amending the Municipal Code Section 5.12.110 relative to
extraction and/or processing of rock, sand, and gravel of

Councilman Arkison asked if it would be possible to obtain
a report on fuel cost increase, since this first went into
effect until now. City Administrator advised that this
will be done.
Director of Public Works submitted Grant Deeds for acquis- Improvement

Avenue between Fifth Street and Foothill Blvd. This Ave.
necessitates the acquisition of three small portions of

Director of Public Works advised Council that Board of
' Supervisors of Los Angeles County has passed an Ordinance
which will raise all building permit fees within the
unincorporated areas of the County. It has been the policy
of the City to have city's building permit fees match those
of the County.
After extended discussion, Public Works Director was
directed to prepare a report for next meeting re:
1) Secure information from other cities concerning building
permit fees. 2) Prepare cost estimate for operation of
city's own building department. 3) Alternative fee
schedules. 4) Experience of expense/profit from last year.
5) When were current rates put into effect.
Moved by Councilman Rubio, seconded by Councilman Solem
and unanimously carried to table to next meetings and
direct Director of Public Works to obtain above informa-
tion for report back to Council.

a five year Agreement for traffic signal. maintenance with.
Superior Signal Service. A new contract has been prepared
with a price escalation clause, which means that the unit
price may be adjusted in direct proportion with the cost
' of living index on a yearly basis.

Agreement and authorize the Mayor and City Clerk to execute.

Director of Public Works submitted for Council consider-
ation Plans and Specifications for the installation of a
complete lighting system for two softball diamonds and
one soccer field at Northside Park, Project No. 37-A.
Engineer's estimate is $68,000.
Director of Public Works recommended that Council approve
plans and specifications for installation of lighting
systems and authorize City Clerk to advertise for bids.

City Administrator presented request from Bullock's of
West Covina, for donation of a City plaque for their new
store.

Association for City to continue membership in this organi-
zation.

jurisdictional project for burglary prevention and investi-

City Administrator presented following claims against the
City, under $500, with recommendation that claims be paid.
1. Southern California Gas Company, 810 S. Flower St.,
Los Angeles, for alleged damage to curb meter box
when removing tree with a skip loader at 614 S.
Orange Ave., Azusa.
2. Southern California Gas Co., 810 S. Flower St.,
Los Angeles for alleged damage to 3/4 inch steel
gas line when excavating for installation of sewer
line at 1500 San Gabriel Canyon Rd., Azusa.

Director of Public Works addressed Council re: equipment
noise in spreading grounds area. Upon investigation he
found two sources of noise. First, is Owl Rock skip loader
operation at night. Second, is operation of two natural
gas water pump engines by City of Glendora.
Mr. Jack Smith, representing Owl Rock appeared before
Council and answered questions directed to him by Council
re: operation of Owl Rock plant. Councilman Arkison
asked Mr. Smith if he planned to meet with Mr. Barnette,
complaintant. Mr. Smith indicated he would.

Councilman Solem requested status of Mr. Joseph Murawski's
complaint re: noise from trains in Vernon and Angeleno
area. City Administrator advised he had contacted Southern
Pacific Railroad; that it is presently investigating the
possibility for corrective action of its night time opera-
tions in the area.
Councilman Rubio requested current status of City of
Glendora's proposed annexation in area north of Foothill
Blvd. and east of Citrus Ave. City Administrator provided
Council with update of situation.
Councilman Rubio requested that City release to news media,
information received from Department of Transportation,
advising that City is in full compliance with all aspects
of requirements for Affirmative Action Plan.
Councilman Rubio requested that City investigate possibility
of further utilization of gas production at City's disposal
site. City Administrator explained current situation and
possibilities for the future.

Councilman Cruz requested information on Paramedics program. Paramedics -
City Administrator stated that a report will be forthcoming program'
upon completion of first six months of this program.
Councilman Arkison requested information on placement of
traffic lights at intersection of Sierra Madre and Azusa
Avenues. Director of Public Works advised that standards
have been installed, but signals are not yet operational.
Councilman Arkison requested an update on the Nasser
building situation. Public Works Director advised that
he has not recently heard from Mr. Nasser. The latest
information he obtained is that there is a structural
engineer hired, by Mr. Nasser, to investigate the building.
It was the consensus of Council that Director of Public Works
contact Mr. Nasser to obtain his plans for correction of
the problem, with report at next Council meeting.

Councilman Arkison requested report on Fire Study Committee. Rpt. on
City Administrator stated Council had not provided any Fire Study
names until this meeting. He stressed necessity of Council Committee

City Clerk read in full a Resolution authorizing payment
of warrants by the City.
Councilman Solem offered the Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried by roll call that the Resolution
be adopted. Resolution passed and adopted by the follow-
ing vote of Council:
AYES: Councilmen: Rubio, Solem, Cruz, Arkison, Decker
NOES: Councilmen: None
ABSENT: Councilmen: None
Moved by Councilman Arkison, seconded by Councilman Solem
and unanimously carried to adjourn.
