City Attorney Marco Martinez reported City Council met in closed session and reported there were no reportable
actions.
CEREMONIAL
1. Presentation of Proclamation proclaiming the Month of November 2023 as Family Court Awareness
Month in the City of Azusa.
Councilmember Andrew Mendez proclaimed the Month of November 2023 as Family Court Awareness Month
in the City of Azusa, CA.
2. Presentation of Proclamation proclaiming the Week of November 12-18, 2023 as United Against Hate
Week in the City of Azusa.
Councilmember Jesse Avila Jr. proclaimed the week of November 12-18, 2023 as United Against Hate Week in
the City of Azusa, CA.
3. Presentation of Proclamation proclaiming November 25, 2023 as Small Business Saturday in the City of
Azusa.
Mayor Pro Tem Dennis Beckwith proclaimed November 25, 2023 as Small Business Saturday in the City of
Azusa, CA.
4. Certificates of Recognition to the Winners of the Golden Days Window Decorating Contest.
Councilmember Alvarez read the Certificate of Recognition and noted that there were three categories: one for
the Mayor’s Choice Award, one People’s Choice Award and two for Gold Day’s Choice Award. Athen’s
Services received Mayor’s Choice, Lisa Ashley received the People’s Choice, Ratuka Romand and Lashion Eto
for Golden Days choices.
PUBLIC PARTICIPATION
Yolanda Rodrigues Pena from Azusa Connects announced the winners of the Azusa Connects Horseshoe Hunt in
the Golden Days Window Contest as Team Ganonza and Family and presented them with a basket.
Arturo Ortega, Superintendent of Azusa Unified School District, share highlights regarding the school district.
Sports teams are doing very well. There is a girls football team, and for the first time in a long time, the high
schools will be fielding freshmen Junior Varsity and Varsity girls and boys basketball. Over 500 students will be
actively participating in sports at Azusa High School. All AUSD schools participated in the Golden Days parade.
Lee Elementary school won second place in the floats category. The new Gladstone Middle School Cheer squad
won second place in the marching category. Nutrition services team continues serving healthy made from scratch
meals, breakfast and lunch items, for students. They were recently recognized by the organization No Kid
Hungry for their efforts in scratch cooking and their implementation of Second Chance Breakfast. Actress
Kristen Bell came to AUSD to present a $10,000 donation as part of this recognition. The Board of Education
will be receiving additional information regarding suggestions that have been made for the AUSD surplus of
property. Over 600 students and their families attended the annual Azusa High College Fair. Over 50 colleges
and the Armed Forces were involved. All students from grade level Third through 12 have access to free paper, a
24/7 live chat based platform for tutoring and is available in both English and Spanish. AUSD received a
proposal from a Charter school. As required, the district will hold a public hearing at the November 14th Board
meeting. Thank you to City Council for their partnership and what they do for the community.

Antonio Tapia provided comments regarding issues with parking in alleys where it’s not allowed, making it
difficult for him to leave his property. There is also illegal racing of motorcycles on Dalton and Sedano that is a
hazard. He continues to call the police and has not had a response. There is a house across from his and the
tenants are often doing drugs outside in front of a small child. There has been no response from the police to
those calls.
City Clerk Cornejo stated a letter was emailed in regard to yesterdays car show, thanking the City and
Councilmember Mendez that was forwarded to City Council members.
Mayor requested staff and Chief Wenrick get with Mr. Tapia regarding his concerns.
REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
1. City Manager Communications.
City Manager Gonzalez provided a public thank you to all of City Staff for working extremely hard and in
supporting all of the events the City has been hosting. They’ve done a phenomenal job. Every single department
went above and beyond to make all the events successful. They continue to be flexible and available.
COUNCIL COMMENTS
Mayor Pro Tem Beckwith thanked staff for a wonderful event Cruising back to Route 66. It was a wonderful
event. Everyone was well prepared. The same applies to the Golden Days week of events. He’s looking forward
to the Veteran’s Day and 125th Celebration events to come. Congratulations to the Police Department for the
month long pink patch events.
Councilmember Alvarez thanked City Clerk Cornejo for the work he put into the Golden Days events, it was a
great week. They will be having the Veteran’s Day Ceremony at City Hall on 11/11 at 11:00 a.m. He attended
the FTA meeting, just a reminder, those attending Rose Bowl events, Foothill Transit does supply transit. Hearts
for the Hungry, a thanksgiving meal with all the trimmings, will be open to the public Saturday November 18,
from 11 a.m. to 2 p.m. at 777 E. Alosta Avenue. It is open to the public, there will be music and carnival games.
Councilmember Avila Jr. congratulated the Golden Days committee and Chairman Cornejo for a fantastic week,
he went to all the events; each was well attended and well organized. Kudos to all the non-profits who did all the
hard work. Congratulations to everyone for a successful Cruising back to Route 66 event, it was a great event.
Councilmember Mendez congratulated the entire Golden Days committee and City Clerk Cornejo for a wildly
successful event. From the 22 bands in the parade to Grand Marshall, it was a big hit! The carnival was a slam
dunk. Maybe in the future they can incorporate and staff development day for the day after the parade. Cruising
back to Route 66 was such a fantastic event and thank you to all those who stepped up and coordinated it in the
short time frame they did. Many thanks to the Police Department for their hand in the event. Councilmember
Mendez requested Certificate for Tattoo Louie and his wife Lavone for their assistance, as well as Carlos Macias
if Council agreed.
Mayor Gonzales kudos to everyone involved in Golden Days and the Cruising to Route 66. Thank you to
Council for making the decision to move forward with the car show, it was a fantastic event. The Veteran’s
concert is November 11 doors open at 6 p.m. the performance will be at 6:45 p.m. He has reached out to the
Mayor or Covina and Covina staff regarding parking on the South side of Arrow Highway, they are steadfast in
their decision not to remove the street vendors on Arrow Highway. Mayor Gonzales requested a future Council
meeting for Azusa City Council to discuss what can be done on the north side of Arrow Highway which is under
Azusa jurisdiction. City of Government committee has a voter initiative for Measure H. A lot of holes in that
provision have been filed. They are asking to extend Measure H money from the taxpayer with no local return.
He struggles supporting that and they need to be prepared for that when the language has been written. The
meeting will be adjourned in memory of AJ Lira and Elsa and Raul Nares.

