NOTICE TO THE PUBLIC FOR REGULAR MEETING.
In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak in-person during the Public Participation portion of the Agenda or on a Public Hearing item
shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted
after this time will not be accepted.
Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may
submit written public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due
by 5:30 p.m. and shall be limited to no more than 250 words. Written public comments will be provided to the
City Council and will be part of the record but will not be read aloud.

Notice Regarding California Environmental Quality Act (CEQA) Determinations. Pursuant to CEQA, a
"project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has
the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably
foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public
agency, a private activity that receives any public funding, or activities that involve the public agency's issuance
of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code §
21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their
appropriate CEQA determination will be listed below each recommendation. If no CEQA determination is
listed, it has been determined that the action does not constitute a “project” under CEQA.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items listed or not listed
on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board
about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the
Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a
subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption
for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the
speaker or responses to the speaker's questions or comments may be handled after the speaker has completed
his/her comments. Public Participation will be limited to sixty (60) minutes.

DISTRICTS FOR BY-DISTRICT ELECTIONS IN COMPLIANCE WITH THE CALIFORNIA
VOTING RIGHTS ACT; AND REVIEW OF DRAFT MAPS.
RECOMMENDED ACTION:
1) Conduct a public hearing to receive and consider any public input;
2) Conduct further review of draft voting district maps; and
3) Provide further direction to City staff regarding the selection of a map; and the election schedule
(sequencing) of voting districts:

RECOMMENDED ACTION:
1) Assignments of outside Board and Committees for two-year period from February 2024 to February
2026;

2) Approve Resolution No. 2024-C09, Designating a Director and an Alternate of the Board of
Directors of the League of California Cities;
3) Approve Resolution No. 2024-C10, Appointing a City of Azusa Member to the City Selection

County Sanitation District No. 22 of Los Angeles County;
5) Approve Resolution No. 2024-C12, Appointing Representative and Alternate Representative to the

3. CONTINUED PUBLIC HEARING FROM FEBRUARY 5, 2024 - APPEAL OF THE PLANNING
COMMISSION’S DESIGN REVIEW DECISION TO ALLOW FOR THE EXPANSION OF AN
EXISTING 110-ROOM HOTEL AND PERMIT THE ADDITION OF 23 NEW GUEST ROOMS,
AND VARIANCE MODIFICATION REQUEST TO ALLOW FOR A REDUCTION IN PARKING
SPACES AT 229 SOUTH AZUSA AVENUE, AZUSA CALIFORNIA.

5. EXPENDITURE PLAN- 2021 STATE HOMELAND SECURITY GRANT PROGRAM (SHSGP).
RECOMMENDED ACTION:
Approve the purchase of 10KVA UPS System for the Azusa Police Department’s Call Center from Total
Concept Sales. Not to exceed $63,500.00.

6. APPROVAL OF LEASE AGREEMENT WITH ENTERPRISE FLEET MANAGEMENT FOR A
NEW CREW SUPERVISOR VEHICLE.
RECOMMENDED ACTION:
Waive competitive bidding as authorized under Azusa Municipal Code Section 2.521(a) and approve the
lease agreement with Enterprise Fleet Management for the lease of a 2024 Chevrolet Silverado 3500 vehicle
through the use of a bid with TIPS-USA; and Authorize the City Manager to execute the lease agreement
with Enterprise Fleet Management.

7. AWARD CONTRACT FOR THE MEMORIAL PARK NORTH RECREATION CENTER
EQUIPMENT YARD RESURFACING PROJECT NO. 41023B-7125.
CEQA - This action is categorically exempt from the requirements of the California Environmentally
Quality Act (CEQA) pursuant to Section 15301 Class 1 (d) – Restoration or rehabilitation of deteriorated
or damaged structures, facilities, or mechanical equipment.
RECOMMENDED ACTION:
Award a construction contract in the amount of $157,770.80, which includes 10% for contingency for
potential change orders as needed, to Mission Paving and Sealing, Inc. for the Memorial Park North
Recreation Center Yard Resurfacing Project No. 41023B-7125 and Authorize the City Manager to execute
the project contract, in a form acceptable to the City Attorney, on behalf of the City.

8. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING THE
PROCLAMATION OF LOCAL EMERGENCY CAUSED BY THE HOMELESS CRISIS.
RECOMMENDED ACTION:
Review and adopt the following Resolution No. 2024-C14: A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF AZUSA EXTENDING THE PROCLAMATION OF LOCAL EMERGENCY CAUSED
BY THE HOMELESS CRISIS; and Waive Section 2-538(d)(6) of the Azusa Municipal Code and authorize
the City Manager to execute contracts and purchase orders exceeding $50,000 on behalf of the City for the
completion of the Azusa Resource Center project.

9. APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH COACHMAN MOORE &
ASSOCIATES FOR ALL IN FOR AZUSA PROJECT MANAGEMENT SERVICES.
RECOMMENDED ACTION:
Approve a Professional Services Agreement with Coachman Moore & Associates for All in for Azusa
Project Management Services, in an amount not to exceed $137,920; and Authorize the City Manager to
execute an Agreement with Coachman Moore & Associates, in a form acceptable to the City Attorney, on
behalf of the City, subject to non-substantive changes made by the City Manager and the City Attorney.

10. AWARD CONTRACT FOR SENIOR CENTER MODERNIZATION – DESIGN,
CONSTRUCTION DOCUMENTATION, PERMIT SUBMITTAL, CONSTRUCTION
ADMINISTRATION & CONSTRUCTION MANAGEMENT.
RECOMMENDED ACTION:
Approve a Professional Services Agreement with Totum Corp. for Senior Center Modernization Design,
Construction Documentation, Permit Submittal, Construction Administration & Construction Management,
in an amount not to exceed $455,680; and Authorize the City Manager to execute an Agreement with Totum
Corp., in a form acceptable to the City Attorney, on behalf of the City, subject to non-substantive changes
made by the City Manager and the City Attorney.
