Mayor Solem called the meeting to order. Call to Order Invocation was given by Rev. Richard C. Addison of First Invocation Baptist Church. Six (6) bids were received as follows: ' West Coast Paving Co. $42.697.94 Frank Spelley 433441.43 Aman Bros., Inc. 48,330.60 Sulley-Miller Contracting Co. 49,787.30 Duran Construction 51,305.90 Crowell and Larson 51,848.59 It was recommended by Director of Public Works that Council award contract for construction of Project No. 534 to West Coast Paving Co., low bidder, in the amount of $42,697.94, and authorize the Mayor and City Clerk to execute toe con- tract. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call to approve recommen- dation of Director of Public Works to award contract in the amount of $42,697.94, authorize Mayor and City Clerk to execute contract, and return bid bonds to unsuccessful bidders. City Clerk submitted request from Helping Hand for permis- Appvl.boxing sion to hold boxing exhibition at St. Francis Parish Hall exhibition on Sunday, August 29, 1976, from 3 to 6 p.m. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to approve request. The annual Agreement between City of Azusa and Los Angeles Appvl. County for subsidy of recreation programs in school dis:: Recreation tricts which include schools in the unincorporated areas Agreement of Los Angeles County, was presented for Council approval. This program has been reduced 40% by County for 1976-77, which will reduce expected funds by $1,056. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call to approve Agreement with changes in funding, and modify budget to show new figures. Clerk AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, AUGUST 16, 1976 As directed by Council, Police Chief submitted recommenda- tion on proposal for Azusa Youth Intervention Program, presented to Council at the July 19th Council meeting, by Mr. Joe Abasta. After reviewing the proposal, Chief Elkins stated there is merit in such a program and would recommend to Mr. Abasta that he continue in his attempt to find other sources of funding, however, he could not recommend that the city become involved in any funding of the project. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to follow recommendation of Chief Elkins, and have Mayor and City Administrator advise Mr. Abasta of Chief Elkin's recommendation. Director of Public Works./requested Council approval to hire temporary Water Utility Man, Step 1, Range 115.5, for a period not to exceed two months. Due to the resignation of Stephen Rodgers, Welder, with the Water Division, it will take approximately 45 days before a replacement can be made. Cf) Moved by Councilman Decker, seconded by Councilman Fry N and unanimously carried to approve request of Director of Public Works. a � Communication was submitted by Director of Public Works concerning installation of automatic gates and flashing signals at Dalton Avenue and Alameda Avenue at the Atchison, Topeka and Santa Fe Railroad crossings. The railway company has estimated that it will cost a total of $82,844. for new control circuitry for gates at above crossings. The Federal Highway Act of 1973, authorized the Federal Government to participate in the ' amount of 90% for installation of automatic gates and flashing signals at all railroad crossings not presently having automatic gates. If subject funding were provided, City's share would be $8,285. After discussion, it was Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to receive and file. Planning Director submitted a communication regarding City -owned property adjacent to Corell property located at 1103 N. Orange Avenue. Mr. Corell has indicated an interest in purchasing a portion of City owned property located behind his property line and adjacent to North- side Park. Subject property has been appraised at $2,294.35 which is a fair price and comparable to the market value of Mr. Corell's property. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to direct City Administrator to inform Mr. Corell that City will sell property at appraised price of $2,294.35. City Administrator submitted proposed Resolution which was adopted by the City of South Gate regarding the reassessment of property by the Los Angeles County Assessor's office which has resulted in an average in- crease of approximately 14% in the assessment roll over 1975-76 basis. Proposed Resolution requests County of Los Angeles Board of Supervisors to pass on to various Municipalities and taxpayers within said municipalities least a portion of financial benefits derived from the increased assessments. Soldano Ave., Azusa, addressed Council and requested that City provide information to the news media re: the water nitrate level recently publicized. Councilman Arkison again brought up the matter of the safety committee. During discussion City Administrator Dangleis stated that it would be relatively easy to strengthen present departmental procedure relative to safety, as recommended by Councilman Fry. Councilman Arkison brought before Council the matter of nitrate content in municipal water supply. In response to his questions, City Administrator Dangleis and Director of Public Works Wells answered that current instructions from the State call for a notice to be included in City's monthly water billing for sending to all water users, advising possible hazards and necessary precautions; and further advising corrective steps to be taken by City. City Administrator is attempting to modify State requirements. Public Works Director advised current steps being taken to aleviate problem. Councilman Arkison requested Police Captain Lara to orally report on Public Official Protection workshop he recently attended. Captain Lara complied. Councilman Arkison then requested that he submit a report to Council con- cerning the value of Neighborhood Watch Program, as currently used in other cities. Councilman Arkison stated that he had received a solici- tation for contribution from San Dimas Mountain Rescue Team. He asked if it would be possible for City to give financial assistance to team. Mayor Solem requested City Attorney to investigate and report to Council if it is possible for City to give financial assistance to organi- zationsoutside of City. Fire Chief stated he would find out and report to Councilman Arkison how many stations are currently undergoing dry ice treatment. Councilman Fry asked Fire Chief Torrance about re ort Fire Works received concerning fire damage, in City, during th of July week -end; specifically citing one fire which caused $11,000 damage to dwelling, and asked if it was caused by safe and sane or illegal fireworks. Fire Chief answered it was caused by illegal fireworks, and further reported on ongoing problems created by fireworks, both legal and illegal. Councilman Fry asked that Police Captain Lara prepare City jail and submit a report re: possible steps to be taken to make City jail more secure, City Clerk read in full a Resolution authorizing payment Res. #6448 of warrants by the City.
