The Pledge of Allegiance was led by Mr. Mike Duran [Phonetics] The Invocation was led by Pastor Daniel Simonson, Christbridge Immanuel Church CLOSED SESSION REPORT City Attorney Marco Martinez reported City Council met in closed session and reported all members were present for the closed session, however, the Mayor recused himself for Item 2 due to a conflict of interest as the owners of the property are a source of income. Item one there was no reportable action. Item two the remaining City Council members authorized, by a vote of 4-0, the filing of a receivership petition to abate the nuisance conditions on that property. Regarding Item 3, City Council received an update and there were no reportable actions. CEREMONIAL 1. Presentation of Proclamation declaring February 2024 as Black History Month Mayor Gonzales read the Proclamation declaring February 2024 as Black History Month. PUBLIC PARTICIPATION Freddy Tinajero, President of the Azusa Raiders General American, thanked the Council for the opposition letter to Assembly Bill 734 (McCarty and expressed his appreciation as the Bill is an attempt to ban youth tackle football in California. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. City Manager Communications. City Manager Gonzalez thanked the police officers and first responders working in the areas susceptible to floods during the horrible rain conditions and reported that minimal damage has been experienced. He also thanked the fire department and Public Works personnel for the successful measures implemented. Infrastructure restoration for the downtown area is underway and a ribbon cutting ceremony will take place upon completion. 2. City Clerk: Request to designate voting delegate and alternate to the Southern California Association of Governments (SCAG) General Assembly scheduled for Thursday, May 2, 2024. City Clerk Cornejo provided an oral report requesting the designation of voting delegates for the 2024 SCAG General Assembly. Mayor Gonzales appointed Councilmember Beckwith as Delegate and Councilmember Avila as Alternate with City Council consensus. COUNCIL COMMENTS Mayor Pro-Tem Alvarez reported that he attended the Foothill Transit meeting, where they discussed implementing bus lanes. A Lunar New Year Celebration is scheduled for February 8, 2024 at the Community Garden in the City of Azusa. Councilmember Avila Jr. invited the community to attend a presentation of the history of the Azusa Police Department on February 15, 2024. The 19th Annual Casino Night with Azusa Connects is scheduled for February 16th, 2024 at the Azusa Eagles Club. He reported he attended the Independent City’s Association Conference. Happy Birthday to Councilmember Beckwith. City Council February 5, 2024 Page | 3 Councilmember Mendez reported he also attended the Independent City’s Association Conference in Santa Barbara, California. Dr. Drew was a guest speaker who provided great insight into the Fentanyl and unhoused crisis. The Run with a Cop event in collaboration with the Running Doghouse is scheduled for February 29th from 6 p.m. to 8 p.m. Councilmember Beckwith reported attending the Independent City’s Association Conference and some topics included police recruiting, fentanyl crisis, an update to the no-bail system, and crisis communication. Thank you to Public Works and the police for the crisis management during the rains last weekend. Creating Connections will be hosting an event at the Azusa City Library Auditorium for a safe space for children with ASD to participate in interactive play and practice social skills on February 13, 2024 at 5 p.m. There will be a performance event by Dream Shapers and Chaz’s Community Drum Circle at the Library on February 28, 2024 at 5:00 pm. Mayor Gonzales thanked the Azusa Police Department for the effort in providing an accurate annual count regarding the unhoused community, and reported he also attending the Independent City’s Association Conference where there were extensive discussions about the fentanyl crisis and the influence of social media. Keep an eye on your kids use of social media to help. Gardena Police department has purchased a tool that allows them to handle narcotics without actually touching it, he would like Azusa City Council to consider this purchase, the cost is minimal compared to the importance of keeping the police officers safe. He participated in the Riverbed Working Group with the cities of Iwrindale and Duarte and reported that the unhoused dropped from 231 in 2020 to eight people currently living in the Riverbed. That’s a significant collaboration of providing programs and resources to the unhoused