HomeMy WebLinkAboutResolution No. 2023-C26 RESOLUTION NO. 2023-C26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2023-2024 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, the City of Azusa is eligible to receive Road Maintenance and Rehabilitation Account (RMRA) Funds from the SB 1: The Road Repair and Accountability Act of 2017; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City of Azusa must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and WHEREAS, all projects proposed to receive RMRA funding must be included in a city budget that is adopted by the applicable city council at a regular public meeting; and WHEREAS, the City of Azusa, will receive an estimated $1,200,000 in RMRA funding in Fiscal Year 2023-24 from SB 1; and WHEREAS, this is the seventh year in which the City of Azusa is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City of Azusa used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the community’s priorities for transportation investment; and, WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate streets/roads, and active transportation infrastructure throughout the City this year and similar projects into the future; and WHEREAS, in Fiscal Year 2022-2023, RMRA funds were apportioned for the Residential Roadway Rehabilitation Projects per approved Resolution No. 2022-C37, adopted May 16, 2022, but have not been fully utilized; and WHEREAS, the following project is proposed to be funded with the Fiscal Year 2023- 2024 apportionment of RMRA Funds; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co-benefits statewide: Title: Gladstone Street Rehabilitation Project Description: This project will rehabilitate the pavement on Gladstone Street from the westerly City limits to the easterly city limits with a 3-Inch Cold Mill and 3-Inch Asphalt Concrete Overlay. Proposed Schedule for Completion: June 2024 Estimated Useful Life: 15-20 years without major repair work required. Title: FY 2022-2023 Residential Roadway Rehabilitation Project Description: This project will rehabilitate the pavement on several residential streets listed below with the proposed treatment. • This project will rehabilitate the pavement on several residential streets with a Crack Fill and Cape Seal treatment. Those Streets include the following: Street Name Limits of Rehabilitation 1. Sunset Avenue Eleventh Street to Crescent Drive 2. Orange Avenue Eleventh Street to Crescent Drive 3. Enid Avenue Eleventh Street to Crescent Drive 4. McKeever Street Eleventh Street to Crescent Drive • This project will rehabilitate the pavement on several residential streets with a Crack Fill and Slurry Seal treatment. Those Streets include the following: Street Name Limits of Rehabilitation 5. Crescent Drive Angeleno Avenue to Vernon Avenue 6. Ninth Street San Gabriel Avenue – Angeleno Avenue 7. Tenth Street San Gabriel Avenue to Vernon Avenue 8. Eleventh Street San Gabriel Avenue to Vernon Avenue • This project will rehabilitate the pavement on several residential streets/alleys with a 2-Inch Cold Mill and Asphalt Concrete Overlay. The limits of these improvements are as listed below: Street Name Limits of Rehabilitation 9. Twelfth Street Easterly Cul-de-sac to Vernon Avenue 10. Thirteenth Street Easterly Cul-de-sac to Vernon Avenue 11. Alleyway Bounded by San Gabriel Avenue, Angeleno Avenue, Twelfth Street, and Railroad Tracks 12.
