The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Decker called the meeting to order and led in the Call to Order
salute to the flag.
Invocation was given by Rev. B. J. Paroulek of First Presby- Invocation
terian Church.

At the request of the Mayor, City Administrator introduced Intro. of
Department Heads who were present for benefit of the audience.Dept. Heads

Moved by Councilman Arkison, seconded by Councilman Rubio
and unanimously carried to approve minutes as submitted.
On behalf of Roberto Ramos Davila, exchange teacher from P.Mendoza
Zacatecas, Paul Mendoza presented to the City, a portfolio presented
containing pictures of Zacatecas. gift to City
Ken Snow of Monrovia Jr. Chamber of Commerce, addressed Organ.mtg.of
'Council and audience inviting interested and qualified Az.Jr.Chamber
citizens to an organizational meeting of Azusa Jr. Chamber of Commerce
of Commerce, being held at the Chamber of Commerce confer-
ence room.
Mayor Decker welcomed back Fire Chief Robert Torrance
after his illness.
Item which had been tabled from 9/2/75 ,meeting, Foothill
Center Merchants Association for waiver of fees for carni-
val to be held 9/18-21, 1975, was again presented to Council
A communication was rec•cived on 9/5/75, .from Foothill Center
Merchants Association, stating its request to withdraw
waiver of license fees.
Moved by Councilman Arkison, seconded by Councilman Solem
and unanimously carried to receive and file.

City Attorney advised Mr. Farrell that developer can file
for a new application, for change of zone, with Planning
Commission.
The following people addressed Council expressing their
view and concerns over these existing conditions.

Alternatives were discussed, at length. Council agreed
that stop signs should be installed at Mason Street and
Pasadena Avenue.
Resolution prepared by City Attorney for installation of Res. #6331

City Clerk presented a claim against the City by Colleen F. Clami vs
Ryba 919 E. Mountain View, Glendora, for accident caused City
by afleged malfunctioning of traffic signal, at intersec-
tion of Barranca Street and Alosta Avenue on 3/24/75. An
application for permission to file late claim was also sub-
mitted with claim.
Moved by Councilman Arkison, seconded by Councilman Rubio
and unanimously carried to deny and refer to City's insur-
ance carrier.

Mr. Ralph De Berry, 1560 Viewcrest Dr., and Mrs. Alberta Metha,
1575 Viewcrest Dr., addressed Council with complaints con- Complaints re:
cerning vacant lots adjacent to their property, and in the noise & dust
area. Motorbikes, motorcycles, and bicycles create noise from motor -
and dust conditions. Mr. De Berry asked if the City has an bikes etc.
Ordinance against this.
City Attorney stated City does not have an Ordinance, how-
ever, if it was determined to be a public nuisance, the
remedy would be to file an action to compel the owner of
'the property to abate its use for that purpose. This would
give the Police Department a vehicle for enforcement.
Moved by Councilman Arkison, seconded by Councilman Solem
and unanimously carried to refer this matter to City Attorney
and Police Chief for investigation.

has established two new funds as follows: Community

ment Agency (CRA) (Fund No. 17).
A proposed Resolution was presented transferring $5,000
from the General Fund (City Council Account No. 5010.260)
to Community Redevelopment Agency (CRA) Fund.
Councilman Arkison offered the Resolution entitled:

A proposed Resolution was presented re: Deferred Compen-
sation Plan. This plan, at no cost to the City, allows
employees to save funds at higher interest rates for
retirement or future expenditures without paying income
tax on funds until funds are withdrawn from the program.

City Administrator presented communication from City Attor- Comm. re:
ney with request from Mr. Ullrich for certain amendments City owned
to the existing lease he holds on property at 5th and propty.at
Virginia Avenues. It was the City Administrator's opinion 5th &

Mr. James Carlile, General Manager and Carol Bausch,
Secretary Treasurer, of West Coast Plywood and Forest
Fabricators, addressed Council presenting their views
on need to amend lease, and answered questions directed
by Council.
Moved by Councilman Arkison, seconded by Councilman Solem
and unanimously carried that City Administrator and City
Attorney discuss the possibility of amendment based on
increase of rental.
City Administrator presented request from Robert D. Andrews Req. to
to purchase City right-of-way in Rainbow Angling Club purchase
property, for $17,500 per acre; offer contingent upon City right -
securing necessary zoning from the City. It was the of -way in

Police Chief has requested an additional truck line be
added in the Police Department. General Telephone made
two one-week surveys of incoming calls and 91. calls were
lost during that time, due to existing trunks being
busy.

Lieutenant Gilbert Trujillo, member of Southern California
Association of Records Supervisors, has been chosen by
the group to assist in planning agenda for its annual
meeting in Fresno, on 9/22/75• Police Chief requested
Council approval for his attendance, and for use of City
vehicle.
Moved by Councilman Cruz, seconded by Councilman Arkison
and unanimously carried to approve request for Lieutenant
Trujillo to attend meeting.
'A communication was submitted by Director of Public Works
and Planning Director concerning sanitary land fill at
Monrovia Nursery. Planning Director attended County
public hearing on 9/11/75, expressed City's opposition to
land fill., and requested a continuance, until more infor-
mation was provided concerning sanitary land fill requested
by Monrovia Nursery. The hearing was continued to 9/18/75.

Moved by Councilman Cruz, seconded by Councilman Solem
and unanimously carried by roll call that City Administra-
tor attend hearing on 9/18/75 opposing the use of this
land as a sanitary land fill, as it is not in accordance
with City's overall plan for development of this area.
Councilman Cruz, having been on vacation, questioned
Council regarding status of complaints against Police
Department. He requested that City obtain services of
Police Consultant, such as Tom Reddin, to investigate the
situation. Mayor Decker stated that Council had reviewed
all reports and felt no further action was necessary.
City Clerk read in full a Resolution authorizing payment
of warrants by the City.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.

At the request of Councilman Cruz remarks by Arthur Morales
337 N. Soldano Ave., Azusa, concerning complaints against City
Police Department, are as follows:
I don't know whether it has anything to do with it being a
Civil case, or not, but the fact remains that it happened
right here in our City and we have a lot of fine officers over
there and lots of rumors are going around town and by gosh
I don't know what the City can do about clearing up this mesh
