HomeMy WebLinkAboutResolution No. 2022-C08RESOLUTION NO. 2022-008 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING THE USE OF THE REMAINING $45,693 IN COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG-CV) FUNDING FROM THE CORONAVIRUS AID RELIEF AND ECONOMIC SECURITY ("CARES") ACT WHEREAS, on March 27, 2020, the Coronavirus Aid Relief and Economic Security Act of 2020 ("CARES") (H.R. No. 748) was signed into law, allocating additional funding to the Community Development Block Grant (CDBG) program to respond, prevent, and mitigate against the effects of the novel coronavirus (COVID-19); and WHEREAS, the City of Azusa participates under the County of Los Angeles Community Development Block Grant (CDBG) Program; and WHEREAS, the Los Angeles County Development Authority is the County entity responsible for the disbursement of CDBG CARES Act Grant Funds through the Small Cities Program to the City of Azusa; and WHEREAS, the City of Azusa received approximately $241,825 in FY 2019-2020 supplemental CDBG CARES Act funds; and WHEREAS, approximately $45,693 remain in unspent CDBG CARES Act funds to allocate to a new CDBG CARES Act project; and WHEREAS, the City Council provided the opportunity for public input regarding the City's CARES Act funds. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Azusa does hereby take the following actions: SECTION 1. Consider and approve the use of remaining CDBG CARES Act (CDBG-CV) funds in the amount of $45,693 and submit the approved project and funding application to the Los Angeles County Development Authority. SECTION 2. Approve inclusion of said remaining CDBG CARES Act allocation of $45,693 in the City of Azusa annual budget. SECTION 3. Authorize the City Manager to execute all necessary contracts, agreements, and amendments with the Los Angeles County Development Authority and, if applicable, with approved recipients/subrecipients of the CDBG CARES Act program, together with any changes therein which may be approved by the City Manager and, as necessary, the City Attorney. SECTION 4. Authorize staff to adjust the FY 2021-2022 CDBG Program and budget, as necessary, to take into account the remaining CDBG CARES Act allocation available and make any programmatic changes necessary to fulfill the requirements of the CDBG CARES Act Program. SECTION 5. The City Clerk shall certify the adoption of this resolution.
