HomeMy WebLinkAboutD-2 Staff Report - Assignment of Outside Agencies Board and Committees and Approve Existing Sub-Committee and Ad-Hoc CommitteeSCHEDULED ITEM D-2 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: JEFFREY LAWRENCE CORNEJO, JR., CITY CLERK DATE: FEBRUARY 20, 2024 SUBJECT: ASSIGNMENT OF CITY COUNCIL MEMBERS TO OUTSIDE AGENCY BOARDS AND COMMITTEES, AND APPROVAL OF APPOINTMENTS TO EXISTING COUNCIL AD-HOC & SUB-COMMITTEES BACKGROUND: City Council Members represent the City on various intergovernmental agencies, boards and committees that consider policy and legislation that directly impacts the City. These assignments are reviewed on a biennial basis. This action requests that the City Council assign Members of the Council to serve as representatives on outside agency boards and committees and approve the existing Sub- Committee and Ad-Hoc Committee appointments, while making any changes that the Council deems necessary for the period of February 2024 to February 2026. RECOMMENDATION: Staff recommends that the City Council approve the following: 1)Assignments of outside Board and Committees for two-year period from February 2024 to February 2026; and 2)Approve Resolution No. 2024-C09, Designating a Director and an Alternate of the Board of Directors of the League of California Cities; and 3)Approve Resolution No. 2024-C10, Appointing a City of Azusa Member to the City Selection Committee; and 4)Approve Resolution No. 2024-C11, Designating an Alternate Member to the Governing Board of the County Sanitation District No. 22 of Los Angeles County; and 5)Approve Resolution No. 2024-C12, Appointing Representative and Alternate Representative to the San Gabriel Valley Council of Governments; and 6)Affirm or modify the existing Sub-Committee, Ad-Hoc Committee and Azusa Golden Day City Council Representative appointments; Approved City Council February 20, 2024 2 Assignment of Outside Agencies February 20, 2024 Page 2 ANALYSIS: Every two years, the City Council assigns the Mayor or the Members of the Council to represent Azusa on various outside Agency Boards and Committees. Some appointments are made by Resolution and require that the Mayor serve in this capacity, and others are established by a majority vote of the Mayor and City Council. From time to time there are changes that must be made, as some agencies require regional representation for which appointments are made by several cities. This year, there have been no changes in the number of agency boards and committees which require City representation and Council appointment. Appointments to outside Agency Boards and Committees are generally done every two years in March following an election. City Council approved moving the municipal election to November in order to remain consistent with state law and the state’s general election. Council appointments are now to be made in February following a November Municipal Election and Mayor Pro-Tem rotation in January. The following Sub-Committee and Ad-Hoc Committees are currently established: SUB-COMMITTEE – Subject to the Brown Act City Council and Azusa Unified School Board Mayor Gonzales & To discuss topics of Mutual Concern Councilmember Alvarez (Meets as needed) AD-HOC COMMITTEE Azusa Scholarship Program Councilmember Avila Assignment of Vulcan scholarship funding Councilmember Mendez (Meets as needed in April/May of each year) Riverbed Homelessness Working Group Work with neighboring cities, the San Gabriel Mayor Gonzales & Valley Council of Governments (SGVCOG) and Councilmember Alvarez Interested groups to address Homelessness in Riverbed, temporary housing, and other available Resources. (Meets quarterly or as needed) Veterans’ Resources Committee (Est. Feb 22, 2022) Councilmember Alvarez Assess existing resources and partnerships and support Councilmember Avila Connections of local veterans with services.
