HomeMy WebLinkAboutE-6 Staff Report - Project Safe Neighborhoods PSNCONSENT ITEM E-6 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROCKY WENRICK, CHIEF OF POLICE DATE: MARCH 18, 2024 SUBJECT: ACCEPTANCE OF PROJECT SAFE NEIGHBORHOODS MINI-GRANT FUNDING FOR $50,000 BACKGROUND: In April 2023, the Azusa Police Department submitted an application with San Diego Association of Governments (SANDAG) as a sub-recipient to their Bureau of Justice Assistance Grant (BJA) Project Safe Neighborhoods. This grant funding is for a Gang Suppression Project designed to create and foster safer communities through a sustained reduction in violent crime. The Azusa Police Department was awarded a mini-grant for $50,000 to use towards gang suppression operations and supplies for operations. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1)Authorize the City Manager to execute all contracts, reports, and other documents required for receiving such funds pursuant to the terms and conditions of the San Diego Association of Governments (SANDAG). ANALYSIS: The San Diego Association of Governments is a recipient of the Bureau of Justice (BJA) Project Safe Neighborhoods Award, 34 USC 60701-05. Project Safe Neighborhoods (PSN) is designed to create and foster safer communities through a sustained reduction in violent crime. The program's Approved City Council March 18, 2024 PSN Grant Approval March 18, 2024 Page 2 effectiveness depends upon the ongoing coordination, cooperation, and partnerships of local, state, tribal, and federal law enforcement agencies and community organizations working together with the communities they serve — engaged in a unified approach coordinated by the U.S. Attorney (USA) in all 94 districts. The Azusa Police Department is eligible to receive $50,000 in PSN grant funding to conduct gang suppression operations within the city. The grant funds may be spent over a two-year period (10/1/2022-09/30/2025) and the City will serve as the fiscal agent on this grant. FISCAL IMPACT: This is a reimbursement grant. Upon council approval and once the agreement is executed, Staff will prepare a budget amendment and add $50,000 under account 28-20-310-107 for the SANDAG PSN grant.
