Mayor Decker called the meeting to order and led in Call to Order the salute to the flag. A proposed resolution was presented establishing prevail- Res.#6377 re: ing rate of per diem wages for public work in City of prevailing Azusa. rate of per diem wages Councilman Solem offered the Resolution entitled: Invocation was given by Mr. Frank Herber of Church of Invocation Jesus Christ of Latter Day Saints, in the absence of Rev. Paul Farrell of First Christian Church. Present at Roll Call: Councilmen: Rubio, Solem, Cruz, Roll Call Arkison, Decker Also Present: Acting City Attorney Colin Lennard, City Administrator Dangleis, Superintendent of Light & Power Gerharz, Police Chief Elkins, Fire Chief Torrance, Planning Director Fitzsimmons, Director of Parks & Recreation Guarrera, Finance Officer Cooney, City Clerk Solis At the request of the Mayor, City Administrator introduced Intro. of Department Heads who were present for benefit of the Dept. Heads p� audience. Minutes of February 2, 1976 Council meeting were submitted for Council approval. Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried to approve minutes as submitted. Laurel Chandler, member of Azusa Aztec High Band, addressed Appvl.$25 for Council and repested City purchase an ad in its program full page ad for 1976 "Pops Concert. Monies will help defray expenses in Az*Aztec ' for proposed tour of band to Oregon. High Band "Pops" Con - Moved by Councilman Rubio, seconded by Councilman Solem cert prgm. and unanimously carried that City purchase a full page ad in the amount of $25. Harry Kurz, Past Commander of VFW Post 8070 addressed Appvl.pro- Council advising them of fund raising dance to be held clamation on April 30th. Proceeds from dance will pay for the for VFW costumes of VFW Minute Men. Frank Schmit, Commander of Post 8070 VFW Post 8070 addressed Council, and requested City pro- claim the week of April 25th through May lst as (Loyalty Week). Moved by Councilman Arkison, seconded by Councilman Cruz, and unanimously carried to establish April 25th through May 1st as Loyalty Week, and approve dance for fund raising. Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried that further reading be waived. Houts vs City of Azusa was presented to Council, for its action. It was recommended that low bidder, for purchase Westinghouse, in amount of $5,138.88 be accepted. of transforme Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried to waive bidding procedures under the Municipal Code, finding it impracticable, useless and uneconomical to follow such procedures and that public welfare would be promoted by dispensing with the same; and to accept bid from Westinghouse, low bidder. Urban Futures, Inc. submitted for Council consideration its letter proposal for services associated with develop- ment of a Community Financial Assistance Agency. After extended discussion, it was Moved by Councilman Rubio, seconded by Councilman Cruz to table this proposal to next Council meeting. An Ordinance was presented for introductory first reading approving change of zone from C-3 to M-2 Case No. Z-191 Azusa Valley Sanitarium. Councilman Rubio offered for introductory first reading the Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA REZONING CERTAIN PREMISES (Zone Change Case No. 191 - Azusa Valley Sanitarium). Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carried by roll call that further reading be waived. Councilman Cruz offered for introductory first reading the Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA ' AMENDING SECTION 2.68.020 OF THE AZUSA MUNICIPAL CODE, RELATING TO PURCHASES AND CONTRACTS FOR PUBLIC WORKS. Moved by Councilman Cruz, seconded by Councilman Rubio and unanimously carried by roll call that further reading be waived. City Administrator submitted communication re: city owned property located at Fifth Street and Virginia Avenue. City Administrator advised Council that Mr. Ullrich plans t� to relocate his Duarte plant to this property. The ^� appraised price is $300,000 and Mr. Ullrich would like to own the building and property. The appraised price is $300,000 and Mr. Ullrich would like to pay above amount in five equal payments, commencing six months after date of closing. After discussion, it was Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carried by roll call to approve sale of property with an initial payment of $10,000.3 followed by payment of $50,000 in six months, then $60,000 per year for remaining balance with interest rate of 8% on unpaid balance. City Treasurer's Financial Statement was submitted, show- ing a balance of $2,351,997.375 as of January 31, 1976. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried to receive and file. City Administrator submitted monthly reports from various departments. Moved by Councilman Arkison, seconded by Councilman Rubio and unanimously carried to receive and file. A proposed Resolution was presented requesting Federal Legislation to correct Municipal Electrical Systems n rr Rate Squeeze", and to provide for preliminary hearings before rate increases are allowed under Section 205 of the Federal Power Act. Councilman Arkison offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, URGING THE NATIONAL LEAGUE OF CITIES TO ' ADOPT A RESOLUTION REQUESTING FEDERAL LEGISLATION TO CORRECT THE "RATE SQUEEZE" SITUATION IN REGARD TO MUNICIPAL ELECTRICAL SYSTEMS AND TO PROVIDE FOR PRE- LIMINARY HEARINGS BEFORE RATE INCREASES ARE ALLOWED UNDER SECTION 205 OF THE FEDERAL POWER ACT. Request from Director of Public Works for Council -, approval for his attendance at the Director of Public Works Officers' Institute of the League of California �p Cities, to be held on March 10, 11 and 12, 1976, in Newport Beach; with reimbursement of accountable expenses not to exceed $150. Moved by Councilman Solem, seconded by Councilman Cruz and unanimously carried to approve request. Request from Police Chief for Council approval of atten- dance of Lt. Joseph Molloy, Sgt. Frank Shomber and four members of SARG team, to attend Special Weapons and Tactics ' Course, April 26 through 30,_1976, in Santa Rosa. The course is reimbursable by POST for 100% of incurred expenses, and 60% of salaries. Moved by Councilman Cruz, seconded by Council Rubio and unanimously carried to approve request. Request from Planning Director for Council approval of attendance of Dr. Harry Coffin to American Society of Planning Officials 1976 National Planning Conference, from March 20 through 26, 1976, to be held in Washington D.C.; with accountable expenses not to exceed $300. (budgeted funds are available). Moved by Councilman Cruz, seconded by Councilman Arkison and unanimously carried that request be granted. City Administrator submitted request for Council approval for City of Azusa to enter into sub -contract with Mexican American Opportunity Foundation who is conducting a New Careers Work Experience Program for unemployed, economical- ly disadvantaged persons, and is financed by the County of Los Angeles CETA Title I.
