HomeMy WebLinkAboutE-5 Staff Report - Purchase of Transit BusesCONSENT ITEM E-5 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKI CARPENTER, DIRECTOR OF COMMUNITY RESOURCES DATE: JANUARY 16, 2024 SUBJECT: AWARD OF CONTRACT TO PURCHASE FOUR NEW TRANSIT VANS BACKGROUND: The Community Resources Transit Division operates a transit program that consists of Dial-A-Ride service and shuttle service to and from the Metro Gold Line stations in the City of Azusa. The purchase of four new transit vans would replace two 2012 buses that are beyond reasonable life expectancy and allow for continuation/expansion to service levels. The purchase of vans as opposed to buses allows for more flexibility in driver assignment as well as a reduction in overall maintenance expense. RECOMMENDATION: Staff recommends that City Council take the following actions: 1)Waive competitive bidding as authorized under Azusa Municipal Code Section 2.521(a) and approve the contract to purchase four (4) new transit buses through the California Association for Coordinated Transportation (CalACT) Cooperative; and, 2)Authorize the City Manager to execute the contract for the purchase of the four (4) new transit vans from A2Z Bus Sales. ANALYSIS: Current Transit Division services focus on service for seniors over 55 years of age and persons of any age with disabilities. Elderly and disabled residents in the City of Azusa and unincorporated Los Angeles County within the City can utilize the service for travel. The current fleet has six (6) buses. Two of these buses, put into service in 2012, have reached the end of their useful life. The purchase of four additional Transit vans would replace the outdated equipment as well as allow for potential expansion of service, while offering some flexibility. Approved City Council January 16, 2024 Purchase of Four Transit Buses January 16, 2024 Page 2 In order to achieve economies of scale and also to expedite the purchasing process, the City of Azusa submitted interest to be included in the CalACT purchasing cooperative. The City of Azusa’s request was granted and A2Z Bus Sales was selected as a qualified bidder through the CalACT Cooperative RFP #20-01. While the goal is to electrify the fleet at some point, purchase of these gas-powered passenger vans will allow for continuation/expansion of program services while the infrastructure for electric vehicles is strategized and installed. The vans are T350 Extended Length, High-Roof, 9 Passengers, with Shift n Step and Storage Boxes. FISCAL IMPACT: The total for four (4) fully equipped passenger vans is $453,276.19. Funds are available in the City of Azusa Prop A local funds (Fund 15). Upon Council approval of the purchase of the vehicles, funds will be requested from L.A. Metro, who oversees the disbursement of these funds, and staff will amend the budget.
