The City Council of the City of Azusa met in adjourned
regular session at the above time and place.
Mayor Solem called the meeting to order. Call to order
Present at Roll Call: Councilmen: Decker, Fry, Cruz Roll Call
Arkison, Solem
Also Present: City Administrator Dangleis, Finance
Officer Cooney, Sandra Strebel of Spiegel
& MEDiarmid Law Firm, Representatives of

City Administrator presented request from Foothill Appvl.req.frm
Merchants Association for reconsideration for waiver of Foothill Center
carnival license fees. The association is now-11*iting Merchants Asso.
distribution of proceeds to Azusa Band Booster Club; with
the guarantee of $500 or 10% of carnival gross to be given
to the club.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried that Councilman Cruz continue to
be Council representative from the City, and to approve
his attendance at all meetings.

and unanimously carried by roll call to approve both Local 18
Memorandum of Understanding.
City Administrator presented for Council conseration Pk.& Red.Smr
the, Parks & Recreation, two week, summer youth employment Youtth Program
program. Director of Parks & Recreation had intended to
hire thirty youths from a list of forty-eight for this
program.

Councilman Arkison requested an evaluation report from the
Director of Parks & Recreation at the conclusion of summer
youth program.
City Administrator presented request for increase of $50
in Budget Account 5030 (City Clerk) Object Account 330,
due to increase in enrollment fee for Continuing Education
for Public Officials Workshop, to be held in Santa Cruz,
August 22nd through 28th, 1976, for Deputy City Clerk
Evelyn Bath.
Moved by Councilman Cruz, seconded by Councilman Fry and
unanimously carried to approve this increase and amend
Budget Account 5030 for fiscal year 1976-77 for City Clerk.
City Administrator presented Budget Account #7500 (Light
& Power Administrative) for Council approval.
Moved by Councilman Cruz, seconded by Councilman Decker
and unanimously carried to approve Budget Account #7500
as revised.
Ms. Sandra Strebel, from the law firm of Spiegel &
McDiarmid, addressed Council, reporting current status
M of Edison electric rate case, and.past and continuing
N problems in Washington, relative to the Federal Power
Commission. R. W. Beck &.Associates is currently auditing
x the financial records of Edison Company, in the face of
Gresistance by this company. It was Ms. Strebel's
recommendation that the City of Azusa unite with other
cities in a common effort to exert pressure on elected
federal officials soliciting their support in order to
effect a just and equitable settlement.
City Administrator presented two proposals from the
Community Ambulance Service, Inc. Both proposals would
be for a three year term. The first proposal was for
$20,000, and the second for $28,000.
After discussion with Mr. Fleig, President of Community
Ambulance Service, Inc., it was

and carried by roll call to approve proposal for $28,000,
plus $4,450 for County's Emergency Aid Program (EAP).

Council reconvened at 10:16 p.m.
An Ordinance was presented for introductory first reading
amending the Azusa Municipal Code relating to the compen-
sation of City Clerk.
