Mayor Decker called the meeting to order. Present at Roll Call: Councilmen: Rubio, Solem, Cruz, Arkison, Decker City Clerk presented Certificate of Canvass of Munici pal Election, held March 2, 1976. A Resolution was presented, reciting the fact of the General Municipal Election, which included the Certifi- cate of Canvass, marked Exhibit "A", declaring there were two candidates for office of Mayor, four candidates for member of City Council, one candidate for City Clerk and one candidate for City Treasurer, the result of which are as follows: Jens J. Solem, Mayor Willard R. Decker, Councilman Adolph A. Solis, City Clerk Robert E. Talley, City Treasurer Councilman Rubio offered the following Resolution: CO 7 11 269: Call to Order Res. #6383 declaring Mun.Elec. results 27® 1 RESOLUTION NO. 6383 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF AZUSA ON THE 2nd DAY OF MARCH, 1976, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. WHEREAS, a regular general municipal election was held and conducted 1n the City of Azusa, County of Los Angeles, State of California, on Tuesday, the 2nd day of March, 1976, as required by law; and WHEREAS, notice of said election was duly and regularly given in time, form and manner as provided by law; that voting precincts were properly established; that election officers were appointed and that in all respects said election was held and conducted and the votes cast thereat, received and canvassed and the returns made and declared in time, form and manner as required by the provisions of the Elections Code of the State of California for the holding of elections in cities; and WHEREAS pursuant to Resolution No. 6378 adopted the 17th day of February, 1976, the City Clerk of the City of Azusa canvassed the returns of said election and has certified the results to this City Council, said results are received, attached and made a part hereof as "Exhibit A." NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That there were 12 voting precincts established for the purpose of holding said election consisting of consolidations of the regular election precincts in the City of Azusa as established for the holding of state and county elections. SECTION 2. That said regular general municipal election was held for the purpose of electing the following officers of said City as required by the laws relating to cities in the State of California, to wit: A Mayor of said City for the 1 Member of the City Council term of four years; A City Clerk of said City for A City Treasurer of said City full term of two years; of said City for the full the full term of four years; for the full term of four years. SECTION 3. That the whole number of votes case in said City (except absent voter ballots) was 2868. That the whole number of absent voter ballots cast in said City was 32, making a total of 2900 votes cast in said City. SECTION 4. That the names of persons voted for at said election for Mayor of said City are as follows: Jens J. Solem Fernando A. Rubio 1 That the names of persons voted for at said election for Member of the City Council of said City are as follows: Wally Boyko Joe Camarena David G. Evans Willard R. Decker That the names of the persons voted for at said election for City Clerk of said City are as follows: I Adolph A. Solis That the names of the persons voted for at said election for City Treasurer of said City are as follows: Robert E. Talley That the number of votes given at each precinct and the number of votes given in the City to each of such persons above named for the respective offices for which said persons were candidates were as listed in Exhibit "A" attached. SECTION 5. The City Council does declare and determine that: JENS J. SOLEM was elected as Mayor of the City Council of said City for the full term of two years; WILLARD R. DECKER was elected as Member of the City Council of said City for the full term of four years; ADOLPH A. SOLIS was elected City Clerk of said City for the full term of four years; ROBERT E. TALLEY was elected City Treasurer of said ' City for the full term of four years. SECTION 6. The City Clerk shall enter on the records of the City Council of said City, a statement of the result of said election, showing: (1) The whole number of votes cast in the city; (2) The names of the persons voted for; (3) For what office each person was voted for; (4) The number of votes given at each precinct to each person; (5) The number of votes given in the city to each person. SECTION 7. That the City Clerk shall immediately make and, upon compliance by the persons elected with the provisions of Section 11550 and Section 11559 of the Elections Code of the State of California, shall deliver to each of such persons so elected a Certificate of Election signed by him and duly authenticated; that he shall also administer to each person elected, the Oath of Office prescribed in the. State Constitution of the State of California and shall have them ubscribe thereto and file the same in his office. Whereupon, each and 11 of said persons so elected shall. be inducted into the respective ffice to which they have been elected. SECTION S. That the City Clerk shall certify to the passage and adoption,of this resolution; shall enter the same in the book of original Resolutions of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings which the same is passed and adopted. 