1. INTRODUCTORY PUBLIC HEARING NO. 1 - CONSIDER AND DISCUSS COMPOSITION OF
VOTING DISTRICTS FOR BY-DISTRICT ELECTIONS IN COMPLIANCE WITH THE
CALIFORNIA VOTING RIGHTS ACT.
RECOMMENDED ACTION:
1) Conduct the introductory public hearing to receive and consider any public input; and
2) Provide further direction to City staff.

City Attorney Martinez explained that under the provisions of the California Voting Rights Act, this is a different
hearing in that they are required to get to the item as close as possible to the time that was noticed on the website,
which was 8 p.m. for this item.
Mayor Gonzales opened the Public Hearing and Requested Notice requirements. City Clerk Cornejo stated that
he held proof of publication in the San Gabriel Valley Tribune on October 26, 2023.
City Attorney Martinez explained this is the first of what will be four Public Hearings that relate to the City’s
transition from At Large Elections to District Elections and explained that the California Voting Rights Act
provides direction for cities to determine whether it is appropriate to make that transition at their next available
election. City Attorney Martinez introduced Jim Priest, the City Attorney’s voters rights specialist, who made the
presentation to City Council and responded to their questions.
Public Comments
Mayor Gonzales Opened the Hearing for Public Comments.
Russ Rentschler provided public comment and commended City Council for moving forward with this item and
asked if public maps will be made available or if there will only be maps from a topographer. It’s a great
opportunity for people who would like to run for office but don’t have the funds to do so. He noted that if any
one person objects to the final map, it will go to a judge and the judge will draw the boundaries and the public
will have no input.
Philip Gumpa expressed his support for this initiative, however, is in support of five districts instead of four. He
watched Costa Mesa go through the transition was saw the first Latino Mayor the city had ever seen. Azusa has a
different problem in that they have incumbents who have been seated for a very long time thus not allowing for
other potential officials from other areas within the city. Moving to elections by districts will increase the
democratic process and representation of all segments of Azusa’s population. He also supports campaign and
term limits.
Kim Antel spoke in support of remaining at large and not transitioning to districts. She see’s Azusa as a small
city who values family. Moving to districts creates a potential for Azusa to start drawing lines and creating
divisions. Her hope is that the At Large Mayor position will remain At Large, because if the city is going to be
divided into districts, it will need a mayor that get’s elected by all the people of Azusa.

Mayor Gonzales provided a brief history of how the Council reached this point and explained some of the
differences between rotational seats versus districts voting for seats and stated it’s his opinion that the residents
should continue deciding how long elected officials keep their seats. Doing rotational seats saves the City
money, and making five districts is the best route to take.
Councilmember Alvarez commented that he is opposed to this and would like to see the city be able to vote for
whoever represents the city and not just one person every four years. He would like to see a couple of options for
maps and believes that the Mayors seat should be elected.
Councilmember Avila Jr. stated he would like to see five Districts with a rotational Mayor seat. If they are going
to go with the California Voting Rights Act (CVRA), they need to go at it at 100%. It’s not fair to have someone
run every two years when the remaining members run every four years.
Mayor Pro Tem Beckwith commented that he’s been torn seeing both sides. He’s not a huge fan of Districts
however understands that they have to and would like to hear more from the public before he states which he
favors between four or five districts. He would like to see a couple of choices of each map but would like to see
at least one of each.
Councilmember Mendez commented he would also like to see two options of maps and he also sees benefits to
both sides. The threshold is lower when you only have to pull 20% of the area for votes, but on the opposite side
of that is someone who wants to be on Council would be willing to take the initial steps in canvassing the entire
area for votes. They are in vastly different times than when this was voted in and while each Council member has

