A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA,
GRANTING A SPECIAL REWARD IN THE AMOUNT OF FIVE THOUSAND DOLLARS ($5,000)
LEADING TO THE ARREST AND CONVICTION OF THE PERSON(S) WHOSE ACTIONS
RESULTED IN THE MURDER OF ALEXANDER MORALES
WHEREAS, California Government Code section 53069.5 authorizes local agencies to
offer and pay rewards for information leading to the identification and apprehension of any
person whose willful misconduct results in injury or death to any person, or who willfully
damages or destroys any property; and
WHEREAS, the City Council of the City of Azusa has adopted a procedure, contained in
Chapter 46-1 through 46-7, to offer special rewards pursuant to Section 53069.5; and
WHEREAS, on March 7, 2017, Azusa Police Officers were dispatched to investigate a
homicide that took place in the San Gabriel Riverbed. Victim Alexander Morales was discovered and
Azusa Police Detectives summoned the Los Angeles County Sheriff Department to assist with the
investigation; and
WHEREAS, on March 19, 2018, the City Council of the City of Azusa adopted Resolution
No. 2018-C29 offering a five -thousand -dollar reward for information leading to the arrest and
conviction of person(s) responsible, provided such information if provided within three (3) years of
the offer of reward; and
WHEREAS, the Azusa Police Department was recently informed that that the information
provided by Wilbur Hills ("Informant'), was vital, broke the case and assisted investigators in
presenting the case to the District Attorney's office for prosecution and resulted in obtaining guilty
pleas from two individuals; and
WHEREAS, pursuant to Resolution No. 2018-C29, the informant is entitled to the reward.
THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. Special Reward. The City Council hereby directs the City Manager and
City Finance Director to provide the Informant with a reward, not to exceed, five thousand
dollars ($5,000.00) with appreciation to the Informant for assisting the Azusa Police Department,
Los Angeles County Sheriffs Department and Los Angeles County District Attorney in solving
the case.
SECTION 2. Effective Date. This Resolution shall become effective immediately upon its
adoption.
PASSED, APPROVED AND ADOPTED this 22"d day of August, 2022.
