After discussion, it was Moved by Councilman Solem, seconded by Councilman Arkison to accept recommendation of Urban Futures, Inc., based on proposal not to exceed $4,000. ' Director of Public Works addressed Council and stated that Mr. Nasser's engineers submitted sets of calculations and a procedure for restoration, and plans have been discussed with the San Dimas office of the Cour4 y Engineer. Plans should be available by next Council. -.meeting. Moved by Councilman Solem, seccrided by Councilman Arkison and unanimously carried to table to next meeting. Azusa Boxing Club requested Council approval to hold boxing exhibition at the Parish Hall on March 13, 1976. Moved by Councilman Cruz, seconded by Councilman Solem and unanimously carried that request be granted. Foothill Blvd. (C-169 Nathan Krems - "The Cave") No action taken by Council. An Ordinance was presented for second reading and adoption approving change of zone from C-3 to M-2 Case No. Z-191 Azusa Valley Sanitarium. Councilman Arkison offered for second reading and adoption an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA REZONING CERTAIN PREMISES (Zone Change Case No. 191 - Azusa Valley Sanitarium). Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried that further reading be waived. Councilman Solem offered for second reading and adoption an Ordinance entitled: 'AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SECTION 2.68.020 OF THE AZUSA MUNICIPAL CODE, RELATING TO PURCHASES AND CONTRACTS FOR.PUBLIC WORKS. Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried that further reading be waived. ' Director of Public Works submitted report on stop signs Appvl.stop at intersection of Dalton Ave. & Santa Fe St., and on sign on Santa Cerritos Ave. between Gladstone & First Streets, which Fe St. & had been requested by Council. Dalton Ave. Director of Public Works and Chief of Police recommended that City Council approve a stop sign on Santa Fe St. at Dalton Ave. and direct City Attorney to prepare proper resolution. He further recommended that City Council direct Chief of Police to provide selective enforcement on Cerritos Ave. between Gladstone and First Streets to ^: reduce excessive speed in that area. Moved by Councilman Arkison, seconded by Councilman Solem m and unanimously carried to approve recommendation of Director of Public Works and Police Chief concerning stop sign at Santa Fe St. and Dalton Avenue, and direct City Attorney to prepare necessary Resolution. City Administrator submitted information from Assemblyman Info.on AB Bill Lancaster re: Assembly Bill 2770 which would include 2770 re:rapid a Rapid Transit Proposal on the June ballot. If approved transit by voters, the bill would allow Southern California Rapid proposal Transit District to impose a one cent sales tax, to help finance a public mass transit system in Los Angeles County. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried to direct City Administrator to send letter of support for AB 2770 to Assemblyman Bill Lancaster. Finance Officer submitted offer from FAIR, LTD., for Appvl.lease City of Azusa to lease 190 acre feet of water pumping of water rights for two years. Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried to approve recommendation of Director of Public Works. City Engineer submitted requested progress report con- Cable TV cerning Cable TV in Azusa. He stated the special program progress wants of the citizens of Azusa are much higher than report average, and Mr. Downes wants to make sure any installa- tion in Azusa has the capacity to handle these special features. Paul Allen, Chairman of Cable TV, addressed Council stating that basically the delay is due to the problem of obtaining financing for this project. City Clerk read in full a Resolution authorizing payment Res.#6382 of warrants by the City.
