Mayor Decker called the meeting to order. Present at Roll Call: Councilmen: Solem, Cruz, Arkison, Decker 'Absent: Councilmen: Rubio Also Present: City Administrator Dangleis, Planning Director Fitzsimmons, Deputy City Clerk Bath A proposed Resolution was presented commending the Azusa High School Varsity Football Team on its achievements. Councilman Solem offered the Resolution entitled: 00 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CIT RECOGNIZING AND COMMENDING THE AZUSA HIGH SCHOOL VAR- SITY FOOTBALL TEAM ON ITS ACHIEVEMENTS. U U Moved by Councilman Solem, seconded by Councilman Cruz and unanimously carried that further reading be waived. Moved by Councilman Solem, seconded by Councilman Cruz that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Solem, Cruz, Arkison, Decker NOES: Councilmen; None ABSENT: Councilmen: Rubio 'Request from Police Chief for approval of appointment of Mrs. Mary Pelletier as Police Clerk under CETA, at Range 112.5, Step 1, effective 12/19/75. Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried to approve request. Superintendent of Light & Power submitted resignation of Chrysa Caulfield, Secretary, effective January 1, 1976. Miss Caulfield is returning to college full time. Moved by Councilman Cruz, seconded by Councilman Solem and unanimously carried to accept resignation. Request from Superintendent of Light & Power for approval of appointment of Bonnie Guadagnino as probationary Secretary, Range 113, Step 1, effective December 29, 1975 Moved by Councilman Cruz, seconded by Councilman Solem and unanimously carried to approve appointment. City Administrator submitted communication from City of Laverne requesting City of Azusa submit informal bids for purchase of 103 acre ft. of Prescriptive Pumping 'Right and leasing of 219.95 acre ft. of Carry-over Right. City Administrator recommended that Council authorize purchase of these water rights and present an informal bid in an amount to be determined by him, Director of Public Works and Finance Officer, after investigation of going market price. Moved by Councilman Solem, seconded by Councilman Cruz and unanimously carried by ro_.l call to approve recommen- dation of City Administrator, and authorization for City Administrator to poll Council by phone if necessary. B.Guadagnino, as prob.Sec., eff.12/29/75 Purchase of water rights from City of LaVerne 1 1 AZUSA AUDITORIUM AZUSA, CALIFORNIA THURSDAY, DECEMBER 185 1975 Page 2 The hour of 7:30 p.m. being the time set for Public Hearing Pub.Hrg.on on the Housing and Community Development Act of 1974, the Housing & Mayor declared the hearing open. Community Development Deputy City Clerk presented affidavit of proof of publica- Act of 1974 tion of notice of this hearing which was published in the Azusa Herald on December 4, 1975. Planning Director introduced to Council, Marshall Lynn, 'President of Urban Futures, Inc., City's Community Develop- ment Advisory Agency. Mr. Lynn presented to Council facts re: the three year funding program, and types of projects that are covered by the program. He also stated that Council will be the deciding body to select priorities from the various pro- jected projects. He advised that selection of recommended projects have a January 7, 1976 deadline. pp The Community Development Advisory Board mailed out, city M wide, a questionnaire last November. Project recommenda- t� tions considered by the Advisory Board, closely parallel U those priorities set forth by the general populace of Azusa. The five areas of project recommendations are: 1. Upgrade the City's downtown 2. Remove dilapidated buildings 3. Provide grants and loans 4. Code enforcement programs 5. More or better street lighting Art Morales, 337 Soldano Avenue, addressed remarks to Mr. Lynn concerning type of projects that funding would cover. 'Richard Medina, 405 E. 11th Street, addressed Council and gave his feelings that this funding program was needed in Azusa, and City should certainly take advantage of same. After discussion, it was Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried to close the hearing. Moved by Councilman Arkison, seconded by Councilman Solem Adjourn and unanimously carried to adjourn.
