The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order.
In the absence of Rev. E. Nelson of Foursquare Gospel
Church, invocation was given by Merle M. Moore, Choral
Director for Gladstone High School.
Present at Roll Call: Councilmen: Decker, Fry, Cruz,
Arkison, Solem
Also Present: City Attorney Wakefield, City Administra-

There being no corrections or additions, minutes of regular
meeting of May 3, 1976, and adjourned meetings of May 4,

City Clerk presented request from S.H.B. Financial Cor-
poration for modification of a condition on Variance No.
v-466 Azusa Pacific College, concerning proposed housing
development, on property located at west side of Azusa
Avenue, and south of Orkney Street. City Council, by
Resolution No. 6396 granted above Variance with provision
that structures shall be set back at least 20 feet from
property lines.
Moved by Councilman Arkison, seconded
and unanimously carried to refer this
Mr. Seymour Braverman, Developer and President of the SHB
Financial Corporation addressed Council stating modifica-
tion requests a 15 ft. set back from sidewalk line, instead
of 20 ft. set back from property line.

The matter of rehabilitation of substandard building at Bldg.@708 N.
708 N. Azusa Avenue (Leo Nasser) was again brought before Azusa.Ave.re:
Council. City Council by action taken on March 15, 1976 rehabilita-
granted another extension to Mr. Nasser for 60 days, that tion- (Leo

' Mr. Kenneth Chan, Building Consultant for Mr. Nasser
informed Council that plans were ready and he would file
same with County Building Inspector on May 18, 1976. City
Attorney advised Council that once Mr. Chan files plans
with building inspector no further action need be taken
by Council.
City Clerk presented to Council a request from Merle M. Appvl.req.for
Moore, Choral Director from Gladstone High School for financial asst.
$156 to help finance a Concert Tour of the Monterey from Gladstone
Peninsula, scheduled for May 21 thru 23, for 35 members High Choral
of the choral group. Group

Moved by Councilman Cruz, seconded by Councilman Solem
and carried by roll call that request be granted. Council-
man Decker, and Councilman Fry dissenting.
Notice was received from Mr. Eugene C. Classow of charges
for water billed to him after close of escrow on his
property at 121 N. Soldano Avenue; he requested $47.94 be
deducted from his bill.
Councilman Cruz asked to be excused from taking action on

Notice was given that Planning Commission, by Resolution
No. 1274 conditionally approved a Variance request to
permit the installation of a 6' high fence, instead of the
permitted 42", within 5' of the street side property line,
on property located at 528 Virginia Ann Drive. No action
taken by Council.
Notice was given that Planning Commission, by Resolution
No. 1275 set for public hearing and study the matter of
parking or storage of vehicles in certain yards on other
than lawfully installed paved surfaces. No action taken
by Council.

repealing Chapter 2.76 of Title 2 of the Azusa Municipal adding new

City Attorney presented for first introductory reading an
Ordinance adding Section 5.20.075 to the Municipal Code
' relating to length of time charitable organizations may
solicit within the City of Azusa. Permits shall be issued
for a period of thirty calendar days during any fiscal
year.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
ADDING SECTION 5.20.075 TO THE AZUSA MUNICIPAL CODE,
RELATING TO CHARITABLE SOLICITATIONS.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried that further reading be waived.
A proposed Resolution was presented amending Section 91
of the Civil Service Rules & Regulations. The amendment
will delete State-wide election days from list of holi-
days granted City employees.
Councilman Decker offered the Resolution entitled:

AMENDING SECTION 91 OF THE CIVIL SERVICE RULES AND
REGULATIONS, RELATING TO HOLIDAYS.

A proposed Resolution was presented expressing City's
opposition to H. R. 10210 relating to unemployment
compensation coverage for State and local government
employees.

EXPRESSING ITS OPPOSITION TO H.R. 10210 OF THE FIRST
SESSION OF THE 94TH CONGRESS, RELATING TO UNEMPLOYMENT
COMPENSATION COVERAGE FOR STATE AND LOCAL GOVERNMENT
EMPLOYEES.

A proposed Resolution was presented authorizing the sale
of City owned property located at 5th Street and Virginia
Avenue.
Councilman Cruz offered the Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
AUTHORIZING THE SALE OF CERTAIN CITY OWNED REAL PROPERTY.
Moved by Councilman Cruz, seconded by Councilman Arkison
and unanimously carried that further reading be waived.
Moved by Councilman Cruz, seconded by Councilman Arkison
that the Resolution be adopted. Resolution passed and
adopted by the following vote of Council:

City Treasurer's Financial Statement was submitted, show-
ing a balance of $2,458,888.15, as of April 30, 1976.

City Administrator submitted notice of resignation of
Mrs. Debbie Humphreys, Senior Secretary in the Police
Department effective June 1, 1976, with request her name
'be retained on eligibility list.
Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried to accept the resignation of Mrs.
Humphreys and that her name be retained on eligibility list.
City Administrator submitted notice of resignation of
Officer George Russell, effective June 11, 1976, with
request his name be retained on eligibility list.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carrieu to accept resignation of Officer
Russell and that his name be retained on eligibility list.
Police Chief submitted a request to change contract with
IBM for use of their IBM Copier II from a monthly contract
to a 24 month contract; with this change the department
will save approximately $10 per month.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to approve request.
Bicentennial Committee submitted a request to hang a
banner on Foothill Blvd. between Azusa and San Gabriel
Avenues, announcing its July 4th celebration.

and unanimously carried to approve request, and Committee
to contact Public Works Department to hang banner.

Request from Superintendent of Light & Power that vacant
position of Senior Utility Clerk be filled.
Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried to refer this matter to the next
budget study meeting.
City Clerk read in full a Resolution authorizing payment
of warrants by the City.
Councilman Decker offered the Resolution entitled:

City Administrator reported to Council status of Peckham
roadway access to Santa Fe Regional Park recreation area.
He reported problem with amount of traffic generated in
the opening of park; surrounding business affected by
masses of people, and effect on businesses and buildings;
the need for adequate signalization to control traffic.
There will be additional meetings to resolve these problems
with County departments concerned with the matter.

1976, at 7:00 p.m., in the City Hall Conference Room
for Budget Session.