community. City Council has been invited to the Ground Worthy President invocation at the Eagle’s on February 23, 2024 and requested a certificate for Chuck Weber, their President. The Mayor will be adjourning the meeting in Memory of Maria del Refugio “Cookie” Hernandez a lifelong Azusa resident. SCHEDULED ITEMS 1. CONTINUED PUBLIC HEARING FROM JANUARY 16, 2024 - APPEAL OF THE PLANNING COMMISSION’S DESIGN REVIEW DECISION TO ALLOW FOR THE EXPANSION OF AN EXISTING 110-ROOM HOTEL AND PERMIT THE ADDITION OF 23 NEW GUEST ROOMS, AND VARIANCE MODIFICATION REQUEST TO ALLOW FOR A REDUCTION IN PARKING SPACES AT 229 SOUTH AZUSA AVENUE, AZUSA CALIFORNIA. DISCUSSION ON COMPENSATION AND BENEFITS FOR ELECTED AND APPOINTED OFFICIALS. RECOMMENDED ACTION: 1) Provide staff direction on elected and appointed officials pay and benefits. N/A Fund/Account No: N/A Director of Administrative Services Johnson provided the staff presentation regarding elected and appointed officials’ pay and benefits and responded to Council questions. Councilmember Mendez requested seeing the breakdown of salaries for the City Clerk and Treasurer position by the City’s expectations of hours worked either weekly or monthly, and believed those two positions should be adjusted if they haven’t done so since 1999. California has a requirement of a minimum of two hours served per meeting for Boards and Commissions, a small bump for those would be appropriate. City Council February 5, 2024 Page | 4 Councilmember Beckwith requested information on what the salaries were for City Clerk and Treasurer the last time the State addressed it in 1984. Ms. Johnson stated she would have to research that and return with those figures. Councilmember Beckwith believed it would be appropriate to address the stipends for City Council, as there are likely residents who would like to run for City Council and don’t due to the required and expected number of hours put into the positions; raising the compensation might increase motivation to do so. Mayor Pro Tem Alvarez supports increasing the stipends for the Boards and Commissions, City Clerk and Treasurer. Twenty-five dollars per meeting for the Boards and Commissioners is quite low considering the time spent, in addition to additional events they are expected to attend. Councilmember Avila Jr. supported increasing the stipends for the Boards and Commissions and would like to have that future discussion, and expressed an interest in what some of the surrounding cities are paying for their elected and appointed City Officials. Mayor Gonzales stated that it is a Council consensus they would like to consider an increase across the board for Boards, Commissions, City Council, City Clerk & Treasurer and the breakdown requested by Councilmember Mendez. The emails, phone calls, meetings, events, conferences that come through is a full time job with minimal pay. Azusa has fantastic people who stepped up into these roles and have never asked for an increase. 3. PRESENTATION OF FINAL DESIGN FOR OLD SCHOOLHOUSE RESTORATION AND HISTORIC ROW IMPROVEMENTS PROJECT AUTHORIZATION TO SOLICIT BIDS FOR CONSTRUCTION. RECOMMENDED ACTION: 1) Authorize staff to solicit a Notice of Inviting Bids for construction services, to be prepared once construction drawings are completed in City’s standard form, related to the Old Schoolhouse Restoration and Historic Row Improvements Project (CIP Project Account 28-10-615-000/61524A) subject to minor modifications; and 2) Authorize staff to solicit a Request for Proposals for the purchase and installation of furniture, fixtures and equipment (FF&E) related to the Old Schoolhouse and Historic Row Project. N/A Fund/Account No: N/A Councilmember Beckwith requested more information regarding the schedule and more details about the different phases and if a crosswalk or streetlight would be added at E. Alosta and 5th Street as it had been presented as part of the original recommendation of the plans. Mr. Delgadillo answered adding a crosswalk or streetlight is not included in this project, and thought it was removed in the Amendments to the General Plan due to the intersection being located on a blind curve. Principal Civil Engineer Cabanas stated they had a pedestrian analysis completed which indicated the number of pedestrians that cross the street in that location and that count didn’t meet the thresholds necessary for the installation of a crosswalk; Mr. Delgadillo and Mr. Cabanas continued to respond to Councilmember questions. Mayor Gonzales requested Public Works stay involved with the scheduling of the construction process to mitigate injuries due to poorly managed scheduling.
