Mayor Solem called the meeting to order. Call to Order Invocation was given by Rev. Paul Farrell of First Invocation Christian Church. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Arkison, Solem ' Also Present: City Attorney Carl Newton, City Adminis- trator Dangleis, Superintendent of Light & Power Gerharz, Director of Public Works Wells, Chief of Police Elkins, Fire Chief Torrance, Planning Director Fitzsimmons, Director of Community Services Guarrera, Finance Officer Cooney, City Clerk Solis There being no additions or corrections, Minutes of April 4, Appvl.Min. 1977, stand approved as written. 44 /77 City Clerk announced that bids were opened in his Bids for Proj. office at 10:00 a.m., Thursday, April 14, 1977, for 560,equipping C7 equipping of Well No. 7, Project No. 560. Well No. 7 N M City Clerk read affidavit of proof of publication of (Pylon, Inc. x Notice Inviting Bids published in the Azusa Herald on Low Bidder) O March 31, and April 7, 1977. Two bids were received as follows: Pylon, Inc. $60,135. Taymech 61,643. Director of Public Works recommended that Council award the contract for equipping Well No. 7 to Pylon,- Inc., low bidder in the amount of $60,135., direct the City Clerk to return bid guarantee to the unsuccessful bidder and authorize the Mayor and City Clerk to execute the contract. Moved by Councilman Decker, seconded by Councilman Arkison and unanimously carried by roll call to approve recommendation of Director of Public Works. Two bids were received as follows: Low Bidder) Ameron, Inc., Pipe Division $15,909.54 United States Pipe and Foundry Co. $17,304.50 Director of Public Works recommended that Council award contract for Project 565, furnish pipe and fittings to connect reservoirs 2 and 5 with well No. 7, to Ameron, Inc., Pipe Division in the amount of $15,909.54, direct the City Clerk to return bid guarantee to the unsuccess- ful bidder and authorize the Mayor and City Clerk to execute the contract. Ave. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to receive and file. City Clerk presented claim vs City by Antonio M. Claim vs City 'Gonzales, 451 W. Foothill Blvd., Apt. 21, Azusa, guardian ad litem for Anna Bertha Gonzales, for alleged physical in uries incurred when struck by City vehicle, on January b, 1977. M CV 11] ;a Q C Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried to deny and refer to City's insurance carrier. A claim was presented under the current allowed $1,000. Claim vs City deductible by Isabelle Gonzalez, 236 N. San Gabriel Avenue, Azusa, for broken window resulting from policeman and suspect struggle. After investigation Police Chief recommended that City pay the claim. Moved by Councilman Cruz, seconded by Councilman Decker and unanimously carried by roll call that City pay above claim, and City Administrator be authorized to ascertain the amount to be paid. City Clerk advised Council that the 30 da extension of time granted to owners of building at 638 N. Azusa Avenue, ended on April 18th, and requested Council authorize another extension for rehabilitation of above building, to the Council Meeting of May 2, 1977. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to continue this matter to the meeting of May 2, 1977. Angeleno Avenue. (Case No. V-496 Jess Alva). No action taken by Council. A proposed Resolution was presented designating a stop intersection at Rockvale Avenue at Fifth Street and Fifth Street at Rockvale Avenue. Councilman Decker offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING RESOLUTION NO 5396 DESIGNATING STOP INTER- SECTIONS. Moved by Councilman Decker, seconded by Councilman Arkison and unanimously carried that further reading be waived. Moved by Councilman Decker, seconded by Councilman Arkison that the Resolution be adopted. Councilman Cruz offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DESIGNATING CERTAIN PORTIONS OF THE CITY COUNCIL CHAMBER AS NO SMOKING AREAS. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to receive and file. City Administrator submitted monthly report from the Fire Department. Moved by Councilman Arkison, seconded by Councilman Decker and unanimously carried to receive and file. Notice was received from the Superintendent of Light & Power that City entered into an Agreement for Instal- lation and Removal of Electric Distribution Facilities for Supplying Electrical Energy for Power and Lighting Service with Mr. George Caras, dba Carousel Liquor Mart, 801 W. City Administrator recommended Council support AB 468 authored by Assemblyman Lancaster, which supports construction of the 210 freeway to its completion at San Bernardino, Ca. He also advised that the Regional Transportation Plan does not include any improvements to this route in the next 20 years. Police Chief submitted agreement with Los Angeles County Sheriff's Department for use of equipment installed at the Azusa Police Department to provide criminal history information. Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried to approve subject agreement, and authorize Mayor and City Clerk to execute same. M N The claim for loss of palm tree^ at 723 Glen Lyn which Ir. had been deferred, by Council, pending further investi- gation, was again presented. The Director of Community Services and Park Superintendent inspected trees in Q question and it was their consensus of opinion that City bears no responsibility, and recommended claim be denied. Moved by Councilman Cruz, seconded by Councilman Arkison and unanimously carried that the claim be denied. Police Chief submitted for Council approval extended 'leave of absence Trrithout pay for Mrs. Margaret McVicker, Dispatcher in the Police Department. This request is a continuation from April 8 through 19, 1977. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to approve request. Notice was received of Mayors and Council Members Legislative Conference to be held in Sacramento Community Convention Center, May 16 through 18, 1977. Moved by Councilman Cruz, seconded by Councilman Decle r and unanimously carried by roll call to approve attendance by Mayor, Council Members and the City Administrator. After investigation of Second St. traffic counts for both vehicles and pedestrians and accident histories the data did not satisfy the warrants for establishment of a stoij sign on Vernon Avenue, nor a signal at that location. It was recommended by Director of Public Works and Chief of Police that Council authorize the installation of a flashing red and flashing yellow traffic signal on Vernon Avenue at the intersection of Second Street. It is estimated that the traffic control device will cost approximately $20,000., and select system gas tax funds can be used for this project. Mayor Solem appointed Mr. Anthony Ortuno as member of finance committee of the Low Income Housing Loan Program. Mayor Solem announced the forthcoming retirement dinner for Mrs. Hilda Eastman to be held at Michael's Restaurant on May 41 1977. Moved by Councilman Cruz, seconded by Councilman Decker and unanimously carried to authorize attendance by Council Members and their wives. Councilman Cruz brought to Council's attention residents complaints relative to the long stretch of street between Azusa Avenue and Vernon Avenue, on First Street on which speeding takes place. It was the consensus of Council that Police Chief investigate situation and determine what traffic control might be implemented. Councilman Decker requested additional information re: complaints by Architect Wendell Mounce, relative to possible legal action he may bring against the City as a result of remarks made by Public Works Director to Monterey Park city personnel. 41 .5 Res. #6518 appvg. app. for state grant monies Appvl.appmt. Following discussion, it was Moved by Councilman Decker, seconded by Councilman Arkison and unanimously carried to request Public Works Director prepare report for review by the City Attorney for sub- sequent presentation to Council at its next meeting. Councilman Arkison requested a report on California Rpt. on Ca. Municipal Utilities Association. City Administrator and Municipal Superintendent of Light & Power reported that meeting did Util.Assoc. not really provide any neer information relative to status of problem with the Public Utility Commission. Informa- tion imparted at meeting dealt merely with items of which city is aware. City Clerk read in full a Resolution authorizing payment Res. #6519 C?) of warrants by the City.
