Mayor Solem called the meeting to order. Invocation was given by Rev. Gilbert Allan of Azusa Church of Christ. Present at Roll Call: Councilmen IAbsent: Councilmen Decker, Fry, Arkison, Solem Cruz Also Present: City Attorney Carl Newton, Acting City Administrator Cooney, Director of Public Works Wells, Superintendent of Light & Power Gerharz, Police Captain Lara, Fire Chief Torrance, Planning Director Fitz- simmons, Director of Community Services Guarrera, City Clerk Solis The hour of 7:30 p.m. being the time set for Public Hearing on the proposed zone change from C-2 to R -3a on property located on the south side of Gladstone Street between Azusa and Donna Beth Avenues, as petitioned by 'William Ott, the Mayor declared the hearing open. City Clerk presented affidavit of proof of publication of notice of this hearing which was published in the Azusa Herald on February 24, 1977 and affidavit of posting notice of hearing on February 253 1977• Messers William and John Ott addressed Council request- ing that zoning be changed from C-2 to R -3a and provided reasons for doing so. Planning Director also addressed Council reviewing and expanding the Planning Commission's decision to recom- mend change of zoning. In response to a question from Council re: problem of enforcing zoning to provide senior citizen housing only, City Attorney advised Council that restricting housing to use by senior citizens is enforcable and legal, as established by court decision. There being no one else in the audience wishing to speak on this matter, it was M6ved by Councilman Decker, seconded by Councilman Arkison and unanimously carried to close the hearing. 'After further discussion, it was Moved by Councilman Decker, seconded by Councilman Arkison and unanimously carried by roll call to instruct the City Attorney to prepare necessary Ordinance granting the change of zone from C-2 to R -3a on subject property. 353 Call to Order Invocation Roll Call Counc Cruz excused v1.Min . Moved by Councilman Arkison, seconded by!:Councilman Fry and unanimously carried to continue this hearing to March 21, 1977, due to inadequate time for publication of notice of hearing. Planning Director submitted report on non -conforming ' commercial and manufacturing uses, as requested by Council. He stated as far as he is aware there are three businesses meeting this criteria of non -conforming use, they are: Jack Palo, 1000 W. Foothill Blvd., Sam's Auto Dismantling, 760 W. Foothill Blvd. and Azusa Upholstery, 217 N. Azusa Avenue. Moved by Councilman Arkison, seconded by Councilman Decker and unanimois ly carried to continue this matter to meeting N of March 21, 1977. �r. x Azusa Pacific College requested Council approval to hang a banner across Foothill Blvd. announcing its "New Games" Festival, from April 9-16, 1977. Moved by Councilman Arkison, seconded by Councilman Fry and unanimously carried that request be approved. Azusa Pacific College requested Council approval for City to purchase an ad in its yearbook. Moved by Councilman Fry, sem nded by Councilman Decker and carried by roll call to approve purchase of i age ad in Azusa Pacific College yearbook at a cost of 75.00, Councilman Arkison dissenting. Canyon City Civitan Club requested Council approve waiver of Section 8.36.040 (2) of the Municipal Code which states an organization must be established three years before eligible for fireworks stand permit. Moved by Councilman Fry, seconded by Councilman Decker and carried to approve request of Canyon City Civitan Club. Councilman Arkison dissenting. An Ordinance was presented for second reading and adop- tion rezoning certain property (Z-193 James Redfern). Ordinance passed and adopted by the following vote of Council: AYES: Councilmen: Decker, Fry, Arkison, Solem NOES: Councilmen: None 'ABSENT: Councilmen: Cruz An Ordinance was presented for introductory 1st reading amendingg the Azusa Municipal Code by adding Section 19.48.080 to the code and reading as follows: The parking or storage of vehicles or recreational vehicles, which includes, but is not limited to, campers, boats, recreational equipment trailers, tent trailers, travel trailers, motorhomes, etc., is pro- hibited on any vacant parcel or lot located in any R or P zone, unless a Conditional Use Permit is obtained after a public hearing in accordance with the procedures N stated in Chapter 19.060 of the Azusa Municipal Code. Councilman Arkison offered for introductory first read- ing an Ordinance entitled: C AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE ZONING ORDINANCE RELATING TO PARKING OR STORAGE OF VEHICLES ON RESIDENTIAL LOTS. Moved by Councilman Arkison, seconded by Councilman Fry and unanimously carried by roll call that further reading be waived. 'An Agreement between City of Azusa and Urban Futures, Inc to provide professional services for the development and implementation of a senior citizen multi -use center, was presented for Council approval. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call to approve agree- ment. Notice was received from Light & Power Department of the fuel cost adjustment for March, 1977. Moved by Councilman Decker, seconded by Councilman Fry and carried by roll call to receive and file. Fuel cost adjustment A communication was received from Azusa Unified School Appvl.req.to District requesting City furnish labor to construct install side - sidewalks on the south and south-west side of the campus walks, Az. of Azusa High School; school district will furnish Unified School materials. Dist. Acting City Administrator addressed Council and stated that under the CETA Program, for specific projects, 'labor can be funded, and the only expense to the City would be supervision. Moved by Councilman Decker, seconded by Councilman Arkison and unanimously carried by roll call to approve request from Azusa Unified School District for city to install sidewalks on the south and southwest side of the Azusa High School campus. A communication was received from Lind & Hillerud, Inc. Acting City Administrator submitted communication from Reassessment 'Supervisor James A. Hayes in which he indicates that of residential Assessor Philip Watson is imposing a two-year moratorium property on reassessment of residential property in Los Angeles County. He requests action from Council either in support or opposition to the Watson moratorium. Moved by Councilman Arkison, seconded by Councilman Fry and unanimously carried to receive and file. The League of California Cities submitted to the City LCC permanent of Azusa the special building assessment, for construc- headquarters tion of a permanent headquarters office building in building Sacramento. City of Azusa's share of construction cost assessment is $4,707.50, if paid in a lump sum a 10% discount is provided. Notice was received of the appointment of Mr. Steven Appvl.appmt. Acting City Administrator advised Council that he had CETA VI attended a recent CETA meeting and had approved, for the Program City, the expansion and extension of CETA VI Program, through September 30, 1977. Moved by Councilman Arkison, seconded by Councilman Fry and unanimously carried by roll call to ratify the action for City's participation in the amount of $46,000, in the CETA VI Program. Mr. Art Morales, 387 N. Soldano Avenue addressed Council Pkg.lot at 're: parking lot at Lee School. He stated that because of Lee School profuse shrubbery, parking for school personnel and visitors was unsafe. Community Services Director responded there was only one planter at the Cerritos end of the parking lot. The parking lot is primarily for park use and that no complaints re: shrubbery on this site had come to his attention. He was advised by Acting City Administra- tor that the franchisee has now obtained adequate financing; also, that apparent preliminary steps are now being taken. Councilman Arkison suggested formation of a city utility Cities Utility committee in order to conform to organization suggested Committee by CMUA. This will result in ability to investigate other energy sources. Mayor Solem indicated that City 'Administrator and Director of Light & Power should meet to formulate plans for organizing such a body. Mayor Solem advised of a letter from the Chairman of the Water State Water Commission suggesting that City undertake a Usage 25% reduction in water usage. He suggested that City not take any action until firmer guidance is provided. City Clerk read in full a Resolution authorizing payment Res.##6508 of warrants by the City.
