The City Council of the City of Azusa met in adjourned
regular session at the above time and place.
Mayor Decker called the meeting to order. Call to order
Moved by Councilman Cruz, seconded by Councilman Solem
' and carried by roll call to approve the appointment of
Intermediate Utility Clerk on a limited term appointment,
Step #1, Range 113.0, to be funded from budgeted overtime
monies. Motion carried by the following vote of Council:
AYES: Councilmen: Solem, Cruz, Decker
NOES: Councilmen: Rubio, Arkison
ABSENT: Councilmen: None
City Administrator presented Medical Examinations Survey Medical exam -
proposal for pre-employment, and industrial injury treatment ination survey
for applicants and city employees. The following hospitals
were included in this survey: Foothill Presbyterian,
Glendora Community, Intercommunity.
Moved by Councilman Rubio, seconded by Councilman Arkison
and carried by roll call to approve Glendora Community
Hospital as the agency providing medical examinations, and
industrial treatment, as set forth in the proposal.
Councilman Solem abstained.
Finance Officer recommended that contract for the mainte-
nance of office machines be awarded to Business Machines,
our current vendor and low bidder-.

and unanimously carried to approve recommendation.

custodian from Building Department to Parks & Recreation.
The majority of his time is spent at the Recreation Center.
In order to better utilize his time, this recommendation
is presented for Council consideration.

Finance Officer presented the 1974-75 Agreement for lease Agmt, for
of water rights (150 acre feet), from San Gabriel Country lease of water

Moved by Councilman Rubio, seconded by Councilman Solem
and unanimously carried to authorize lease of 150 acre
feet from San Gabriel Country Club, at $37. per acre foot,
and authorize Mayor to sign Agreement.
City Administrator presented the following Budget Accounts
with pending matters for review by Council:

#5600 Street Construction (County Aid to Cities)
#7500 Light & Power Administration
City Administrator presented Budget Account #5100 (Bi -
Centennial Committee City Promotion), with its request
of $3,500 for initiating activities.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to amend Budget Account #5100 (City
Promotion) by adding $3,500, and approve as amended.

City Administrator presented Budget Account #5131 (Insu- Insurance
rance) for review by Council. It was directed that the City (_cR7_#5'i31
Administrator write a letter to the League of California
Cities expressing concern over the current insurance
coverage problem.
Moved by Councilman Arkison, seconded by Councilman Solem
and unanimously carried to add $18,000 to Budget Account
#5131 (Insurance), and approve as amended.
City Administrator presented Budget Account #5600 (Street
Construction County Aid to Cities) for review by Council.
Moved by Councilman Solem, seconded by Councilman Arkison
and unanimously carried to approve as submitted.
City Administrator presented Budget Account #7500 (Light
& Power.) which had been held in abeyance pending overtime
allocation request, for Council consideration.
Moved by Councilman Rubio, seconded by Councilman Solem
and carried. by roll call to approve Budget Account #7500
as previously revised, at meeting of 6/9/75. Councilman
Arkison dissenting.
NEW ITEMS:
1. Alcoholic Council of San Gabriel and Pomona Valleys
reauested financial support in the amount of $5,200.
Moved by Councilman Cruz, seconded by Councilman
Solem and unanimously carried to deny request.
2. Request for Police Clerk salary adjustment.
Moved by Councilman Arkison, seconded by Councilman
Cruz and unanimously carried to deny request.
3. Reclassification of Police Records Bureau Supervisor.

4. Request for increase of mileage allowances. Those
receiving 90 per month to receive 105. Those
receiving 50 per month to receive �60. Those
employees who use their cars on City business, infrequently,
will be reimbursed .15¢ for 1st 150 miles, and .10¢ for
the next 350 miles and .08¢ for all miles over 500.

5. Request by Committee on Aging for financial support
by City. No action taken by Council.
6. Employee incentive awards.
Moved by Councilman Solem, seconded by Councilman
Cruz and unanimously carried no formal system be
instituted, each case should be handled on its own
merits subject to approval by Council.
NEW SOURCES OF REVENUE:
1. Increase Water Rates.
Moved by Councilman Solem, seconded by Councilman
Arkison and carried by roll call to table this matter
to 1st meeting in July. Councilman Rubio dissenting.
2. Mineral Depletion Ordinance was again presented to
Council.
Moved by Councilman Cruz, seconded by Councilman
Solem to re -introduce original Ordinance. Motion
failed by the following vote of Council:
AYES: Councilmen: Solem, Cruz
NOES: Councilmen: Rubio, Arkison, Decker
ABSENT: Councilmen: None
Finance Director will re -introduce Ordinance again in
October when he has more statistical data available.
3. Sewer Maintenance charges.
' Moved by Councilman Arkison, seconded by Councilman
Rubio and unanimously carried to table this item.
4. Property Tax increase.
No action taken by Council.

Moved by Councilman Solem to amend the rate schedule
and have City Attorney prepare necessary documents in
accordance with Exhibit E chart, effective October 1,
1975. Motion died for lack of a second.

An Ordinance was presented for introductory first reading
amending the Azusa Municipal Code relating to the com-
pensation of City Clerk.
Councilman Cruz offered for introductory first reading
an Ordinance entitled:

AMENDING THE AZUSA MUNICIPAL CODE RELATING TO COMPENSATION
OF THE CITY CLERK.
Moved by Councilman Cruz, seconded by Councilman Solem
and unanimously carried by roll call that further reading
be waived.
An Ordinance was presented for introductory first reading
amending the Azusa Municipal Code relating to the com-
pensation of City Treasurer.
Councilman Solem offered for introductory first reading
an Ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING THE AZUSA MUNICIPAL CODE RELATING TO COMPENSATION
OF THE CITY TREASURER.
Moved by Councilman Solem, seconded by Councilman Arkison
and unanimously carried that further reading be waived.

and carried to increase City Administrator's salary to
$28,800. Councilman Rubio dissenting.
