Mayor Solem called the meeting to order. Invocation was given by Rev. Paul Farrell of the First Christian Church. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Solem Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried that Councilman Arkison be excused from this meeting. Also Present: City Attorney Wakefield, City Administra- tor Dangleis, Director of Public Works Wells, Water Superintendent Grosdidier, Police Chief Elkins, Fire Chief Torrance, Planning Director Fitzsimmons, Community Service Director Guarrera, Finance Officer Cooney, Deputy City Clerk Bath There being no additions or corrections, Minutes of December 20, 1976 stand approved as written. The Public Hearing continued from meeting of December 6, 1976, was again brought before Council. Planning Director reviewed past actions of Planning Com- mission and its recommendations concerning parking and/ or storage of vehicles within the residential zones, and on other than lawfully installed paved surfaces. He further answered questions directed to him by Council. Subsequent to discussion of the matter by Council who had intended matter to concern only abandoned vehicles, and Planning Commission which included recreational vehicles, the matter was again referred to the Plan- ning Commission for further consideration and hearing was continued to a future meeting. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to close hearing. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to refer above matter to Planning Commission for further consideration, and recommendation to Council. 295 7:30 p.m. Call to Order Invocation Roll Call Cont. Pub. Hrg. re:Parking & or storage of vehicles (continued) Deputy City Clerk presented the following claim against Claim vs the City by Phillip Brizuela, 1043 N. Azusa Avenue, City Azusa for alleged assault by Police Officers, when arrested on August 29, 1976. Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried to deny and refer to City's in- surance carrier. A proposed Resolution was presented requesting the County 'Assessor of Los Angeles County to furnish an estimate of the assessed valuation of property within the City of Azusa for the succeeding fiscal year 1977-78. Councilman Cruz offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REQUESTING AN ESTIMATE OF THE ASSESSED VALUATION OF PROPERTY WITHIN THE CITY. Moved by Councilman Cruz, seconded by Councilman Decker and unanimously carried by roll call that further reading be waived. Res. #6491 reassessed valuation, for fiscal yr.1977-78 AZUSA AUDITORIUM AZUSA. CALIFORNIA Moved by Councilman Cruz, seconded by Councilman Decker that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: Councilmen: Councilmen: Councilmen: Notice was received from Alcoholic Beverage Control of ABC Notice an application for On Sale Beer and Wine Bona Fide Public E. ew- Eating Place, person to person transfer from Gerald D. burgh St. Giovanetti to Emilio J. and Virginia D. Pennwick, on (Emilio's) property located at 113 E. Newburgh Street (Emilio's). Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried to receive and file. A communication was received from the Personnel Board recommending step raises for the following employees: Acct.Clerk St.Swpr.Oper Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to approve recommendation of Personnel Board. Personnel Board submitted job descriptions and recommended Job descrip. rate ranges for the following classifications: & rate ranges Consumer Service Manager 125.5 Consumer Service Supervisor 125.5 Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to approve recommendation of Personnel Board. A proposed Resolution was presented amending Resolution Res. ##6492 No. 6305 by changing the organizational complement in changing the Consumer Service Division of the Finance Department complement as follows: in Con.Serv. Div.of the a. Add one classification of Consumer Service Finance Dept. Manager to be compensated at Range 125.5• Delete one Supervisor Councilman of Consumer Service May 1, 1977. Resolution A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING RESOLUTION NO. 6305 RELATING TO THE AUTHORIZED ORGANIZATIONAL COMPLEMENT IN THE CONSUMER SERVICE DIVISION OF THE FINANCE DEPARTMENT. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call that further reading be waived. Considera- of Library tion was given to conversion of vehicle to a bus for bookmobile providing transportation for senior citizens. Necessary changes would amount to $13,913.613 and it seems apparent that less expensive means of busing should be explored. The Director, with the concurrence of the Library Commission requests Council authorization to sell the bookmobile. Moved by Councilman Decker, seconded by Councilman Fry ' and unanimously carried to approve request and authorize the City Clerk to advertise vehicle to highest bidder. A communication was received from We T.I.P. that City of Appvl.attend. Azusa sponsor two individuals from Council, staff and/or Counc.Mbrs. community to attend the We Turn In Pushers State Conven- @We T.I.P. tion, to be held on March 25th through 27th, in Buena Park. Convention 1 After discussion, it was Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried to authorize Council Members to attend We T.I.P. Convention. Director of Community Services requested confirmation of Council on the appointment of John A. Naranjo, as Park Maintenance Man I, under CETA, Range 114.5, effective January 4, 1977. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to approve appointment. Director of Community Services requested Council approval to carry over unused vacation time for the following Parks & Recreation personnel; Confirm.appt. J.Naranjo,as Pk.Maint.Man I, (CETA) Appvl.carry- over of unused vacation time Frank Halstead 81 hours Roger Keith 142 hours Joseph Guarrera 84 hours Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to approve request of Director of Community Services. Director of Public Works requested Council approval for Ext.empymt. extension of employment for temporary Water Utility Man, Temp.Water Mr. Jesse M. Carrion. It was noted by City Administrator Util. Man that based on Council's prior action, Mr. Carrion is (no action by Council) authorized to work 51 more working days in this calendar year; and as an estimated 30 days is required to fill position of welder, no action is necessary by Council. Police Chief submitted notice of resignation of Mrs. Accptnc. Mary Pelletier, a CETA Police Clerk, effective January 31, resignation 1977 Mrs.Mary Pelletier, Moved by Councilman Decker, seconded by Councilman Cruz CETA,Pol.Clk. and unanimously carried to accept the resignation. ' Police Chief submitted notice of resignation of Reserve Accptnc. Police Officer John Broderick, effective December 21, resig.Res. 1976. Mr. Broderick accepted a full time appointment as Pol.Off. Police Officer,in the Azusa Police Department. J.Broderick Moved by Councilman Cruz, seconded by Councilman Decker and unanimously carried to accept the resignation. Mayor Solem advised Council that Councilman Cruz will Res. #6493 represent the City of Azusa when he attends the inaugu- congratulations ration of President Elect Jimmy Carter. He requested to Pres.Elect City prepare a Resolution of congratulations to be Jimmy Carter presented at that time. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call that further reading be waived. Moved by Councilman Decker, seconded by Councilman Fry that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Decker, Fry, Cruz, Solem NOES: Councilue n: None ABSENT: Councilmen: Arkison Councilman Cruz requested that he be excused from the Counc.Cruz January 17th Council meeting, as he will be attending excused from the presidential inauguration. mtg.1/17/77 Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried that request be granted. Deputy City Clerk read in full a Resolution authorizing Res. #6494 payment of warrants by the City. Claims & Demands Councilman Fry offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried by roll call that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Decker, Fry, Cruz, Solem NOES: Councilmen: None ABSENT: Councilmen: Arkison Council adjourned to executive session at 8:30 p.m. Council reconvened at 9:20 p.m. The City Attorney informed Council that due to his plans for retirement he will no longer be able to serve the City of Azusa. He expressed appreciation for the opportunity to work with members of Council and staff during the years he has served the City. Mayor expressed his regrets at Mr. Wakefield's departure and advised that selection and appointment of a replace- ment will be made in the near future. 'Police Chief stated that due to amendment of Section 12.007 of the Health and Safety code, it was necessary for Council to designate him as the issuing authority for storage and transportation of explosives within the City; however, the Fire Department will still actually issue the explosive permits, as in the past. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to designate Police Chief to be the issuing authority for transportation of explosives within the City of Azusa. He directed City Administrator to see that striping was done. Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried to adjourn. Time of Adjournment: 9:30 P.M.
