The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Pro Tem Arkison called the meeting to order.
Invocation was given by Rev. Frank Herber of the Church
of Jesus Christ of Latter Day Saints.
Present at Roll Call: Councilmen: Decker, Fry, Arkison
' Absent: Mayor Solem,Councilman Cruz
Mayor Pro Tem Arkison requested Mayor Solem and Council-
man Cruz be excused from this meeting, as they are
attending a LCC Legislative meeting in Sacramento.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to excuse Mayor Solem and Council-
man Cruz from this meeting.

There being no additions or corrections Minutes of
April 18 and 26, and May 2 and 10, 1977, regular and
adjourned meetings stand approved as written.
The hour of 7:30 being the time set for a Public Hearing
on the Negative Declaration of Environmental Impact on
i
mprovements at Northside Park to the baseball diamonds,
' construction of a restroom bleachers, announcer's booth,
storage space and snack bar facilities; also for enclos-
ng the existing swimming pool deck area and installation
of a solar heating for continual, year-round use at
Slauson Park Pool; Mayor Pro Tem declared the hearing
open.
City Clerk read proof of publication of Notice of this
hearing published in the Azusa Herald on May 53 1977•
Messers Gonzales, Albers and Corell, respectively, who
live on N. Orange adjacent to Northside Park addressed
Council. They all expressed concern over added noise,
and traffic. They also questioned, because of increased
activity, if available parking would be sufficient, as
vehicles now park in the streets and alley.
No one else in the audience wishing to speak, it was

and unanimously carried to close the hearing.
Director of Community Services addressed Council provid-
ing information concerning proposed improvements.
'Council questioned the evaluation of some questions on
the EIR report, and asked if any changes could be made.
City Attorney advised that nothing could be added,
however, Council could delete improvements from the
Environmental Impact Report.

Environmental Impact Report with the stipulation that
announcers booth, be changed to scorer's booth, and
before construction starts to hold another public
hearing.

'Planning Director addressed Council and presented a brief
history of subject property, and advised that it was the
recommendation of the Planning Commission that zone
change be approved.
Robert Sprague, 555 Fernpark Dr., Glendora, owner of
subject property addressed Council stating he had nothing
to add to Planning Commission's recommendation, and
asked if Council had any questions; there being none,
and no one else in the audience wishing to speak, it was

Q prepare the necessary Ordinance for proposed zone change.
The tabled item from May 2, 1977, Council meeting re:
request from Citizens Action League, for solicitation/
canvass in the City of Azusa, was again brought before
Council.
City Attorney advised Council he had reviewed the facts
'of the application concerning Citizens Action League
and found all requirements of the code have been com-
plied with, that they would qualify for a permit as a
non-profit organization.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to receive and file.
The Department of Housing and Urban Development requested
Council approval of preliminary proposal to develop
housing in the City of Azusa. Director of Public Works
informed Council that under Section 8 Housing Assistance
Payment Program, anyone qualifying for housing under
this section may only pay one fourth of their income
for housing, and the Federal Government will subsidize
the rest. He also advised that Section 8 Housing
Assistance Payment Program is in conformance with the
City's housing plan.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried that City approve request and so
notify the Department of Housing and Urban Development.
Powell School P.T.A. requested City provide a stop sign
on Mauna Loa, near Powell School. Director of Public
'Works advised that he has met with school officials and
discussed the problem. A traffic survey has been made
and no stop sign is warranted; however, a flashing red
or yellow light may be applicable.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried to direct Public Works and Police
Departments to study area for proper traffic control device
to be installed.

Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to instruct Director of Public
Works to so advise petitioner and provide persons to
contact in County.
The Azusa Church of Christ requested Council permission Appvl.req.to
to hang a banner across Foothill Blvd., advertising its hang banner
Revival to be held from June 12 through 15, 1977. (Az.Church

The Yellow Cab Company of San Gabriel Valley, Inc. Req.for incr.
requested Council approval of its application for rate in cab fare
increase in the amount of 20¢. (Yellow Cab)

for report at next Council meeting on reasonableness of
request.
The following ABC notices were submitted for Council
action:
1) Application for dropping partner Gilbert Grigolla,
and adding Guadalupe M. Padilla for business
located at 817 W. Gladstone St. (Maximo's)
2) Application for person-to-person transfer from
Treadwell T. Bush, Jr., to Eung Sup Lee, on
property located at 221 Newburgh Street (Jerry's
Market).
3) Application for dropping partner Rose C. Metzger
for business located at 523-3 and 523-4 E. Arrow
Hwy. (Goldie's).
4) Application for person-to-person transfer from
Genevieve and Herbert K. Hoffman, to Frank Ripp,
on property located at 622 E. 8th Street (Jack
& Jill's).
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to receive and file.
City Clerk presented proposed Resolution opposing
proposed Universal Voter Registration Act.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to table this matter to next
adjourned meeting, when a full Council is in attendance.

Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to table to the next regularly
scheduled meeting.
The Personnel Board at its May 10th meeting failed to
take action on amendment to Personnel Rule 3.01, (i).
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to refer matter back to the
'Personnel Board for specific action, and reply at next
regular Council meeting.
Notice was given that the Planning Commission by Resolu-
tion No. 1367 conditionally approved a Variance permit-
ting a reduced distance of 5' 6" between a dwelling and
accessory building, instead of required 101, on property
located at 710 W. Fifth Street. (Case No. V-502 Miguel
Zavala). No action taken by Council.
Notice was given that the Planning Commission by Resolu-
tion No. 1368 conditionally granted a Variance request
to permit a reduced side yard setback of 01, instead
of required 51, on property located at 336 N. San Gabriel

City Treasurer's Financial Statement was submitted
showing a balance of $3,112,816.29, as of April 30, 1977.

and unanimously carried to receive and file.
Acting City Administrator submitted monthly reports from
various City Departments.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to receive and file.
The Los Angeles County Transportation Commission is
requesting financial assistance from every City within
the County in order to maintain service, and make up a
$10,000,000 deficit. (hapopulation basis of $1.45 per
$erson, which was requested, Azusa's share would be
$39,000 per year.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to table this matter to the next
regular meeting when a full Council will be in attendance.

Acting City Administrator presented claim against City under Claim vs City
the $1,000 allowed deductible, by the General Telephone
Company for damage to three telephone underground
conduits. After investigation it was determined that the
Light Department crew had caused the damage while setting
a 50 ft. pole on Azusa Avenue.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried by roll call to approve payment
of $251.86 for damages, as recommended by the Superin-
tendent of Light & Power.
Notice was received from the Superintendent of Light & Notice of
Power that City entered into an Agreement for Installa- Electrical
tion and Removal of Electric Distribution Facilities Agreement
for Supplying Electrical Energy for Power and Lighting
Service with Arcadia Lumber Company, 825 Todd Avenue,
Azusa. A charge of $500 was required for this Agreement.

and unanimously carried to receive and file.

CV The Finance Officer submitted request that certain City Surplus City
M property be declared surplus and go to informal bids, Property
x or be sold at the police auction. He noted that several
a items listed had already been taken by other city depart-
ments, and one other typewriter had been added.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to approve request as amended.
A proposed Resolution was presented approving the dis- Res.#6523
tribution of safer off -system roads funds. Funds were Appvg.Off-
'made available by the Federal Highway Act of 1976, and System Roads
in order to receive same, County must receive approval Funds
from all cities in County, this requires a Resolution
of approval from each City.
Councilman Decker offered a Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
APPROVING DISTRIBUTION OF SAFER OFF -SYSTEM ROADS FUNDS
BETWEEN THE COUNTY AND THE CITY OF AZUSA.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried by roll call that further reading
be waived.
Moved by Councilman Decker, seconded by Councilman Fry
that the Resolution be adorted. Resolution passed and
adopted by the following vote of Council:

ABSENT: Councilmen: Cruz, Solem
The Director of Public Works submitted specifications Appvl.s ecs
for the annual asphaltic paving materials and paving for annual
equipment rental contract for the coming year. asphaltic pay.
It is his recommendation that Council approve the materials
specifications and authorize the City Clerk to adver-
t ise for bids.

dation of the Director of Public Works.

Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to accept resignation.
Notice was received from the Police Chief of resignation
of Police Officer Salvador Martinez, effective May 13,
1977. Mr. Salvador has requested his name be placed on
the eligibility list.

'and unanimously carried to accept resignation, and to
place Mr. Martinez's name on the eligibility list.
Police Chief requested reimbursement for damages to Reimbursement
personal property for Sgt. James Glancy, in the amount for personal
of $40.; and Police Reserve Officer Stephen Archibald, property
in the amount of $45. Damages were incurred while officers
were performing their duties on May 1, 1977.

City Clerk presented request from Mrs. Arlene Cardenas Debt Owed
re: her outstanding debt to the City of $282.50. Debt City
has been outstanding since 1970. He asked, and was
'supported by the Finance Officer, for Council to determine
the debt is uncollectible as the Cardenases are on welfare
and Mr. Cardenas is suffering from the effects of a stroke,
and also a recent heart attack.
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried by roll call to determine the
debt uncollectible.
