AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, MARCH 7, 1977 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order. Call to Order
Invocation was given by Rev. Gilbert Allan of Azusa Invocation
Church of Christ.

The hour of 7:30 p.m. being the time set for Public Pub.Hrg.on
Hearing on the proposed zone change from C-2 to R -3a on zone change
property located on the south side of Gladstone Street from C-2 to
between Azusa and Donna Beth Avenues, as petitioned by R -3a, (Z-193
William Ott, the Mayor declared the hearing open. Wm. Ott)
City Clerk presented affidavit of proof of publication
of notice of this hearing which was published in the
Azusa Herald on February 24, 1977 and affidavit of
posting notice of hearing on February 25, 1977.
Messers William and John Ott addressed Council request-
ing that zoning be changed from C-2 to R -3a and
provided reasons for doing so.
Planning Director also addressed Council reviewing and
expanding the Planning Commission's decision to recom-
mend change of zoning. In response to a question from
Council re: problem of enforcing zoning to provide
senior citizen housing only, City Attorney advised Council
that restricting housing to use by senior citizens is
enforcable and legal, as established by court decision.
There being no one else in the audience wishing to speak
on this matter, it was

and unanimously carried to close the hearing.
After further discussion, it was

Attorney to prepare necessary Ordinance granting the change
of zone fro m C-2 to R -3a on subject property.

Acting City Administrator addressed Council and stated
that under the CETA Program, for specific projects,
labor can be funded, and the only expense to the City
would be supervision.

and unanimously carried by roll call to approve request
from Azusa Unified School District for city to install
sidewalks on the south and southwest side of the Azusa
High School campus.

City Administrator submitted budget proposals which
would be presented to Los Angeles County for expenditure
of Housing and Community Development funds for fiscal
year 1977-78, as follows:
Housing Assistance Loan Program $225,000.
Code Enforcement 15,000.
Senior Citizen Housing/Projects 140,884.
Contingency 20,000.
Administration 5,000-
$405,884.

and unanimously carried by roll call to approve budget
as submitted.
Acting City Administrator submitted communication from
'Supervisor James A. Hayes in which he indicates that
Assessor Philip Watson is imposing a two-year moratorium
on reassessment of residential property in Los Angeles
County. He requests action from Council either in
support or opposition to the Watson moratorium.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried to receive and file.
Police Chief presented report on personnel deployment
in his department, which had been requested by Council.
Captain Lara addressed Council and answered questions
concerning staffing.

two (2) Police Officers.

'Notice was received of the appointment of Mrs. Deana Kelley
as Probationary Police Clerk, effective March 8, 1977.
Mrs. Kelley will be compensated at Range 113.0, Step 1.

Acting City Administrator submitted request for Council
approval for Irene Gilbertson, Assistant Civil Defense
Director to attend the Radiological Planning and
Operations Scenario Writing Workshop, on March 14-16, 1977,
in Hawthorne. All costs to be reimbursed to City.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to approve request.
The League of California Cities submitted to the City
of Azusa the special building assessment, for construc-
tion of a permanent headquarters office building in
Sacramento. City of Azusa's share of construction cost
is $4,707.50, if paid in a lump sum a 10,% discount is
provided.
Moved by Councilman Decker, seconded by Councilman Fry

x The Parks & Recreation Commission requested Council
LM approval of retaining Mark Briggs & Associates, Inc.,
A to assist the City in preparing grant applications to
obtain the necessary funding for proposed park projects.
Mr. James Zuver and Mr. John Cyprien, representatives
of Mark Briggs & Associates, Inc., addressed Council and
provided information re: grant monies that are available.

Recreation Commission to retain Mark Briggs & Associates,
Inc., and have City Attorney approve contract form.
Notice was received of the appointment of Mr. Steven
Shubin, as Reserve Police Officer, effective March 8,
1977•
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried to approve appointment.
Acting City Administrator advised Council that he had
attended a recent CETA meeting and had approved, for the
City, the expansion and extension of CETA VI Program,
through September 30, 1977.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried by roll call to ratify the action.

Mr. Art Morales, 387 N. Soldano Avenue addressed Council
're: parking lot at Lee School. He stated that because of
profuse shrubbery, parking for school personnel and
visitors was unsafe.
Community Services Director responded there was only one
planter at the Cerritos end of the parking lot. The
parking lot is primarily for park use and that no
complaints re: shrubbery on this site had come to his
attention.
Councilman Fry requested that the municipal parking lot
sign be refurbished.

Councilman Arkison requested an update on status of cable Cable TV
TV in the City. He was advised by Acting City Administra-
tor that the franchisee has now obtained adequate financing;
also, that apparent preliminary steps are now being taken.
Councilman Arkison suggested formation of a city utility

committee in order to conform to organization suggested

other energy sources. Mayor Solem indicated that City
Administrator and Director of Light & Power should meet
to formulate plans for organizing such a body.
Mayor Solem advised of a letter from the Chairman of the

State Water Commission suggesting that City undertake a

25% reduction in water usage. He suggested that City
not take any action until firmer guidance is provided.
City Clerk read in full a Resolution authorizing payment

adopted. Resolution passed and adopted by the following
