HomeMy WebLinkAboutD-3 Staff Report - RFP for construction Old Schoolhouse and Historic RowSCHEDULED ITEM D-3 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: LUCY DEMIRJIAN, PROJECT MANAGER DATE: FEBRUARY 5, 2024 SUBJECT: PRESENTATION OF FINAL DESIGN FOR OLD SCHOOLHOUSE RESTORATION AND HISTORIC ROW IMPROVEMENTS PROJECT AUTHORIZATION TO SOLICIT BIDS FOR CONSTRUCTION BACKGROUND: The “Old Schoolhouse” building is considered valuable from an architectural standpoint due to it being one of the only surviving single room wood framed school houses in the San Gabriel Valley. On February 15, 2022, the Azusa Unified School District (AUSD) Board of Trustees certified the environmental impact report for the Old Schoolhouse building (Final EIR). That certification allowed the City of Azusa, as a responsible agency, to rely on the Final EIR and pursue funding to relocate the Old Schoolhouse building to Veteran’s Freedom Park. On February 2, 2022, the City entered a Memorandum of Understanding with the AUSD concerning the transfer of ownership of the Old Schoolhouse building, with the intent to restore and preserve the historic and culturally significant structure. On October 13, 2022, the Old Schoolhouse was relocated between the City’s Historical Museum and the Barnes House (City’s first permitted home). On December 5, 2022 the City Council authorized staff to release a Request for Proposals to seek qualified professionals to create the design for the restoration of the exterior and interior of the Historic Schoolhouse for reuse as a museum or cultural center, and design of curated space around the building to connect adjacent historic buildings as part of “Historic Row.” On June 5, 2023, Page & Turnbull (P&T) was awarded the contract for design and project management services to include the restoration of the historic building and surrounding landscape improvements. On October 18, 2023, Page and Turnbull presented the proposed restoration and rehabilitation plans to the Cultural and Historic Preservation Commission. The Commission voted (3-0) to approve the Certificate of Appropriateness, making the five required findings to grant a Certificate of Appropriateness pursuant Azusa Municipal Code Section 55-47 (Certificate of Appropriateness). The project is considered to be Approved City Council February 5, 2024 Authorization to Solicit Bids for Construction of Old Schoolhouse and Historic Row February 5, 2024 Page 2 of 3 Categorically Exempt (Class 31 Historical Resource Restoration/Rehabilitation) pursuant Section 15331 of the California Environmental Quality Act (CEQA) Guidelines, as the rehabilitation of the historic resource will be consistent with the Secretary of Interior’s Standards for Treatment of Historic Properties. The final design plans were submitted for Plan Check and review. Construction drawing are underway and anticipated to be ready to be bid this month. RECOMMENDATION: Staff recommends that the City Council take the following action: 1) Authorize staff to solicit a Notice of Inviting Bids for construction services, to be prepared once construction drawings are completed in City’s standard form, related to the Old Schoolhouse Restoration and Historic Row Improvements Project (CIP Project Account 28-10-615- 000/61524A) subject to minor modifications. 2) Authorize Staff to solicit a Request for Proposals for the purchase and installation of furniture, fixtures and equipment (FF&E) related to the Old Schoolhouse and Historic Row Project. ANALYSIS: This is a Design-Bid-Build (DBB) project for the restoration of the exterior and interior of the Historic Schoolhouse for reuse as a museum or cultural center and curated space around the building to connect adjacent historic buildings as part of “Historic Row.” In DBB, the agency contracts with an architectural or engineering firm, which designs the project and prepares a complete set of construction documents. The agency solicits bids from contractors based on the completed documents and awards the construction contract to the "responsible bidder" that offers the lowest price. Page & Turnbull (P&T) architectural design services include research, design, and production of construction drawings and specifications to rehabilitate and restore the Old Schoolhouse in accordance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. In addition to design development, P&T will provide construction documents and technical assistance through contractor selection, including reviews of contractor submittals. Anticipated Project Timeline: Construction Documents February Permitting February - March Commence Bid Process o Mandatory Bid-Walk o Questions & Answers February - March Bid Review and Negotiations March Award of Construction Contract April Groundbreaking / Project Construction May -September Post Construction Review October Project Ribbon Cutting and Grand Opening October Authorization to Solicit Bids for Construction of Old Schoolhouse and Historic Row February 5, 2024 Page 3 of 3 FISCAL IMPACT: Through the efforts of Senator Susan Rubio and Assemblymember Blanca Rubio the City was awarded a $3 million grant under Assembly Bill 179 (Budget Act of 2022) to move, restore and curate the historic landmark and the surrounding area.
