The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order.
Invocation was given by Monsignor Robert Stein of St.
Frances of Rome Church.
'Minutes of June 7, 1976 regular meeting stand approved
as corrected and June 15, 1976 adjourned meeting stand
approved as submitted.

Mayor Solem presented 10 year service award pin to Terry
Kendrick, Fireman in Azusa Fire Department.
Mr. Guillermo Rios, 585 Virginia Ann Dr. spoke before
Council informing both Council and audience of the
special July 4th cancellation that will be used by the
post office for that day only; these, on a bicentennial
envelope, may be urchased through the City Administra-
tor's office for MOO each.
Director of Public Works requested that consideration
of bids for construction of 12" water line in Todd Ave.
from Sierra Madre Ave. to Tenth St., be tabled to the
meeting on July 6, 1976.
Moved by Councilman Cruz, seconded by Councilman Arkison
and unanimously carried to table this item to meeting of
July 6, 1976.
City Clerk presented request from Azusa Herald for City
to purchase a full page ad in its special Bicentennial
Salute to America issue to be published July 1, 1976.
Jack Loether, 234 E. Foothill Blvd. addressed Council
explaining a full page ad would cost $500.00, and zJ page
ad $250, he also answered questions from Council.
Moved by Councilman Cruz, seconded by Councilman Arkison
and unanimously carried by roll call for City to purchase
J page ad in Azusa Herald Bicentennial Salute to America
issue.
An Ordinance was presented for second reading and adop-
tion establishing salary for City Clerk at $1,375• per
month, effective 30 days after adoption of Ordinance.

tion an Ordinance entitled:

City Clerk presented request from Banner Girls of Glad-
stone High School to paint house numbers on curbs in
the City of Azusa, as a fund raising project.
Moved by Councilman Cruz, seconded by Councilman Fry
and unanimously carried to grant request, and refer
to Director of Public Works.
A communication was received from Personnel Board,

Notice was also given that Planning Commission, by Resolu-
No. 1283 conditionally approved Tentative Parcel Map
6412 (Sierra Madre & Virginia Ann Dr.) No action taken by
Council.
Notice was further given that Planning Commission by
Resolution No. 1284 commended Jeffrey L. Shaw for job
well done as Planning Assistant. No action taken by
Council.
City Attorney submitted a Quitclaim Deed to Council for
action. To complete the sale of City property at 5th
and Virginia, the Title Insurance & Trust Company insists
that City execute a Quitclaim Deed quitclaiming any
interest it may have in improvements on subject property
to Mr. Turell.
City Attorney recommended that Council approve the Quit-
claim Deed and authorize the Mayor to execute the same
on behalf of the City of Azusa.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried by roll call to approve recom-
mendation of the City Attorney.
City Attorney submitted for introductory first reading
an Ordinance concerning the playing of bingo in the
City of Azusa. This Ordinance would implement the
constitutional amendment by the people at the June
Primary Election to authorize permits to be issued to
non-profit organizations for playing bingo in the City
of Azusa.
Councilman Arkison offered for first introductory read-
ing an Ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
ADDING CHAPTER 8.05 TO THE AZUSA MUNICIPAL CODE TO
AUTHORIZE THE ISSUANCE OF PERMITS FOR THE PLAYING OF
BINGO TO NON-PROFIT CHARITABLE ORGANIZATIONS CONSISTENT
WITH SECTION 19 OF ARTICLE IV OF THE CONSTITUTION.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried that further reading be waived.
City Treasurer's Financial Statement was submitted,
showing a balance of $2,447,917.91, as of May 31, 1976.
Moved by Councilmari Arkison, seconded by Councilman Decker
and unanimously carried to receive and file.
City Administrator submitted monthly reports from various
departments.
Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried to receive and file.
City Administrator submitted plans and specifications
for improvement of Cerritos Avenue, from Fifth Street to
'Foothill Blvd., Project No. 534•
Director of Public Works recommended that Council approve
plans and specifications for Project No. 534, and direct
City Clerk to advertise for bids; also Council adopt the
Resolution requesting Aid to Cities Funds for this project
from Los Angeles County.
Moved by Councilman Decker, seconded by Councilman Arkison
and unanimously carried to approve recommendation of
Director of Public Works.

REQUESTING AN ALLOCATION OF COUNTY AID TO CITIES FUNDS
FOR THE RECONSTRUCTION OF CERRITOS AVENUE FROM FOOTHILL
BOULEVARD TO 382.5 FEET SOUTH OF THE CENTERLINE OF SIXTH
STREET. -
Moved by Councilman Decker, seconded by Councilman Arkison
and unanimously carried that further reading be waived.

