The City Council of the City ,of Azusa met in regular session at the above time and place. Mayor Pro Tem Rubio called the meeting to order and led in Call to Order salute to the flag. Invocation was given by Father Royer of St. Frances of Invocation Rome Church. Moved by Councilman Cruz, seconded by Councilman Rubio and Mayor Decker unanimously carried that Mayor Decker be excused from meeting.excused from mtg. Present at Roll Call: Councilmen: Rubio, Solem, Cruz, Roll Call Arkison Absent: Mayor Decker Also Present: City Attorney Wakefield, Acting City Administrator Cooney, Superintendent of Light & Power Gerharz, Director of Public Works Wells, Police Captain Lara, Battalion Chief Redfern, Planning Assistant Shaw, Personnel Clerk Forsythe, Deputy City Clerk Bath. Minutes of 8/4/75 regular meeting were submitted for Council approval. Moved by Councilman Solem, seconded by Councilman Cruz and unanimously carried to approve minutes of 8/4/75 meeting. At the request of Mayor Pro Tem Rubio, Council reconvened as CRA for progress report. Moved by Councilman Arkison, seconded by Councilman Cruz that Council recess into a CRA meeting. ' Council recessed as CRA at 7:40 p.m. Appvl.Min. 8/4/75 mtg. Mr. Louis Zimrm rli, 935 W. 1st Street, Chairman of Redevelop- ment Advisory Committee, addressed Council. He gave a chrono- logical report of CRA meetings to this date. At the July 21st meeting Council authorized appointment of Mr. Eugene Jacobs, as special counsel for Redevelopment Agency. Mr. Zimmerli offered, with Council approval, to contact Mr. Jacobs, and schedule a meeting with CRA Advisory Committee. After discussion, it was Moved by Councilman Solem, seconded by Councilman Cruz and unanimously carried to authorize Mr. Zimmerli to contact Mr. Jacobs and schedule a meeting with CRA Advisory Committee. Councilman Cruz suggested that Mr. Jack Loether, Publisher of the Azusa Herald, be added as a member of the CRA Advisory Committee. Moved by Councilman Cruz, seconded by Councilman F.rkison and unanimously carried to reconvene as Council. 'Community Redevelopment Agency reconvened as Council at 7:55 p.m. Item which had been tabled from 8/4/75 meeting, proposed Settlement Agreement for interim water services between Baldwin Park County Water District, Progressive Transpor- tation Company and City of Azusa, was again presented to Council. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to lift from table. Council recessed as CRA for Progress Rpt. CRA reconvened as Cncl. Agreement for Interim Water Services AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, AUGUST 18, 1975 City Attorney Wakefield addressed Council and clarified some portions of his letter, which had been questioned by Council, concerning proposed Settlement Agreement. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried that City enter into Settlement Agreement for interim water services between Baldwin Park County Water District, Progressive Transportation Company and City of Azusa, authorize the Mayor to execute and City Clerk to attest said Agreement. Page 2 Mrs. Lillian McNamara, 621 N. Cerritos, Apt. #202, Azusa, Remarks by addressed Council complaining of actions by Police Officers, Mrs. Lillian against her son. Council advised her that Chief Elkins McNamara was on vacation and that her allegations would be reported on, at the meeting of 9/2/75• A request was submitted from residents of 1100 block of Req.for block Soldano Drive, to hold a block party with permission to party, from block off the 1100 block of Soldano Drive from 4:30 to residents of 12:00 p.m., on Saturday, August 23, 1975. 1100 block of Soldano Dr. Council expressed concern that request was not signed by all residents of the block, this could cause problems. (Request denied) Moved by Councilman Arkison, seconded by Councilman Rubio and unanimously carried to deny request, and inform them of reason for denying. Notice was received from Alcoholic Beverage Control of ABC Notice (Dropping Partners) on license, Antonia A. Rubio, and 345 N.zusa Fernando A. Rubio, leaving Gloria A. Rubio, and Robert J. Ave.(Central Rubio, for premises located at 345 N. Azusa Ave. (Central. Market). Market). Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried to receive and file. Request from Police Chief that due to the death of Sgt.Req.to amend Hammond, the complement of Police Sergeant has been Pol.Dep't. reduced by one position, and departmental complement be complement amended to delete one Police Sergeant and add one Police Officer position. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried that request of Police Chief be approved. Councilman Arkison stated for the record, remarks, concern- Remarks by ing the tragic death of Sgt. James Hammond. Peridocally we Counc. have from the public of the City of Azusa some truthful Arkison allegations made against members of our Police Department, AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, AUGUST 18, 1975 Page 4 and many untruthful allegations made against members of purchase of the Police Department by the public. We have here an 4 page ad in souvenir example of a loss to the Police Department, to the City of the Invitational and to the public, of a fine Police Officer and a fine for full page man. I was very impressed when I attended the funeral People 6f Sgt. Hammond, such a tremendous turnout of people in the amount from the City of Azusa, and other Police Departments, as of $165. With the additional a tribute. It came at a proper time, and a good time for amount of $35. the current agitation we have and current adverse publicity program which is being manufactured to a great degree against the purchase a full page of Azusa and its Police Department. At August 4th meeting Council authorized the purchase of Appvl.of $35. 4 page ad in souvenir program of the Invitational Golf for full page Tournament, for Little People International, in the amount ad re:souvenir of $165. With the additional amount of $35. the City, program as a courtesy, can now purchase a full page ad. Moved by Councilman Cruz, seconded by Councilman Solem 'and unanimously carried by roll call to amend previous motion, and authorize additional $35. to purchase a full page ad in souvenir program of Invitational Golf Tournament. Request from Director of Public Works that City Council Req.certain declare spray booth, with exhaust fan and controls, as property be surplus property, and direct Finance Officer to secure declared informal bids for sale of booth. :surplus Moved by Councilman Cruz, seconded by Councilman Arkison and unanimously carried to approve request of Director of Public Works. Councilman Solem offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING 'THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Solem, seconded by Councilman Cruz and unanimously carried by roll call that the Resolution be adopted.
