ROOM AZUSA, CALIFORNIA TUESDAY, JUNE 153 1976 6:30 p.m. The City Council of the City of Azusa met in adjourned regular session at the above time and place. Mayor Solem called the meeting to order. Call to order Present at Roll Call: Councilmen: Decker, Fry, Cruz Roll Call Arkison, Solem Also Present: City Administrator Dangleis, Finance Officer Cooney, Sandra Strebel of Spiegel & MEDiarmid Law Firm, Representatives of ' R.W. Beck & Associates, Ron Fleig of Community Ambulance Service, Inc., City Clerk Solis City Administrator presented request from Foothill Appvl.req.frm Merchants Association for reconsideration for waiver of Foothill Center carnival license fees. The association is now-11*iting Merchants Asso. distribution of proceeds to Azusa Band Booster Club; with the guarantee of $500 or 10% of carnival gross to be given to the club. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried that Councilman Cruz continue to be Council representative from the City, and to approve his attendance at all meetings. Moved by Councilman Decker, seconded by Councilman Cruz Wrkrs. Union, and unanimously carried by roll call to approve both Local 18 Memorandum of Understanding. City Administrator presented for Council conseration Pk.& Red.Smr the, Parks & Recreation, two week, summer youth employment Youtth Program program. Director of Parks & Recreation had intended to hire thirty youths from a list of forty-eight for this program. 'After discussion, it was Moved by Councilman Fry, seconded by Councilman Cruz and uDanimously carried by roll call to increase amount budgeted for this program by $2,000 in order to provide employment for forty-eight. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call that Ct.ty business Nlicense fees be waived with stipulation that the $500 minimum be adhered to. x ,aCity Administrator presented invitation by the Citrus Invitation frm G Community College Foundation for Councilmen to attend its Citrus Comm. It was the consensus of Council that Friday, June 25th would be a more appropriate day for Council to attend. City Administrator presented request for increase of $50 in Budget Account 5030 (City Clerk) Object Account 330, due to increase in enrollment fee for Continuing Education for Public Officials Workshop, to be held in Santa Cruz, August 22nd through 28th, 1976, for Deputy City Clerk Evelyn Bath. Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried to approve this increase and amend Budget Account 5030 for fiscal year 1976-77 for City Clerk. City Administrator presented Budget Account #7500 (Light & Power Administrative) for Council approval. Moved by Councilman Cruz, seconded by Councilman Decker and unanimously carried to approve Budget Account #7500 as revised. Ms. Sandra Strebel, from the law firm of Spiegel & McDiarmid, addressed Council, reporting current status M of Edison electric rate case, and.past and continuing N problems in Washington, relative to the Federal Power Commission. R. W. Beck &.Associates is currently auditing x the financial records of Edison Company, in the face of Gresistance by this company. It was Ms. Strebel's recommendation that the City of Azusa unite with other cities in a common effort to exert pressure on elected federal officials soliciting their support in order to effect a just and equitable settlement. City Administrator presented two proposals from the Community Ambulance Service, Inc. Both proposals would be for a three year term. The first proposal was for $20,000, and the second for $28,000. After discussion with Mr. Fleig, President of Community Ambulance Service, Inc., it was Moved by Councilman Arkison, seconded by Councilman Decker and carried by roll call to approve proposal for $28,000, plus $4,450 for County's Emergency Aid Program (EAP). Mayor Solem dissenting. 1-01 Appvl.req.for increase of $50 in City Clerk's budget acct. Light & Power Administrative Acct. #7500 Report re: Fed. Power Comm. activities Proposals frm Comm. Ambulance Service Moved by Councilman Decker, seconded by Councilman Health Arkison and carried by roll call to approve Budget Account c�#5410 #5410 (Health) as amended in the amount of $32,450. Mayor Solem dissenting. Council recessed to executive session at 9:27 p.m. Council reconvened at 10:16 p.m. An Ordinance was presented for introductory first reading amending the Azusa Municipal Code relating to the compen- sation of City Clerk.
