The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Decker called the meeting to order and led in the
salute to the flag.
Invocation was given by Mr. Frank Herber of Church of
Jesus Christ of Latter Day Saints.

At the request of the Mayor, City Administrator intro-
duced Department Heads who were present for benefit of
the audience.
Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried to excuse Councilman Arkison .
from this meeting.
Minutes of 8/18/75 regular meeting were submitted for
Council approval.
Moved by Councilman Solem, seconded by Councilman Rubio
'and unanimously carried to approve Minutes as corrected.
Mr. Inez Villanueva, 1102 N. Alameda Avenue, Azusa,
former Chairman of Azusa Sister City Committee addressed
Council. He presented a plaque to Mayor Decker which
had been awarded to Azusa Sister City Committee, for its
contributions to youth programs.
Mr. Robert Farrell, Mayer Construction Company advised
Council he is withdrawing his request to initiate pro-
ceedings for zone change on property located at SW corner
of Alosta & Calera Avenues, until all Council Members
would be present.
Mrs. Lillian McNamara, 621 N. Cerritos, Apt. #202, Azusa,
addressed Council. Mayor Decker advised her that Chief
Elkins had submitted a full report to Council, concern-
ing her allegations, and that Council is satisfied with
the conduct of the Police Department.
City Clerk presented four (4) claims against the City
as follows: Carroll Pyle, 11336 Cedar Circle, E1 Monte,
for alleged collision due to defective traffic signals
at corner of Foothill Blvd. and San Gabriel Avenue, on
5/7/75 - Carmen Morales, 120 W. Third St., Azusa, for
'alleged false arrest on 5/10/75, by Azusa Police Depart-
ment - Catalina S. Barbarin, 1366 Massachussets, San
Bernardino, Ca., for alleged false arrest on 7/20/75 by
Azusa Police Department - Agustina T. Solis, Maria
Guadalupe Solis, Jose De Jesus Solis, Guillermo Solis,
4655 Stewart, Baldwin .Park, Ca., for alleged negligent
supervision and treatment of decedent, Melecio T. Solis,
while in custody of Azusa Police Department.
Moved by Councilman Rubio, seconded by Councilman Solem
and unanimously carried to deny all claims and refer to
City's insurance carrier.

Notice was received from Alcoholic Beverage Control of prem-
ise to premise transfer from 190 W. Sierra Madre Ave., to
172-178 W. Sierra Madre Ave., Guerdon George & Maureen M.
Walker (The Mick°s).
Notice was also received from Alcoholic Beverage Control for
transfer of license from Off Sale General to Off Sale Beer
& Wine, premises located at 761 Lark Ellen Ave.(Stop N Go
Markets).

and unanimously carried to receive and file both notices.
'Request from Foothill Center Merchants Association to hold
a carnival from 9/18-21, 1975. The Association will receive
15% of gross receipts from carnival rides; these monies will
help defray expenses on a community wide Bicentennial cele-
bration, in cooperation with City Bicentennial Committee.
They also requested waiver of related fees.

and unanimously carried to table to next Council meeting,
and refer to Mrs. Pauline Asmus, City's Bicentennial Chair-
person.

Planning Department submitted information from County
Regional Planning Department stating Monrovia Nursery
has applied for a Conditional Use Permit to establish
a land reclamation project within their existing
nursery plant. A County public hearing will be held
on 9/11/75.
The purpose of the land reclamation project would be
for disposal of pruning material, grass cuttings, dead
plants, and other wastes produced from the nursery
operation. Council was concerned that the area being
close to residential property may create flies and odors.
Director of Public Works provided Council with existing
sanitary requirements for landfill operations.

direct Planning Director to attend hearing on 9/11/75
to express opposition, and request continuance of hear-
ing until more information is provided.
An Ordinance was presented for second reading and adop-
tion amending Azusa Municipal Code relating to parking
of trucks in a C-3 zone. Parking of trucks may be
permitted after a public hearing in each case under a
Conditional Use Permit obtained in accordance with
procedure stated in Chapter 19.60. of Municipal Code.
Councilman Rubio offered for second reading and adoption
an Ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING THE AZUSA MUNICIPAL CODE RELATING TO THE PARKING
OF TRUCKS IN C-3 ZONE.

Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried to instruct Director of Public
Works to install stop sign at Pasadena and Russell, and
have City Attorney prepare necessary Resolution.
Councilman Rubio stated he had gone to meeting of Senior
Citizens Committee on Aging. They are trying to set up
a transportation pool and desperately need funds. He
suggested the City give them a budget of $100. to help
defray some of their expenses.
Moved by Councilman Rubio, seconded by Councilman Solem
and unanimously carried by roll call to budget $100. for
Senior Citizens Committee on Aging.

and unanimously carried that Council convene as Redevelop-
ment Agency.

Councilman Rubio reported on the following meetings he
attended: SCAG meeting in Monterey Park, National Assoc=
iation of Housing and Redevelopment in Long Beach and
La Puente, San Gabriel Cities study on forming own County.
City Clerk read in full a Resolution authorizing payment
of warrants by the City.
Councilman Solem offered the Resolution entitled:

ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.

examined Police Chief°s report on the McNamara situation,
and sees no reason to pursue the matter further.

Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried to direct the City Attorney to
reply to the Personnel Board's letter, reminding the
Board of its duties and responsibilities, which do not
include advising the City Council of its function.
Further that personal convictions of individual members
should not be reflected through the board as a whole.