City Administrator submitted request from Director of Appvl.R.Ayon

Finance Officer submitted memos from Assistant Purchasing Items delcared
Officer, listing certain items that are obsolete or obsolete or
surplus. It was recommended that Council declare these surplus
items surplus and certain items be turned over to the Pol-
ice auction,and for sale by informal bids on balance.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to approve recommendation of
Finance Officer.
City Administrator submitted requested vacation dates
for authorization as follows: August 23 through September
103 1976 and March 7 through 11, 1977, and that Finance
Officer, Edward Cooney be appointed Acting City Adminis-
trator in his absence.
Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried that both requests be granted.
A proposed Resolution was presented authorizing payment
of employees' contributions to PERS retirement system
for those regular Miscellaneous and Public Safety employees
referred to in a Memorandum of Understanding or in separate
action of the City Council; a amount which shall be equal
to half of the required employee's contribution to PERS,
up to a maximum of three and one-half percent (3.5%) of
employee's base wages shall be paid by the City.
Councilman Cruz offered the Resolution entitled:

City Administrator submitted communication from Finance
Officer requesting Council encumber funds in the 1975-
76 budget that will be carried over to the 1976-77 budget.
An amount of $18,708.58 was originally appropriated so
Council would have funds available for Community Redevelop-
ment activities.
Moved by Councilman Cruz, seconded by Councilman Arkison
and unanimously carried to approve the request.
Mrs. Arlene Sams, Acting Bicentennial Chairperson, in
the absence of Chairperson Pauline Asmus, gave an out-
line of the scheduled "Bicentennial Sunday', to be held
in City Hall Courtyard July 4, 1976, at 10:30 a.m.

Mayor Solem advised Council that the status of the Library Appointments
Board has been changed to that of a Commission, and he to various

the Planning Commission.

and unanimously carried to approve re -appointment of Mr.
0. John Conforti as member of the Planning Commission.
Mayor Solem advised Council that the Azusa Board of
Education has recommended the appointment of Thais
as member of the Parks & Recreation Commission.

and unanimously carried to approve appointment of Thais
Aguirre as recommended by the Azusa Board of Edu;ation .
Mayor Solem recommended the appointment of Mrs. Beulah R.
Smith as Council representative to the Parks & Recreation
Commission.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried to approve appointment of Mrs.
Smith as member of the Parks & Recreation Commission.
Councilman Arkison questioned what had been done concern-

City Administrator stated that proposed sketch for
entrance sign had been given to Marie Callender's
Organization, for approval; Director of Public Works is
pursuing various possibilities.
City Attorney reported on the Safety Committee. He has

Safety Committee and will have this at meeting of July 6,

Regarding Cable TV for the City, City Administrator stated

that Director of Public Works had checked on this and
there is no information to be added at this time from
Mr. Downes. After discussion it was the feeling of
Council that Director of Public Works should invite Mr.
Downes to the Council meeting of July 6, 1976 for
progress report; also, Director of Public Works to make
inquiries if any other company would be interested in
supplying Cable TV service for the City.

City Administrator reported on the antique store on Rpt. re:
Azusa Avenue. A fire safety inspection was conducted Antique Store
on this property and a fifteen day notice was given.
Owners are planning to secure warehouse space else-
where.
Concerning the California Housing Finance Agency's Neighbor..Rpt. re:
hood Preservation Program. City Administrator remarked California
that he and Planning Director researched this document. Housing
' If City does enter into this program, the Agency has the Neighborhood
right to stipulate that City will provide offsite improve- Preservation
ments, and can dictate what they will be. He will have a Program
more detailed report re: financing at meeting of July 6th.
Councilman Cruz questioned if Fifth Street was a truck
route. He has received numerous complaints that trucks
use this street all day long. Director of Public Works
answered that Fifth Street is a truck route from
Virginia Street westerly. Easterly portion of Fifth
Street should not be used by trucks, unless they are
making a delivery. Police Chief is watching this area
and making selective enforcement. Area is adequately
posted.
Councilman Cruz advised Council that County Supervisors
acted on redlining being used by various lending insti-
tutions., within certain districts, and Azusa is
mentioned. County has instructed the City Treasurer not
to invest money in these institutions.
Moved by Councilman Cruz, seconded by Councilman Arkison
and unanimously carried to have City Treasurer investigate
this situation, and report to Council.
' Councilman Arkison reviewed results of meeting with
representative from law firm of Spiegel & McDiarmid, at
Council Meeting of Jure 15th. He stated that some means
of communication be established between cities being
affected by Edison Company rates.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried that City Administrator and
Superintendent of Light & Power contact other cities
and set up a joint meeting on some basis with other four
cities involved.
City Clerk read in full a Resolution authorizing payment
of warrants by the City.
Councilman Decker offered the Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
Moved by Councilman Decker, seconded by Councilman Arkison
and unanimously carried by roll call that the Resolution
be adopted. Resolution passed and adopted by the follow-
ing vote of Council:
