A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, APPROVING A GRANT AGREEMENT WITH THE
CALIFORNIA OFFICE OF TRAFFIC SAFETY (OTS) FOR THE
"SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP)" 2021-2022
GRANT NO. PT22143.
WHEREAS, the Legislature and Governor of the State of California have agreed to
reimbursement up to $98,000.00 for the program shown above; and
WHEREAS, the California Office of Traffic Safety (OTS) has been delegated the
responsibility for the administration of this grant Program, establishing necessary procedures; and
WHEREAS, said procedures established by the California Office of Traffic Safety
(OTS) require the Applicant to certify the approval of Application(s) by the Applicant's governing
body; and
WHEREAS, the Applicant will enter into an Agreement with the State of California to
carry out the Project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa
does hereby:
1. Accept the Grant agreement from the California Office of Traffic Safety (OTS) to
cover the hourly wages at overtime rate for police officers and regular rate for
reserve officers. Officers will conduct Traffic Safety Campaigns, fifteen (15) DUI
Saturation Patrols; two (2) DUI/DL Checkpoints; one (1) Motorcycle Safety
Operation; two (2) Warrant Sweeps; fourteen (14) Traffic Enforcement Operations;
two (2) Distracted Driving enforcement operations; two (2) Bicycle and Pedestrian
Operations; four (4) Traffic Safety educational presentations; two (2) highly visible
collaborative DUI enforcement operations; two (2) highly visible collaborative
Traffic Enforcement operations; issue one (1) grant kick-off press release;
develop/maintain twelve (12) monthly DUI/ Unlicensed offender "Hot Sheets";
send two (2) law enforcement personnel to the NHTSA Standardized Field Sobriety
Testing training; two (2) law enforcement personnel to the NHTSA Advanced
Roadside Impaired Driving Enforcement (ARIDE) training; one (1) law
enforcement officer to the Drug Recognition Expert (DRE) training; one (1) law
enforcement personnel to the Drug Recognition Expert (DRE) Recertification
training in a 12 month period starting October 1, 2021 to September 30, 2022.
2. Certifies that the Applicant has or will have sufficient funds to operate and maintain
the Project; and
3. Certifies that the Applicant has reviewed and understands the provisions contained
in the California Traffic Grant Program Manuals; and
4. Appoints the City Manager as agent to conduct all negotiations, execute and submit
all documents including, but not limited to Applications, Agreements, payment
requests and so on, which may be necessary for the completion of the
aforementioned Project.
The City Clerk shall certify the passage of this Resolution.
