NOTICE TO THE PUBLIC FOR REGULAR MEETING.
In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak in-person during the Public Participation portion of the Agenda or on a Public Hearing item
shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted
after this time will not be accepted.
Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may
submit written public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due
by 5:30 p.m. and shall be limited to no more than 250 words. Written public comments will be provided to the
City Council and will be part of the record but will not be read aloud.

Notice Regarding California Environmental Quality Act (CEQA) Determinations. Pursuant to CEQA, a
"project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has
the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably
foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public
agency, a private activity that receives any public funding, or activities that involve the public agency's issuance
of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code §
21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their
appropriate CEQA determination will be listed below each recommendation. If no CEQA determination is
listed, it has been determined that the action does not constitute a “project” under CEQA.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items listed or not listed
on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board
about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the
Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a
subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption
for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the
speaker or responses to the speaker's questions or comments may be handled after the speaker has completed
his/her comments. Public Participation will be limited to sixty (60) minutes.

1. PUBLIC HEARING – FIRST READING OF ORDINANCE ESTABLISHING BY-DISTRICT
ELECTIONS, DEFINING DISTRICT BOUNDARIES, SCHEDULING ELECTIONS; AND
CHANGING THE OFFICE OF MAYOR FROM AN ELECTED OFFICE TO AN APPOINTED
OFFICE, PURSUANT TO THE CALIFORNIA VOTING RIGHTS ACT.
RECOMMENDED ACTION:
1) Conduct a public hearing to receive and consider any public input and provide any further direction; and
2) Waive first reading, read by title only and introduce the following Ordinance No. 2024-01:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA
AMENDING SECTIONS 2-26, 2-27 AND 2-31 OF DIVISION I OF ARTICLE II OF CHAPTER

2. PUBLIC HEARING - CONSIDERATION OF BILLBOARD RELOCATION AGREEMENT TO
REMOVE AN EXISTING INOPERATIVE DIGITAL READER BILLBOARD FROM 106 S.
AZUSA AVE AND CONSTRUCT A NEW DIGITAL BILLBOARD AT 250 E. 1ST STREET, AND
ADOPT ASSOCIATED MITIGATED NEGATIVE DECLARATION.
RECOMMENDED ACTION:
1) Continue Public Hearing to the March 18, 2024 City Council Meeting.

4. AWARD OF CONTRACT TO SHAW INTEGRATED SOLUTIONS FOR NORTHSIDE PARK
RECREATION HUB FLOORING INSTALLATION.
RECOMMENDED ACTION:
Waive purchasing procedures as authorized under Azusa Municipal Code Section 2-521 Cooperative,
piggyback and multiple bid purchasing with other agencies and approve the purchase and installation of
flooring in an amount not-to-exceed of $70,765.94, plus an allowance of $7,067.59 for potential change
orders.

5. AWARD OF CONTRACT TO SHAW INTEGRATED SOLUTIONS FOR CITY YARD

RECOMMENDED ACTION:
Waive purchasing procedures as authorized under Azusa Municipal Code Section 2-521 Cooperative,
piggyback and multiple bid purchasing with other agencies and approve the purchase and installation of
flooring in an amount not-to-exceed of $80,071.35, plus an allowance of $8,007.13 for potential change
orders.

6. AUTHORIZE PURCHASE OF REPLACEMENT PATROL VEHICLE.

purchase of a 2024 Dodge Durango Pursuit V-8 AWD and Black & White Emergency Vehicles in the
amount of $23,188.85 for retrofitting the vehicle, for a total purchase price of $73,998.51.

Team.

8. APPROVAL OF CONTRACT WITH LOS ANGELES CENTERS FOR ALCOHOL AND DRUG
ABUSE (L.A. CADA) FOR OUTREACH AND CASE MANAGEMENT SERVICES FOR PEOPLE
EXPERIENCING HOMELESSNESS.
RECOMMENDED ACTION:
Authorize the City Manager to execute the Agreement between the City of Azusa and Los Angeles Centers
for Alcohol and Drug Abuse (L.A. CADA), in substantially the form presented, for an initial one-year term,
for $216,000.

9. REQUEST TO AMEND A CONTRACT WITH STREETLIGHT RESTORATION SPECIALISTS,
INC. TO PAINT STREET LIGHTS AND BOLLARDS IN DOWNTOWN AZUSA.
RECOMMENDED ACTION:
Amend an existing Public Work contract by increasing the contract amount to a maximum of $145,000 for
Streetlight Restoration Specialists, Inc. The contract is for the preparation, priming, and repainting of street
lights, poles, and bollards in Downtown Azusa; and Authorize the City Manager to execute the Public
Works Contract and approve any non-substantive revisions, in a form acceptable to the City Attorney, on
behalf of the City.
