Mayor Decker called the meeting to order and led in the Call to Order salute to the flag. Invocation was given by Rev. Richard Addison of First Invocation Baptist Church. Heads U the audience. Minutes of December 15, 1975 regular meeting and December Appvl.Min.of 18, 1975 adjourned meeting were submitted for Council 12/15 reg.mtg. approval;: & 12/18/75 adj. mtg. Moved by Councilman Rubio, seconded by Councilman Cruz and unanimously carried to approve minutes as submitted. Mr. Manual Gallardo of Vona Market presented a set of 48 Historical ' historical American flags to Mayor Decker and Mrs. Pauline flags Asmus, Chairman of Bicentennial Committee, who accepted presented them on behalf of the City. The City gave recognition to Azusa High School Varsity City recog. Football Team for its undefeated season. Mayor Decker to Az.Hi. presented a plaque to each team member, and a Resolution Varsity of commendation to Azusa High principal Mr. Richard Football Team Robertson and Head Coach Burch Drake. Mr. Don Larsen, President of the Chamber of Commerce then invited team members and Council to the Conference Room in City Hall for refreshments. Council recessed at 8 p.m. Recess Council reconvened at 8:15 P.M. Reconvened Councilman Arkison entered meeting at 8:15 p.m. Counc.Arkison entered mtg. The hour of 7:30 p.m. being the time set for Public Pub.Hrg.on Hearing on the Housing and Community Development Act of Housing & 1974, the Mayor declared the hearing open. Community ' Development City Clerk presented affidavit of proof of publication Act of 1974 of notice of this second hearing which was published in the Azusa Herald on December 25, 1975. Rick Beam, Chief Economist, from Urban Futures, Inc. addressed Council and reviewed history and summarized the proposed program. He answered questions from Council concerning various alternatives and priorities. He restated the necessity for application by City to be prepared and sent to the County by January 7, 1976, for second increment of $86,000. He reminded Council that at this time the third increment would be $390,000. 207 AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, JANUARY 5, 1976 Page 2 Art Morales, 337 Soldano Avenue, addressed Council recom- mending that the areas of transportation, mini parks and youth activities receive funding. Councilman Rubio requested Mr. Morales to submit a letter with his recommendations to Council. Mrs. Elizabeth Harden, past president of Golden Age Club, addressed Council requesting that funding be provided for senior citizen housing, nutrition and transportation. ' There being no one else in the audience wishing to be heard, it was Moved by Councilman Rubio, seconded by Councilman Arkison and unanimously carried to close the hearing. City Attorney offered the Resolution entitled: Res. #6365 approving A RESOLUTION OF THF CITY COUNCIL OF THE CITY OF AZUSA 1976-77 APPROVING THE 1976-77 HOUSING ASSISTANCE PROGRAM AND housing asst. 00 ASSIGNING PRIORITIES AND PROJECTS WITHIN THE PROGRAM program CIT AND AUTHORIZING THE FILING OF AN APPLICATION FOR SECOND YEAR FUNDING. Soelberg, the Mayor declared the hearing denial Tent. open. Parcel Map (Glenn B. City Clerk presented affidavit of Proof of Publication Soelberg) of Notice of this hearing which was published in the Azusa Herald on December 18, 1975. Mr. Glenn B. Soelberg, Laguna Beach, addressed Council. He does not question Planning Commission authority to impose the conditions for sidewalks, street lights, street trees and sewers, but at this time it would be too burdensome, and requested that Council defer these items until such time as the individual parcels are developed. Mr. Soelberg stated that he has had McDonald's in escrow for four years and would like to see this development completed, and conditions met as property is improved. Mr. Travis, representative of McDonalds Restaurant, addressed Council and gave description of proposed develop- ment of subject property, stating that McDonalds will fully ' improve their parcel. After discussion, it was Moved by Councilman Cruz, seconded by Councilman Rubio and unanimously carried to close the hearing. ' propositions, to be included in the notice of the March Code 2nd Municipal Election, was December 25, 1975. If Council elects to do so, it may call a special election to be consolidated with the general primary election to be held in June of 1976. Moved by Councilman Cruz, seconded by Councilman Solem and unanimously carried by roll call to approve recommen- dation of Director of Public Works. Councilman Arkison dissenting. Director of Public Works submitted a detailed report Rpt.re: concerning a study of the following items: B1dg.Permit Fee Study 1. Fee schedules used by all other incorporated cities within Los Angeles County. 2. An estimate of cost of City operating its own building division with City employees in lieu of using County's contract service. 3. A five year profit or loss study using the County Contract Service. ' 4. Alternate fee schedule. It was the recommendation of Director of Public Works that Council approve County's new Building Permit Schedule with a Plan Check fee of 65% of the Building Permit Fee, leaving plumbing, mechanical and electrical fees as they are now, but adopting all other features of the County's new Fee Ordinance, that City continue to operate the Building Division by contract with Los Angeles County Engineer, instead of hiring an additional individual and operating its own building division. 24 4 1 1 1 215 AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, JANUARY 5, 1976 Page 6 Moved by Councilman Arkison, seconded by Councilman Cruz and carried to approve recommendation of Director of Public Works and instruct City Attorney to prepare neces- sary Ordinance for change of Municipal Code. Proj.#534 U City Engineer recommended that Council approve the plans and specifications for improvement of Cerritos Avenue and authorize City Clerk to advertise for bids. Captain Erbert Cordell requested Council approval to Appvl.Capt. attend annual workshop of California Conference of E.Cordell to Arson Investigators in Fresno, on February 4-6, 1976, with attend conf. advance accountable expenses of $250. Communication from Superintendent of Light & Power advising Comm.re: that Federal Power Commission has issued a thirty -day stay, rate increase and electrical rate increase will not be effective until February 1, 1976. He further advised that rate study should be ready for submission to Council at meeting of January 19, 1976. City Administrator submitted for Council consideration Proposed the UCLA Experiential Learning Center Intern Program, Intern which supplies graduate students of various disciplines Program to enter into temporary employment with the City, which will not exceed six months, with a portion of students salary to be borne by City and remainder by the program. City Administrator advised that such a person may be utilized in the area of senior citizen activities.
