HomeMy WebLinkAboutResolution No. 2022-C37RESOLUTION N0.2022-C37 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2022-2023 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi -modal transportation funding shortfalls statewide; and WHEREAS, the City of Azusa is eligible to receive Road Maintenance and Rehabilitation Account (RMRA) Funds from the SB 1: The Road Repair and Accountability Act of 2017; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City of Azusa must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, all projects proposed to receive RMRA funding must be included in a city budget that is adopted by the applicable city council at a regular public meeting; and WHEREAS, this is the sixth year in which the City of Azusa is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City of Azusa used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high -priority and cost-effective projects that also meet the community's priorities for transportation investment; and, WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate streets/roads, and active transportation infrastructure throughout the City this year and similar projects into the future; and WHEREAS, in Fiscal Year 2018-2019, RMRA funds were apportioned for the Gladstone Street Pavement Rehabilitation Project per approved Resolution No. 2018-C39, adopted May 7, 2018, but have not been utilized; and WHEREAS, in Fiscal Year 2021-2022, RMRA funds were apportioned for the Residential Roadway Rehabilitation Project per approved Resolution No. 2021-C32, adopted June 21, 2021, but have not been utilized; and WHEREAS, the following projects are proposed to be funded with the Fiscal Year 2022- 2023 apportionment of RMRA Funds: Title: Arrow Highway Street Resurfacing and Highway Safety Improvement Project No. HSIPL-5112(019) Description: This project will rehabilitate the pavement on Arrow Highway from 500 feet west of Azusa Avenue to 855 feet east of Citrus Avenue with a 2-Inch Cold Mill, construction of a 2- Inch Asphalt Rubber Hot Mix (ARHM) and/or 3-Inch Asphalt Concrete Overlay. Proposed Schedule for Completion: June 2023 Estimated Useful Life: 15-20 years without major repair work required. Title: FY 2021-2022 Residential Roadway Rehabilitation Project Description: This project will rehabilitate the pavement on several residential streets listed below with the proposed treatment. • This project will rehabilitate the pavement on several residential streets with a Cape Seal treatment. Those Streets include the following: Street Name 1. Louise Avenue 2. Lemon Avenue 3. Lime Street 4. Angeleno Avenue 5. Fifth Street 6. Zachary Padilla Avenue 7. Bayless Street 8. Virginia Avenue 9. Fourth Street 10. Barbara Avenue 11. Bayless Street 12. Hollyvale Street 13. Orange Avenue 14. Third Street 15. Duell Street Limits of Rehabilitation Sixth Street to Northerly Terminus Fifth Street to Northerly Terminus Lemon Avenue to Orange Avenue Foothill Boulevard to Fourth Street Virginia Avenue to San Gabriel Avenue Fifth Street to Bayless Avenue Zachary Padilla Avenue to Virginia Avenue Fifth Street to Fourth Street Virginia Avenue to Orange Avenue Fifth Street to Southerly Cul-de-sac Vernon Avenue to Orange Avenue Vernon Avenue to Orange Avenue Fourth Street to Third Street Westerly Cul-de-sac to San Gabriel Avenue Westerly Cul-de-sac to Angeleno Avenue • This project will rehabilitate the pavement on several residential streets with a Slurry Seal treatment. Second Street 27. Fourth Street 28. Fifth Street 29. Sixth Street Westerly Cul-de-sac to Vernon Avenue Sixth Street to Fifth Street Foothill Boulevard to Fourth Street Foothill Boulevard to Fifth Street Fourth Street to First Street Second Street to First Street Third Street to Second Street Orange Avenue to San Gabriel Avenue Angeleno Avenue to San Gabriel Avenue Westerly Terminus to Virginia Avenue Virginia Avenue to San Gabriel Avenue • This project will rehabilitate the pavement on 4th Street with a new 4-inch Asphalt section. The limits of these improvements are as listed below: Street Name Limits of Rehabilitation 30. Fourth Street Orange Avenue to Angeleno Avenue Proposed Schedule for Completion: December 2022 Estimated Useful Life: 7-10 years without major repair work required. Title: FY 2022-2023 Residential Roadway Rehabilitation Proiect Description: This project will rehabilitate the pavement on several residential streets listed below with the proposed treatment. • This project will rehabilitate the pavement on several residential streets with a Crack Fill and Cape Seal treatment. Those Streets include the following: Street Name 1. Sunset Avenue 2. Orange Avenue 3. Enid Avenue 4. McKeever Street Limits of Rehabilitation Eleventh Street to Crescent Drive Eleventh Street to Crescent Drive Eleventh Street to Crescent Drive Eleventh Street to Crescent Drive • This project will rehabilitate the pavement on several residential streets with a Crack Fill and Slurry Seal treatment. Those Streets include the following: Street Name Limits of Rehabilitation 5. Crescent Drive Angeleno Avenue to Vernon Avenue 6. Ninth Street San Gabriel Avenue — Angeleno Avenue 7. Tenth Street San Gabriel Avenue to Vernon Avenue 8. Eleventh Street San Gabriel Avenue to Vernon Avenue • This project will rehabilitate the pavement on several residential streets/alleys with a 2- Inch Cold Mill and Asphalt Concrete Overlay. The limits of these improvements are as listed below: Street Name Limits of Rehabilitation 9. Twelfth Street Easterly Cul-de-sac to Vernon Avenue 10. Thirteenth Street Easterly Cul-de-sac to Vernon Avenue 11. Alleyway Bounded by San Gabriel Avenue, Angeleno Avenue, Twelfth Street, and Railroad Tracks 12. Alleyway Bounded by Angeleno Avenue, Sunset Avenue, Tenth Street, and Crescent Drive Proposed Schedule for Completion: June 2023 Estimated Useful Life: 7-10 years without major repair work required. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Approves the reallocation of apportioned RMRA funds from the Gladstone Street Pavement Rehabilitation Project to partially fund the Arrow Highway Street Resurfacing and Highway Safety Improvement Project No. HSIPL-5112(019). SECTION 2. Approves the apportioned RMRA funds for the FY 2021-2022 Residential Roadway Rehabilitation Project to be programmed in the 2022-23 Fiscal Year budget. SECTION 3. Approves programming the Arrow Highway Street Resurfacing & Highway Safety Improvement Project No. HSIPL-5112(019), and the FY 2022-2023 Residential Roadway Rehabilitation Project in the 2022-23 Fiscal Year budget. SECTION 4. The City Clerk shall certify the adoption of this resolution.
