NOTICE OF COMPLETION FOR THE AZUSA RESOURCE CENTER ASPHALT
PROJECT
BACKGROUND:
On February 20, 2024, the City Council authorized the City Manager to execute contracts and purchase
orders on behalf of the City for the completion of the Azusa Resource Center project under the
declaration of a local emergency. A request for quotes was circulated and the project was awarded to
Haitbrink Asphalt Paving, Inc. for the Azusa Resource Center Asphalt Project. The project was
completed on March 8, 2024. The proposed actions will accept the improvements and authorize Staff to
file a Notice of Completion for the project.
RECOMMENDATIONS:
Staff recommends the City Council take the following actions:
1)Accept the project improvements; and
2) Authorize Staff to file a Notice of Completion for the Azusa Resource Center Asphalt Project.
ANALYSIS:
The completed project required expedited paving of a portion of City-owned property located at 975 W.
Foothill Blvd., for the interim housing project known as the Azusa Resource Center. The scope of work
included paving of approximately 10,000 sf area at the northern end of the property.

FISCAL IMPACT:
A contract for this project was awarded in the amount of in the amount of $98,700, which included a
contingency for potential change orders. The project was completed on time and within budget. The
construction project was funded by the American Recovery Plan Act (ARPA) State and Local Fiscal
Recovery Funds (account #54-00-000-000-6625/11024A-6625).
