SUBJECT: REQUEST TO INCREASE FISCAL YEAR 2023/24 BLANKET PURCHASE ORDER
WITH CLIENTFIRST CONSULTING FOR GEOGRAPHIC INFORMATION SYSTEM
(GIS) SUPPORT SERVICES
BACKGROUND:
In accordance with Sec. 2-518 (a) of the Azusa Municipal Code, purchase orders over $50,000 require the
review and consideration of the City Council. The Information Technology Department is requesting
authorization to increase the FY 2023/24 Blanket Purchase Order (BPO) 39580 from $94,000 to $150,000
for on-call GIS support services provided by ClientFirst Consulting.
RECOMMENDATIONS:
Staff recommends that the City Council take the following actions:
1)Approve an increase to the Fiscal Year 2023/24 Blanket Purchase Order 39580 with ClientFirst
Consulting to a not-to-exceed amount of $150,000
ANALYSIS:
The City utilizes on-call GIS support services with ClientFirst Consulting to work with all City
departments in the planning, development, implementation, and maintenance of GIS projects. The original
BPO was approved for $94,000 for FY 2023/24 and needs to be increased to $150,000. This increase is
largely due to new projects being developed for the City’s Public Works and Light and Water
Departments. Council action is required to increase BPO 039580 as the request exceeds the City
Manager’s $50,000 approval authority in accordance with the City’s purchasing policy.

FISCAL IMPACT:
Funding for this request is provided through salary savings and was included in the FY2023/24 approved
budget under the Information Technology Accounts #4849930000-6499 ($12,000) and #4849942000-
6499 ($44,000) for a total of $56,000
