The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Decker called the meeting to order and led in
the salute to the flag.
Invocation was given by Rev. Richard C. Addison of
First Baptist Church.
Present at Roll Call: Rubio, Solem, Cruz, Arkison,
Decker
Also Present: City Attorney Wakefield, City Adminis-
trator Dangleis, Director of Public
Works Wells, Police Chief Elkins, Fire
Chief Torrance, Planning Director Fitzsimmons,
Director of Parks & Recreation Guarrera,
Finance Officer Cooney, City Clerk Solis
At the request of the Mayor, City Administrator intro-
duced Department Heads who were present for benefit of
the audience.
U Minutes of 9/15/75 regular meeting were submitted for
(� Council approval. Councilman Cruz stated he wanted
remarks by Arthur Morales, included in the Minutes for
meeting of 9/15/75. City Clerk Solis advised Councilman
Cruz this would be done.
Moved by Councilman Solem, seconded by Councilman Arkison
and unanimously carried to approve Minutes as corrected.
Councilman Rubio gave a report on the meeting he had
attended re: San Gabriel Valley Association of Cities.
'The basic goals of the association shall be to provide
stronger representation of member cities in dealing
with the Board of Supervisors; and to undertake a feasi-
bility study for establishment of county government for
the San Gabriel Valley.
It was the general concensus of Council that City should
be aware of new information concerning San Gabriel Valley
Association of Cities, and Councilman Rubio attend further
meetings as City's representative.
Moved by Councilman Rubio, seconded by Councilman Cruz
and carried by roll call that Council agrees there should
be a San Gabriel Valley Association of Cities formed as
soon as possible to look into problems in the San Gabriel
Valley. Motion carried by the following vote of Council:

City Clerk announced that bids were opened in his office
at 10:00 a.m., Thursday, September 18, 1975, for furnish-
ing all labor, equipment, materials for construction of
three tennis courts, one volleyball court and one basket-
ball court at Northside Park.
City Clerk presented affidavit of proof ofpublication
of Notice Inviting Bids in Azusa Herald on 8/14-21/75.

It was the recommendation of Director of Public Works
that City Council award contract for construction of
tennis courts to Kreutzkampf Construction Co., in the
amount of $53,300., direct the City Clerk to return
all bid bonds to unsuccessful bidders, and authorize
the Mayor and City Clerk to execute the contract.
Moved by Councilman Rubio, seconded by Councilman Solem
and unanimously carried by roll call to approve recom-
mendation of Director of Public Works.
City Clerk presented request from Helping Hand of Azusa Req.from
to hold boxing exhibition on Saturday, October 25th, Helping Hand
between hours of 2:00 p.m. and 5:00 p.m., at St. Francis of Azusa, to

and unanimously carried that request be granted.

City Clerk presented communication from Azusa VFW Post Req.from VFW
#8070 requesting financial assistance from City for Post #8070 for
replacement of worn flags and equipment. financial asst.

Robert J. Strosser, 621 W. Hollyvale Street, Azusa, & equip.
' President of Azusa VFW addressed Council. Mr. Strosser
explained to Council their needs for financial assistance,
and hoped Council would help financially as it has in the
past.
Morrie Rivera, 716 N. Dalton Avenue, Azusa, addressed
Council and expressed American Legion's support of VFW
request, and further stated that perhaps in the future
City could assume responsibility of hanging the flags.
Moved by Councilman Solem, seconded by Councilman Cruz
and unanimously carried by roll call that City donate
$500 to flag program, as it has in the past.
A proposed Resolution was presented in memory of James A. Res. #6337
Hammond, Police Sergeant in Azusa Police Department, who in memory
passed away on August 9, 1975. of James A.

A proposed Resolution was presented recognizing and com- Res. #6338
mendeing Miss Cathy Castro on her achievements at commending
California "Little Miss" Pageant. Miss Castro won the Miss Cathy
title of "Little Miss Friendship" and placed among the Castro
top ten in talent category.

assault by police offiers when arrested on July 11, 1975.

City Clerk presented a claim against the City by Southern
Claim vs
California Gas Company, 810 Flower Street, Los Angeles,

for alleged damage to gas line, by City's Light & Power
Department while using backhoe for digging a hole for
power pole. This claim is under the City's current $500
maximum deductible.
City Administrator having investigated , recommended that
claim be paid.

City Administrator presented audit report, for the City
of Azusa for fiscal year 1974-75.

Director of Public Works submitted for Council approval
specifications for Project No. 535-A, construction of
sanitary sewer in Azusa and San -Gabriel Canyon Road,
from 780 ft. north of Sierra Madre Avenue to 1370 ft.
northerly.
It was recommended by the Director of Public Works that
Public Works Department purchase pipe and construct sewer
main using city forces and employ three temporary employees
in the classification of Public Works Maintenance Man 1,
at Step 1, Range 114.0, for a period of 60 working days,
and that bidding procedures be dispensed with under the
Municipal Code finding it impracticable, useless and
uneconomical to follow such procedures and that public
welfare would be promoted by dispensing with the same.

City Administrator presented a letter requesting the Req. for
vacation of San Gabriel Avenue between First Street vacation of

it would benefit the City if this real estate were
placed back on the tax rolls reserving only an easement
over it for public utilities. Vacation of this portion
of street would mean that property owners adjacent to
the east and the west would each receive half the parcel.
'Cit; Attorney Wakefield stated that the vacation proceed-
ings require adoption of Resolution of Intention that
will fix date of Public Hearing, and further that vacation
should be referred to Planning Commission for investiga-
tion and report back to Council. He then offered the

Street Maintenance Association is holding its annual
conference and equipment show in Buena Park, from 10/15-
10/17/75. Director of Public Works Wells requested
Council approval of attendance for himself and Paul
Milak, Public Works Maintenance Superintendent, with
advance accountable expenses not to exceed $130. for
Paul Milak and $80. for Michael W. Wells.

City Administrator submitted communication from the law firm
of Freshman, Marantz, Comsky & Deutsch, who are represent-
ing Carefree Azusa Condominium Association - Hallcraft
Homes, regarding complaints against Hallcraft Homes for
defective installation of water lines. There is posted
with the City of Azusa a $58,000. sight draft as security
bond. The association requested City to revoke bond.

Attorney, and Director of Public Works to see what action
should be taken.
Councilman Arkison requested a report regarding current
status of Cable TV. Paul Allen, Chairman of Cable TV
addressed Council and stated he had been in contact with
Ken Downes, president of Ken Downes, and Associates, the
franchisee. Mr. Downes informed him that they intend to
start laying cable in the middle of December or first of
January. They will lay cable in the entire City, not
just in the northern section. After construction of
cable is completed, they will start publicity campaign.
Councilman Arkison requested report on Tri -City Fire
Merger. City Administrator reported that validation
process study between three cities (W. Covina, Covina, and
Azusa), is under way. There will be a steering committee
of a cross section of people who are interested in fire
hazard. This will provide the type of input needed.

Councilman Arkison questioned the possibility of conflict of Re:conflict
' interest regarding attorneys involved in proposed settlement of interest
agreement between Baldwin Park County Water District, and
City of Azusa et al.
City Attorney stated there is no legal conflict of interest.
Councilman Arkison inquired about the Canyon City Civitan
Club sign on the City Library lawn.

Councilman Cruz made a request that the traffic signal on Traffic
Foothill Blvd. and Azusa Ave. be checked. Duration of signal
waiting period for north south traffic on Azusa Ave. is Azusa Ave.
