Home My WebLink AboutE-6 Staff Report - Enterprise Crew Supervisor Lease CONSENT ITEM E-6 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, P.E., DIRECTOR OF PUBLIC WORKS/ CITY ENGINEER DATE: FEBRUARY 20, 2024 SUBJECT: APPROVAL OF LEASE AGREEMENT WITH ENTERPRISE FLEET MANAGEMENT FOR A NEW CREW SUPERVISOR VEHICLE BACKGROUND: The Public Works Department has been working with Enterprise Fleet Services since 2012 on a fleet replacement strategy. This effort has reduced operating costs and lowered the average age of our fleet. Vehicles are leased for a 60-month period during which there are no mileage restrictions or wear and tear charges. At the conclusion of the lease agreements, the City has the option to purchase the vehicles or return the vehicles at fair market value and enter into new lease agreement for a similar vehicle. The Streets Division of the Public Works Department has now reclassified a position to include a third crew supervisor. The proposed actions will authorize the City Manager to enter into a new lease agreement for a 2024 Chevrolet Silverado 3500HD vehicle for the use of the new crew supervisor position. RECOMMENDATION: Staff recommends the City Council take the following actions: 1)Waive competitive bidding as authorized under Azusa Municipal Code Section 2.521(a) and approve the lease agreement with Enterprise Fleet Management for the lease of a 2024 Chevrolet Silverado 3500 vehicle through the use of a bid with TIPS-USA; and 2)Authorize the City Manager to execute the lease agreement with Enterprise Fleet Management. ANALYSIS: Since 2012, Staff has been working with Enterprise Fleet Services on a fleet replacement strategy in an effort to replace older vehicles, which incur higher maintenance costs. Enterprise New Fleet Vehicle February 20, 2024 Page 2 The Public Works Division now has a third crew supervisor position in need of a new vehicle. The new vehicle will allow the new crew supervisor to perform their assigned duties without the need for coordination with others in the department and improve the efficiency of the department. Vehicle Department Proposed Vehicle Lease Amount Funding Source 1 Public Works 2024 Chevrolet Silverado 3500HD $1,350.77 Gas Tax Fund 12 Sewer Fund 34 The City’s purchasing procedures allow for the acquisition of equivalent equipment through a process of competitive bidding by using other municipalities or through joint powers programs. In this case, Enterprise Fleet Management was identified through a bid with The Interlocal Purchasing System (TIPS) to provide the vehicles the City is seeking at competitive prices. As a result, the City can achieve the benefits of a competitive bid without the additional costs and delays associated with the standard procurement process. At the conclusion of the lease, the City will have the option to purchase the vehicle or return the vehicle at fair market value and enter into a new lease agreement for a similar vehicle. FISCAL IMPACT: A down payment of $16,081.07 is due upon delivery. Monthly payments of $1,350.77 for five years will follow. The down payment of $16,081.07 was included in the operations budget under 34-55-665-000- 6823. Upon council approval, staff will prepare a budget amendment and increase the budget in the amount of $8,105 under account # 12-55-661-000-6823 and $8,105.00 under account # 34-55-665-000- 6823 for the lease payment per fiscal year.
