The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order. Call to Order
Invocation was given by Monsignor Robert Stein of St. Invocation
Frances of Rome Church.

City Clerk presented affidavit of proof of publication
of notice of this hearing in the Azusa Herald, on July
22, 1976; and also affidavit of posting, on July 23, 1976.
Planning Commission, by Resolution No. 1286 conditionally
approved a CUP request to allow mobilehome sales and
display, as well as parking area for tenant recreation
vehicles and boats, on property located at 826 E. Foot-
hill Blvd.
Mr. M. 0. Senac, 540 E. Foothill Blvd., Azusa, owner's
representative, and Manager of the Mobilehome Park,
addressed Council re: condition No. 6 which requires
sidewalks across front of subject property, and requested
Council delete this condition from the CUP.
Planning Director Fitzsimmons addressed Council and
re -stated Planning Commission's reasons for requirement
of condition No. 6, on Conditional Use Permit.
Moved by Councilman Decker, seconded by Councilman Cruz

Planning Director Fitzsimmons advised Council this
program has the same goals as the Housing and Community
Development Act of 1974. The programs proposed by the
California Housing Finance Agency are different; how-
ever, the two programs could complement each,other.
If Council is interested in participating in the
programs proposed by the California Housing Finance
Agency, application must be filed prior to August 15,
1976, in order to be accepted for consideration in
first round of funding.
Moved by Councilman Decker, seconded by Councilman Cruz
and unanimously carried City to participate in California
Housing Finance Agency program and to have staff submit
application.

unanimously carried that request be granted.
City Clerk presented claim against the City by Joe.Velasco, Claim vs
16724 Millburgh Rd., Azusa, for return of bail money paid City
for release of his son John Velasco. City Administrator
having investigated, recommended that claim be denied.
Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried that claim be denied.
A proposed Resolution was presented commending Larry and
Pauline Asmus for their participation in the City's Bi-
centennial Celebration.
Councilman Arkison offered the Resolution entitled:

Director of Parks & Recreation advised Council the Parks Senior
& Recreation Commission have been exploring the possi- Citizens
i bilities of City having its own Senior Citizen's Center. Center
It was learned that the Marcellus T. Joslyn Foundation
' rovides grants for this purpose to a maximum of
75,000. With Council permission Parks & Recreation
Commission will pursue availability of obtaining funds,
and if City of Azusa would qualify for same.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried to authorize Parks & Recreation
Commission to make application for grant to Marcellus T.
Joslyn Foundation.
Planning Director presented to Council matter of funding Bikeway &
under SB 821 for implementation of the master bikeway pedestrian
and pedestrian plan. Last year City of Azusa joined plan

with surrounding cities and County of Los Angeles in
preparation of the "East San Gabriel Valley Bikeway
Master Plan". A joint application must be filed prior
to August 16, 197b for 1976-77 funding. Maximum amount
Azusa could receive this year would be $5,100.
Planning Director recommended that Council authorize
filing necessary application and designating City Admin-
istrator as authorized representative for making claims
' and naming the City of San Dimas recipient of funds;
funds will be distributed to individual cities by San
Dimas.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to approve recommendation.
A proposed Resolution was presented finding that Police Res.#6440
Sergeant Larry Trujillo is incapacitated within the re:retirement
meaning of the Public Employees' Retirement Law for for disability
performance of his duties in the position of Police for Pol. Sgt.
Sergeant, and such incapacity has existed since June 4, Larry Trujillo
1976.

Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried to accept resignation.
City Administrator advised Council that Fire Chief Notice of
Torrance is filing formal charges against Captain Robert charges filed
McEachern, in accordance with Sections 2.32.070 and against Capt.
2.36.030 of the Municipal Code, in violation of Section Robert
?0, para. 2, of the Civil Service Rules and Regulations, McEachern
'Absent without leave". Captain McEachern was notified
by certified mail on July 28th, that he had used up all
of his sick and vacation time and was ordered to return
to his assignment. A return receipt, signed by Captain
McEachern and dated July 30th, 1976, was received August
2, 1976. Captain McEachern has not return to work as of
this date.
Mayor Solem requested Council direction re: voting for Delegate to
delegate on the RTD Board, meeting for delegate election RTD Board
will be held on August 4, 1976.
Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried City Council support candidacy of
Charles Story, Councilman from LaPuente for vacancy on
RTD Board, and to instruct Mayor Solem to so vote.

that a Resolution and plaque be presented to Richard
Hernandez, for his service to City as member of Personnel
Board. Motion failed by the following vote of Council:

City Clerk read in full a Resolution authorizing payment
of warrants by the City.
Councilman Fry offered the Resolution entitled:
