department for the calendar year 1975.