their own opinions, the collaboration of all involved is very strong. He is in favor of doing the two maps, four
and one, plus the five with a ballot initiative to let the voters decide on which direction they’d like to go.
City Attorney stated that if it were to be put on the ballot and did not pass, they would be stuck with the four plus
one and even one at large body doesn’t comply with the CVRA.
City Manager Gonzalez responded to Mayor Gonzales regarding outreach initiatives during this process and will
utilize Public Works utility for mailers as it evolves. There’s a dedicated webpage, social media blasts and a
landing page on the City’s website and the newspaper public hearing notices and the Agenda notices.
City Attorney Martinez summarized that Councils direction to staff was to prepare 2 districts maps options with
5 district and 2 districts maps options with 4 district with Mayor at-large.
2. PUBLIC HEARING - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
APPROVING PARTICIPATION IN THE LOS ANGELES URBAN COUNTY PERMANENT LOCAL
HOUSING ALLOCATION PROGRAM.
RECOMMENDED ACTION:
1) Open the Public Hearing, receive public testimony, and close the Public Hearing;
2) Review and adopt the following Resolution No. 2023-C63: A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF AZUSA, CALIFORNIA, APPROVING PARTICIPATION IN THE LOS ANGELES
URBAN COUNTY PERMANENT LOCAL HOUSING ALLOCATION PROGRAM BY AUTHORIZING
THE MAYOR, OR HIS/HER DESIGNEE, TO SIGN A REIMBURSABLE CONTRACT WITH THE LOS
ANGELES COUNTY DEVELOPMENT AUTHORITY (LACDA) ACTING ON BEHALF OF THE COUNTY
3) Authorize the City Manager to execute the grant Agreement between the City of Azusa and the California
State Department of Housing and Community Development in a form acceptable to the City Attorney.

Project Manager Lucy Demirjian provided staff’s presentation and responded to Council questions regarding
Resolution 2023-C63 approving participation in the Los Angeles Urban county Permanent Local Housing
Allocation Program (PLHAP) and responded to Council questions.

SPECIAL ELECTION AND A RESOLUTION DECLARING ELECTION RESULTS RELATED TO
IMPROVEMENT AREA NO. 3 OF THE COMMUNITY FACILITIES DISTRICT NO. 2005-1
(ROSEDALE) OF THE CITY OF AZUSA
RECOMMENDED ACTION:
1) Open the Public Hearing, receive public testimony, close the Public Hearing;
2) Adopt Resolution No. 2023-C64, calling a Special Election and Submitting to the Qualified Electors of
Territory Proposed to be Annexed to the Designated Improvement Area No. 3 of Community Facilities District
No. 2005-1 (Rosedale) of the City of Azusa the Question of Levying Special Taxes within that Territory
(Annexation No. 1);
3) Adopt a Resolution No. 2023-C65, declaring Election Results for the Annexation of Territory to the
Designated Improvement Area No. 3 of Community Facilities District No. 2005-1 (Rosedale) of the City of
Azusa (Annexation No. 1); and
4) Waive further reading, read by title only, and introduce first reading of Ordinance No. 2023-06,
authorizing the Levy of Special Taxes in a Community Facilities District, including Certain Annexation Territory
identified as Annexation No 1, into Improvement Area No. 3 of the Community Facilities District No. 2005-1
(Rosedale).

Resolution 2023-C65 and responded to Council questions.
Mayor Gonzales opened the Public Hearing and Requested Notice requirements. City Clerk Cornejo stated that
he held proof of publication in the San Gabriel Valley Tribune on October 25, 2023 and confirmed that the
County of Los Angeles register of voters has certified that there are no registered voters within the improvement
area 3 of the community facilities district number 2005-1, and confirmed that it was consented to hold a public
election on November 6, 2023 and the special election may be held on November 6, 2023.

4. FIRST READING - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
MODIFYING AND AMENDING ARTICLE VIII – GARAGE, YARD AND PATIO SALES, SECTION
18-532 GARAGE SALE REGULATIONS AND DETERMINING THIS ORDINANCE BE EXEMPT
FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT.
CEQA. This Ordinance is not a project within the meaning of Section 15378 of the State of California
Environmental Quality Act (“CEQA”) Guidelines, because it has no potential for resulting in physical change in
the environment, directly or indirectly. The City Council further finds, under Title 14 of the California Code of
Regulations, Section 15061(b)(3), that this Ordinance is nonetheless exempt from the requirements of CEQA in
that the activity is covered by the general rule that CEQA applies only to projects which have the potential for
causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility
that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
The City Council, therefore, directs that a Notice of Exemption be filed with the County Clerk of the County of
Los Angeles in accordance with CEQA Guidelines.
RECOMMENDED ACTION
1) Find the requested project exempt from the California Environmental Quality Act (CEQA); and
2) Waive further reading, read by title only, and introduce first reading of Ordinance No. 2023-06;

Approve and authorize the City Manager to enter into a Memorandum of Understanding (MOU) and
authorize the City's continued participation in the North San Gabriel River Working Group ("NSGRWG") to
collaborate on services and enhance public safety in the North San Gabriel River Area with the Cities of Duarte
and Irwindale.
