SUBJECT: GENERAL PLAN HOUSING ELEMENT ANNUAL PROGRESS REPORT (APR) FOR
2023 CALENDAR YEAR.
BACKGROUND:
Each year, California local agencies – cities and counties – are required to prepare an annual progress
report (APR) on the status of implementing the General Plan’s Housing Element. Cities must submit the
report to the State Department of Housing and Community Development (HCD) and the Governor’s
Office of Planning and Research (OPR) for review. Using a form provided by HCD, Staff provides data
to show housing unit production across affordability levels, a listing of development applications received,
building permits issued and/or finaled, provides an update on housing program implementation, and other
topics. The annual report is required to be provided to the legislature (City Council) prior to sending it to
HCD and OPR. April 1, 2024 is the deadline that the State provides the City to submit the report to HCD.
RECOMMENDATION:
Staff recommends that the City Council the following action:
1)Receive and file the 2023 Housing Element Annual Progress Report.
ANALYSIS:
Background
Per California Government Code section 65400, the City is required to provide a General Plan Housing
Element annual progress report (APR) for submittal to City Council, HCD, and OPR by April 1st of each
year. The purpose of this is to provide the aforementioned agencies/bodies a status report on meeting the
City’s fair share of the Regional Housing Needs Allocation (RHNA) as required by California
Government Code section 65584.
On July 18, 2023, the City Council adopted an update to the City’s Housing Element (6th Cycle - 2021-
2029). The HCD subsequently notified the City that is City’s adopted Housing Element was deemed in

compliance with State Housing Law. The Housing Element is one of seven mandated elements of a
City’s/County’s General Plan and includes information related to the City’s existing housing needs,
population analysis, employment trends, household characteristics, inventory of land suitable for
residential development, goals, policies, and programs intended to meet the identified housing needs and
state-mandated requirements. The table below shows the City’s RHNA 6th Cycle that was assigned for
the 2021-2029 timeframe:

Note: The Los Angeles County average median income (AMI) is $64,251. Extremely Low-Income Households earn 0-30
percent of AMI, Very Low-Income Households earn 30-50 percent of AMI, Low-Income Households earn 50-80 percent of
AMI, Moderate-Income Households earn 80-120 percent of AMI, and Above Moderate-Income Households earn over 120
percent of AMI.
Staff has prepared the 2023 Azusa Housing Element Annual Progress Report (APR) included as
Attachment 1. Some of the highlights of the year include:
New Applications Received and Processed
The City of Azusa’s Planning Division received a total of 79 applications for new residential construction
in 2023. Of those, a total of 137 new residential units were proposed and a total of 83 residential units
were approved throughout the year. Some of the applications that were reviewed and approved in 2023
include:
• Design Review No. DR-2023-12 – Four-unit low-density development with the Habitat for
Humanity,
• Design Review No. DR-2023-32 – Mixed-use project featuring 39 residential units,
• Two Senate Bill 9 developments, and
• 70 accessory dwelling units (ADUs).
Building Permits Issued
The City of Azusa’s Building Division issued a total of 51 residential building permits for a total of 60
new units to be constructed. Some of the building permits issued include:
• Seven-unit mixed-use development on Foothill Boulevard, and
• 50 accessory dwelling units (ADUs).
Housing Element Programs
The City made progress in implementing the goals and programs of the Housing Element. Of the 36 listed
programs, the City completed 5 in 2023, mainly in the form of amendments to the Development Code
Amendments that included removing unnecessary standards and barriers, and further streamlining the
review process for residential projects. The remaining programs are an ongoing work in progress with the
General Plan Amendment being the largest of the tasks that staff will begin to undertake in 2024.

Progress Toward Meeting Regional Housing Needs Allocation (RHNA)
In 2023, the City made progress toward RHNA by adding 60 units. Of the 2,651 units allocated for the
City for the 2021-2029 period, the number of units remaining with development up to date is 2,407. This
will be reduced with larger projects that will be occupied in 2024, like the Lumia at 800 N. Azusa Ave.
It is important to note that RHNA is to serve as a guide for future housing development/construction and
it is not necessarily a requirement. Per California Government code section 65584(a)(2), “It is the intent
of the Legislature that cities and counties should undertake all necessary actions to encourage, promote,
and facilitate the development of housing to accommodate the entire regional housing need, and
reasonable actions should be taken by local and regional governments to ensure that future housing
production meets, at a minimum, the regional housing need established for planning purposes.” As such,
although it is strongly encouraged that cities and counties meet RHNA goals, they will not be penalized
if they fail to do so.
CEQA ACTION
The proposed General Plan Housing Element Annual Progress Report for Calendar Year 2023 is not
considered a project as prescribed by the California Environmental Quality Act (CEQA), therefore, no
further CEQA action is required.
FISCAL IMPACT:
There is no fiscal impact associated with the City by authorizing Staff to submit an amended Housing
Element APR.

Optional: Save before running. This copies data on Table A2, and creates another workbook with the table split
across 4 tabs, each of which can fit onto a single page for easier printing. Running this macro will remove the
comments on the column headers, which contain the instructions. Do not save the APR file after running in order
to preserve comments once it is reopened.
Optional: This macro identifies dates entered that occurred outside of the reporting year. RHNA credit is only
given for building permits issued during the reporting year.

Submittal Instructions
Please save your file as Jurisdictionname2023 (no spaces). Example: the city of
San Luis Obispo would save their file as SanLuisObispo2023
Housing Element Annual Progress Reports (APRs) forms and tables must be
submitted to HCD and the Governor's Office of Planning and Research (OPR) on or
before April 1 of each year for the prior calendar year; submit separate reports
directly to both HCD and OPR pursuant to Government Code section 65400. There
are two options for submitting APRs:
1. Online Annual Progress Reporting System - Please see the link to the
online system to the left. This allows you to upload the completed APR form into
directly into HCD’s database limiting the risk of errors. If you would like to use the
online system, email APR@hcd.ca.gov and HCD will send you the login information
for your jurisdiction. Please note: Using the online system only provides the
information to HCD. The APR must still be submitted to OPR. Their email address
is opr.apr@opr.ca.gov.
2. Email - If you prefer to submit via email, you can complete the excel Annual
Progress Report forms and submit to HCD at APR@hcd.ca.gov and to OPR at
opr.apr@opr.ca.gov. Please send the Excel workbook, not a scanned or PDF copy
of the tables.