1976. Councilman Rubio stated, "I would like to thank all the Remarks by people who supported me in this last election, and thank retiring them for having the privilege of serving them for the Counc. Rubio past 12 years. I think everybody that serves on the City Council should get a diploma. At least in learning something about human behavior; it is quite an education. One thing that I would like to leave with this Council is the problem you are having tonight in that it may be that you have to ' go to the people again; if a Councilman wants to run for Mayor and he has two years to go, I think he should get off his seat and let somebody else run for that seat. I think that is something we overlooked the last time we changed in the election for Mayor. I think it should be corrected; once again I thank you for all your courtesies. Mayor Decker stated, "I would like to thank members of Council for permitting me to serve for the past two years as Mayor. I consider it a tremendous honor, one I enjoyed very much and consider it a great privilege to serve a U- good city like Azusa. I have a great faith in the fact r that the City will continue with Mayor Solem. He did a good job before and I have no reason to suspect that he CZ won't carry on. I would like to thank people who sup- ported me when I ran for election of member of Council. I appreciate their effort and hope in the next four years I have justified the votes that I obtained." City Clerk presented Certificates of Election to success- ful candidates. Councilman Solem submitted his resignation as member of City Council. Councilman Solem remarked, "In my time on Council for three terms everyone who has served on the Council with me has worked with me and I'm sure that when I go to my job as Mayor it will be the same thing. The people have spoken and it is their choice, I'll be honored and if it is proper to resign, I hereby resign as Councilman. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to accept resignation of Council- man Solem. The Honorable Alfonso Bazan, Judge of the Municipal Court, Citrus Judicial District, then administered oath of office to the four successful candidates. Judge Bazan remarked he felt it was a great honor to be invited to the City of Azusa to administer the oaths of office. Councilman Decker turned the gavel and chair over to newly elected Mayor Solem. Mayor Solem then gave these remarks, "It is a special honor for me to take this chair. I have served in this chair before as most of you know; but it is a terrific honor because this is the voice of the people. I defeated a good man. Fernando has served the City well and I think that is just the way the ball bounces and I'm sure we will hear more from Fernando, and he will be involved in other things, I would hope. I have served with quite a few different men on the City Council in my 11 years on the Council. I have yet to find one that we do not agree with most of the time. There is a difference of opinion, but we never let come between us other than our method of doing business right here. We have a wonderful City here. Now there has been people who are knocking our City and they say things that are not so, in the heat of a campaign, and when it is over if they are around they will understand for the most part, by far, the large majority of people who are with us tonight, if not in body, in spirit, are fond of Azusa. They work for Azusa they will see that is, as I feel, the best city in the valley, if not in the United States. It certainly has been my pleasure and I sit here humbly because I know no one wins a campaign alone. It is a lot of people together and if there are those who may be a little disappointed tonight they should not feel bad, i the City will go on. If I should die tomorrow I'm sure the City will not dissolve. I will do my best to hold up my end to make this city a little better because I was here. I thank all of you very very much for your part, whether you were against or with me. This is what makes a nice campaign and a nice City. Moved by Councilman Arkison, seconded by Councilman Decker and unanimously carried by roll call that further reading be waived. . Member City Clerk read communication from City Administrator naming persons who had indicated their desire to be considered for appointment. They are as follows: David Evans Robert Fry Anthony Ortuno Robert Snyder Art Morales Councilman Cruz stated "I am not in this thought at all. I think we should let the people decide. We have an election coming up June 8th. We have four more meetings and I think if we do appoint someone it should be for the next two months. I think it should be on the June Primary, the people should decide, as I mentioned a moment ago. It is the peoples choice. It should be their choice to elect whoever they want, not up to us to select indi- viduals that you just mentioned." Councilman Arkison reminded Council if appointment was not made tonight and vacancy is not filled prior to June 8th, Council will be going through a very important period of studying the budget with a four man Council. Counc Arkison Councilman Decker nominated Councilman Arkison as Mayor apptd.as Mayor Pro Tem, Councilman Fry seconded the nomination. Nomi- Pro Tem nation approved by the following vote of Council: AYES: Councilmen: Decker, Fry, Cruz, Arkison, Solem NOES: Councilmen: None ABSENT: Councilmen: None Acting City Administrator Cooney advised Council that Resolution No. 638+, which had been adopted earlier in the meeting would be amended to include Councilman Arkison as Mayor Pro Tem. Councilman Fry thanked Council for appointing him to Remarks by Council. He also remarked that he realized he had not Counc Fry been elected, and because of this he would try twice as hard to do a good job.
