REGULAR MEETING
MONDAY, DECEMBER 18, 2023 – 7:30 P.M.
The City Council of the City of Azusa met in Closed and Regular session at Azusa Auditorium at 213 E. Foothill
Blvd., Azusa, CA 91702.
CLOSED SESSION
Mayor Gonzales called the meeting to order at 6:30 P.M.

City Attorney Marco Martinez reported City Council met in closed session and reported there were no reportable
actions.
CEREMONIAL
1. Recognition of City of Azusa Community Improvement Manager Rick McMinn, for receiving a Lifetime
Achievement Award from the California Association of Code Enforcement Officers (CACEO).
Economic & Community Development Director Jimenez presented City of Azusa Community Improvement
Manager Rick McMinn with a Lifetime Achievement Award.
PUBLIC PARTICIPATION

REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
1. **‘Pet of the Month’ Presentation by Los Angeles County Animal Care & Control.
Baldwin Park Animal Control Officer provided the ‘Pet of the Month’ presentation regarding a one-year-old
neutered Terrier named Roberto, who is available for adoption at Baldwin Park Animal Care Center, which is open
Monday through Saturday from 11:00 a.m. to 5:00 p.m.
2. **Economic Development Update.
Economic & Community Development Director Jimenez provided a presentation regarding the Economic
Development Year End Review and Jason Tolleson with Serrano Development Group provided an update on The
Orchard project and responded to Council questions.
3. City Manager Communications.
City Manager Gonzalez announced that the City Library Manager position has been reclassified to Lila, the new
City Librarian.
COUNCIL COMMENTS
Mayor Pro-Tem Beckwith thanked Councilmember Mendez and all who put together the Santa Tour. Thanks to
City staff for the excellent year and happy holidays. The City’s 125th Gala is scheduled for December 29, 2023, at
the Linley Scott House.
Councilmember Alvarez wished everyone a Merry Christmas and Happy New Year and urged those traveling to
stay safe.
Councilmember Avila Jr. congratulated Lila, Rick McMan, and all employees for a great year. December was a
great month for community events. Great job to Mayor Gonzales and staff on the Azusa Resource Center (ARC).
There have been six ribbon cuttings since September and thirty-four business licenses in the last quarter, great job
by all those involved. Merry Christmas and Happy New Year to all.
Councilmember Mendez expressed appreciation for the Christmas sweater contest and festive Council meeting,
and for the City’s 4th Santa Tour. He thanked Chief Wenrick and the entire department for their efforts,
congratulation to Lila for being selected for the City Librarian position. Merry Christmas and Happy New Year.
Mayor Gonzales expressed appreciation to City staff for all their hard work. Thanks to Public Works staff for
making the downtown area more festive by decorating the poles with Christmas lighting. He recommended
City Council December 18, 2023 Page | 3
working on a policy next year to make the downtown more festive during the holidays. Thanks to the Parks and
Recreation Department for the wonderful Tree Lighting Ceremony, Cruising Back event, and toy drives. Mayor
Gonzales requested that the Together We Fly organization be presented with a Certificate of Recognition for the
toy drives.

for Special Call.

8. Increase to the Best, Best & Krieger, LLP Blanket Purchase Order No. 040447, for Fiscal Year 2023/24 to

Resources (General Fund) and use of General Fund Insurance Reserves in the amount of $275,000 to
amend the Risk Management Fund budget was approved.

DATED NOVEMBER 17, 2023 THROUGH DECEMBER 13, 2023.
RECOMMENDED ACTION:
1) Adopt Resolution No. 2023-R15 allowing certain claims and demands to be paid out of Successor Agency
Funds.
Motion: by Councilmember Mendez, seconded by Councilmember Alvarez to 1) Adopt Resolution No. 2023-R14
allowing certain claims and demands to be paid for warrants dated November 2, 2023 through November 16, 2023
of Successor Agency Funds.
